A centralized approach to administrative approval of construction projects in the city of Gates

Chapter I General

Article 1 provides for the regulation of administrative approval of construction projects, innovative means of approval, improved efficiency of clearance, provision of quality services, the creation of a good economic and social development environment, in accordance with the laws, regulations and regulations such as the National People's Republic of China Administrative Accreditation Act.

Article 2

The focus referred to in the previous paragraph refers to the harmonization of reception, organization and harmonization of project approval.

Article 3. The construction of a management service centre established by the Government of the city (hereinafter referred to as the construction service centre) is responsible for the construction of project approval, with specific work being carried out by the municipal authorities.

The members of the Centre are determined by the Government of the city.

The construction service centre could establish a sub-centres based on actual needs to focus on construction project approval.

Article IV

(i) Establish a unified review service platform to provide centralized services for project approval;

(ii) Identification of clearances for entry into the construction services centre and the finalization and publication of guidance on clearance matters;

(iii) Develop systems and operational norms for the construction of service centres and are responsible for monitoring;

(iv) Coordination of the centralization of project approval by the relevant approval departments;

(v) To report regularly to the Government of the commune on the centralization of the project approval process, drawing attention to important matters;

(vi) Organizing performance appraisals for the implementation of the construction services centre;

(vii) Other responsibilities identified by the Government of the city.

Chapter II

Article 5 Construction of the project approval sector (hereinafter referred to as the approval sector) shall carry out the construction of project approval and implementation of the construction service centre work system through the construction of an approval service platform established by the Centre. Approval matters that have been entered into the construction services centre shall not be subject to receipt, receipt of material or delivery of approval decisions outside the construction of the project approval service platform.

The directory of construction project approval matters, as set out in the previous paragraph, is confirmed by the construction service centre in accordance with the laws, regulations and the relevant administrative approval system reform decisions of the Government of the city and made public.

The mechanism for the construction of service centres is harmonized with the relevant approval of the same construction project.

Article 6. The approval sector shall designate the heads of the construction services centre in this sector for the approval of matters to be coordinated, managed and related.

Article 7. The approval sector shall prepare, in accordance with the provisions of the legal, regulatory, regulatory and construction service centre work system, guidelines for the preparation of all elements, including clearance matters, conditions, procedures, timelines, and requests for the full material to be submitted and the publication of the construction services centre.

The above-mentioned guidance needs to be changed and will be implemented by the construction service centre after the publication is finalized.

Article 8. The construction service centre has established a registration window (hereinafter referred to as a registration window) to harmonize external provision for the processing and delivery of construction project approval.

Article 9

(i) The registration window provides for the registration of the request material on a case-by-case basis and a registration voucher;

(ii) The approval sector shall review the request material at the time of the construction of the service centre and send the review information to the registration window, which shall be received, inadmissibility, decision-making or correspondence to the applicant;

(iii) Removal material in the course of the review process, the approval sector should provide a one-time basis for the submission of a letter of credit to the applicant;

(iv) The review of the application by the approval department, in accordance with the statutory conditions and procedures, shall take a decision within the prescribed time period and send the registration window to be delivered.

Matters such as the approval sector under subparagraph (ii) above may be entrusted with the registration window.

Article 10: The following construction project approval matters shall be taken by the approval sector at the time of the construction service centre:

(i) Resolves;

(ii) The fullness of the application, in accordance with the statutory form, allows for the approval of the decision at the time;

(iii) Subject to the determination of the relevant technical standards and norms by the professional body with the corresponding qualifications (exclusive) to make approval decisions at the time.

A directory of the clearances provided for in the previous paragraph is made available to the society after the establishment of the Centre for Services is determined with the relevant approval services.

Article 11. The construction services centre, in line with the relevance of construction project clearance and the possibility of parallel review, is divided into the pre-project, implementation, completion of the receipt and approval phases, with the simultaneous receipt and parallel review of the matter under implementation.

Article 12. The following construction project approval matters are jointly approved by the relevant approval services of the construction services centre:

(i) The legacy of construction projects involves more than two sectors;

(ii) The change in use of construction projects involves more than two sectors;

(iii) Emergency construction works;

(iv) Other requirements for joint approval.

Article 13. Building service centres have harmonized the time frame for approval of commitments made in the external publication guide, calculated from the date of receipt to the date of the approval of the submission of the registration window, but the period during which the request for material replenishment and other statutory deductions are not taken into account for the duration of the processing period.

Chapter III

Article 14. The construction service centre has established a unified construction project online approval system for project construction online approval.

The approval sector should open the data interface to the construction of the project online approval system, with systems interfaces, data exchange, etc., and implement a written electronicization.

An online approval of clearance matters that have been entered into the construction services centre should be harmonized with the construction of the project online approval system.

Article 15. Applications for project approval may be made available online. The online declaration should be submitted for electronicization; materials that are not suitable for web transmission should be expressed in the online declaration and submitted through the registration window.

The approval sector should review the electronicization of the online declaration; the need to collate or collect paper-based material should be checked or collected through the registration window prior to the writing.

The applicant shall be responsible for the authenticity of the substance of the application.

Article 16, in accordance with article 11 of this approach, provides for the simultaneous receipt and parallel review of the matter, which is being transmitted through the registration window and through the construction of the project online approval system to the approval sector's online review. The corresponding review views of the various approval departments are shared in accordance with the provisions.

Article 17

The construction project approval request will no longer duplicate the same application material through the construction of the project online approval system.

The construction services centre should use the construction of the project online approval system to provide online counselling, review of information and conduct guides, table downloads.

The registration window should provide online declaration and e-chemical services to the applicant on-site.

Article 19 Build service centres and the approval services should establish a safety responsibility for information networks to ensure the safety of cyberwork operations.

Chapter IV Coordination services

Article 20:

(i) Develop systems and operational norms for the construction of service centres;

(ii) Identification of clearances for access to construction services centres;

(iii) Establishment of a centre of construction services;

(iv) Confirmation of the organization of parallel reviews and joint clearances of service centres;

(v) Other important matters requiring collective research.

The heads of units of the Centre should participate in the meetings of the Director.

The following matters are dealt with by the establishment of service centres, expert meetings research decisions or coordination:

(i) To optimize the process of approval and reduce the number of clearances;

(ii) Accreditation, revision of the guidance on conduct;

(iii) Issues in the process of construction of project approval;

(iv) Prior period of approval of major investment-building projects;

(v) Other matters requiring coordination.

The heads of the sector's construction services centre should participate in the work sessions and thematic meetings.

Article 2 There is no greater disagreement with the implementation of the resolutions of the Conference, and the construction of the service centre is reported to the Government of the city.

Article 23 provides guidance on the construction of project approval matters, the text of the application form, which is developed and published by the construction services centre and free of charge.

The applicant requests clarification and explanation of the content of the presentation and the approval sector should clarify, explain and provide accurate and reliable information.

Article 24

Article 25 Building service centres should provide a unified fee service facility to facilitate the payment by the applicant of the costs associated with construction projects under the law.

Oversight inspection

Article 26 inspection services should enhance oversight of the centralization of the project approval process, as well as the enforcement inspection, effectiveness inspection and approval process for the operation of the Centre.

Article 27, Construction of the Service Centre for Project Approval, the establishment of an electronic oversight system for clearance matters, the strengthening of real-time oversight of construction project approval, and the supervision of the Approval Unit in accordance with the law.

Article 28

(i) Accreditation and warning of the clearance process, as prescribed procedures and time frames;

(ii) Real-time verification vouchers and control of the status of approval;

(iii) Verification of violations of the system of work and operational norms of the Centre;

(iv) A letter of opinion from the Inspector General;

(v) Information on the process of approval.

The twenty-ninth construction service centre should be able to handle the receipt, investigation, verification, processing and transfer of complaints.

Article 33 The construction services centre should inform the relevant approval units.

The municipal personnel administration authorities are given the same indicators as the annual appraisal of the establishment of the service centre.

The work of the approval sector in the construction of the service centre is included in the performance appraisal of the administrative body.

Chapter VI Legal responsibility

Article 31 is one of the following acts, which is being rectified by the responsibility of the inspectorate or the construction service centre; in serious circumstances, the inspection department is responsible under the law:

(i) The construction of project approval matters should be centralized in accordance with this approach, and the denial of access to the construction services centre;

(ii) Approval of the construction services centre and processing of receipts, receipts, receipts or receipts outside the construction of the project approval service platform;

(iii) The content of the self-exchange guidance without the construction of services centres;

(iv) Violations of the construction of service centres' work systems and operational norms;

(v) No justifiable refusal to implement the resolution of the Conference of the Centre;

(vi) To reject the establishment of an online review platform for the construction of services centres to exchange data and to achieve the sharing of information for approval;

(vii) Other acts in violation of this approach.

In violation of the provisions of this approach, the staff of the construction services centre are advised by the responsibility of the construction service centre, which causes adverse social impacts, by the unit of the institution, by sensitizing education, effectiveness and by releasing the approval process, or by the prosecution service.

Chapter VII

The executive service centre set up by the Government of the People of the Region carries out the project's administrative approval, taking into account this approach.

Article 34 of this approach is implemented effective 1 May 2009.
