Decision of the Government of the People of the Gulf Province to amend the Science and Technology Awards of the Anguar province

(Act No. 220 of 26 February 2009 on the date of publication of the People's Government Order No. 220, No. 220 of the Anguarante)

In order to further promote scientific and technological progress and to promote economic and social development in my province, the provincial Government has decided to amend the Science and Technology Award in Angué province as follows:

Article 10, paragraph 1, was amended to read as follows: “The provincial science and technology awards are divided into special awards, one such awards, two awards, and three awards other than the technical cooperation category”.

The addition of paragraph 2 reads as follows: “For citizens who make special scientific discoveries or technological inventions, citizens, organizations that have made a prominent contribution to the completion of scientific and technological works, plans, projects, etc. of particular importance, can award such awards”.

Article 18 was amended to read: “The amount of awards such as the provincial science and technology awards, one such award, two awards and three awards is provided by the provincial science and technology executive branch with the provincial fiscal sector.

The number of awards for major scientific and technological achievements is provided by the Government of the province.”

This decision is implemented since the date of publication.

The Science and Technology Awards in the Ablem province were re-published in accordance with the consequential changes in this decision.

Annex: Science and technology incentives in Angué province (as amended in 2009)

(Act No. 136 of 21 November 2001 of the People's Government Order No. 136 of 21 November 2001 and in accordance with the Decision of the Government of the People of Angué Province on 10 May 2006 to amend the Regulations on the Modalities of Science and Technology in the Province of Ankara, the first revision of the Decision of the Government of the People of the Republic of Anguébé Province on the Amendment of the Science and Technology Awards for the Province of Ankara, in accordance with the Second Revision of the Decision of 26 February 2009

Chapter I General

Article 1 promotes scientific and technological progress and promotes economic and social development in my province, in line with the provisions of the National Science and Technology Approval Regulations.

Article 2 The Government of the Provincial People has established the Science and Technology Award of Anguar (hereinafter referred to as the Provincial Science and Technology Award).

The provincial science and technology awards vary according to the following categories:

(i) Natural sciences;

(ii) Science and technology progress categories;

(iii) Technical cooperation categories.

Article 3. Science and technology incentives follow up on respect for knowledge, respect for talents and promote approaches to science and technology innovation and the transformation of scientific and technological outcomes.

Article IV is chosen by provincial science and technology awards to be open, fair and fair and free from illegal interference by any organization or individual.

The provincial science and technology administration is responsible for the organization of the provincial science and technology award evaluation.

A scientific and technical incentives evaluation board was established in Anguébec and is responsible for the evaluation of the provincial science and technology awards. The composition of the evaluation committee was presented by the provincial science and technology administration, which was approved by the Government. A number of professional (disciplinary) evaluation teams have been established under the Evaluation Committee, specifically responsible for the evaluation of provincial science and technology awards. The professional (conductory) evaluation team consists of experts and scholars employed by the Evaluation Committee.

Article 6 encourages social forces to establish social-oriented science and technology awards within the territorial administration.

The social-oriented science and technology awards established by the social forces are not charged with any fees in incentives.

Chapter II

(i) The use of scientific and technological knowledge for persons who make significant technological inventions in products, processes, methods, materials and systems;

(ii) In the implementation of technical development projects, the completion of major scientific and technological innovation, the transformation of science and technology outcomes, and the creation of visible economic benefits persons or organizations;

(iii) In the implementation of social good projects, long-term scientific and technical base, social good work and the creation of visible social benefits or organizations;

(iv) In the implementation of major engineering projects, advanced technical approaches are being used to secure organizations that meet the domestic leadership level.

Article 9 Technical cooperation in provincial science and technology awards to the following persons and organizations outside the province:

(i) The dissemination of advanced scientific and technological knowledge and the development of talent in my province is particularly significant;

(ii) In cooperation with my province, the development of technology and the transformation of scientific and technological outcomes have resulted in significant economic, social benefits;

(iii) To promote scientific technical cooperation in my province, both outside and outside of the province, and to make a significant contribution.

Article 10 Provincial science and technology awards are divided into special awards, one such awards, two awards and three awards, in addition to technical cooperation awards.

Citizens who make special scientific discoveries or technological inventions can award such awards to citizens, organizations that have made a significant contribution to the completion of scientific and technological works, plans, projects and projects.

Major scientific and technological achievements awards were awarded to persons who had created enormous economic, social benefits or had achieved major breakthroughs in contemporary science and technology innovation. Major science and technology achievements awards are not more than two per year.

The provincial science and technology awards do not exceed 180 per year.

Chapter III Evaluation and award of provincial science and technology awards

Article 11. Provincial science and technology awards are evaluated every year.

Article 12 Candidates for provincial science and technology awards are recommended by the following organizations and individuals:

(i) Government of the urban population in the area;

(ii) The composition of the Ministry of the People's Government, its immediate body;

(iii) Higher schools, central colleges;

(iv) Other organizations, scientific and technical experts identified by the provincial science and technology administration.

The organizations provided for in Article 12 of this approach, when recommending provincial science and technology awards candidates, should organize the first instance of scientific and technical experts on the scientific and technical outcomes completed by candidates and make recommendations for the types of incentives, levels.

Article XIV recommends that candidates for provincial science and technology awards be recommended by the organization and the individual limit; when recommended, proposals should be completed in the harmonized format. It was recommended that people organizations should provide the first instance of scientific and technological results; the recommendation of individuals should provide an evaluation of scientific and technological outcomes.

Article 15. The professional (conductory) evaluation team concluded that science and technology outcomes were identified and recommended to the Evaluation Committee for the award and incentive levels.

The Evaluation Committee, based on the recommendations of the Panel of Professional (Objects), made awards and awards.

The provincial science and technology administration conducts a review of the resolutions of the Evaluation Committee, which is approved by the Government.

Article 16, the provincial science and technology administration should publish a public announcement on the occasion of the Anguar, prior to the approval of the Government of the Provincial People's Government, and seek the public's views on the award and its award projects. The public consultation period was 30 days. Any organization and individual dissenting the award and the award project may be submitted in writing to the provincial science and technology administration during the request period.

Article 17 provincial science and technology awards are awarded by the Provincial People's Government, with major science and technology achievements awards signed by provincial governors.

The amount of awards such as the provincial science and technology awards, i.e., two awards and three awards is provided by the provincial science and technology administration with the provincial financial sector.

The award for major scientific and technological achievements is provided by the Government of the province.

Article 19 provides for incentives for provincial science and technology awards.

Chapter IV Legal responsibility

Article 20 deducts, expropriates the scientific and technological gains of others or decepts of provincial science and technology awards by providing false data, materials, etc., with the approval of the Ministry's Government of Science and Technology.

Article 21 recommends that organizations or individuals provide false data, materials to assist others in decepting provincial science and technology awards, which are criticized by the provincial science and technology executive branch, in the event of serious circumstances, to remove their recommended qualifications, and to provide administrative disposal in accordance with the law to those responsible for direct responsibility.

The evaluation rules for provincial science and technology awards are provided by the provincial science and technology administration.
