Means of implementation of the Road Traffic Safety Act of the People's Republic of China (as amended in 2009)

(Act No. 69 of 18 August 2005 of the Order of the People's Government of the Grand MERCOSUR, No. 104 of 13 August 2009, Amendments to the Decision of the Government of the Greater Municipalities to amend regulations of 5 municipalities)

Chapter I General

Article 1 provides for the implementation of the People's Republic of China Road Traffic Safety Act and the National People's Republic of China Road Traffic Safety Act (hereinafter referred to as the Road Traffic Safety Act and its implementing regulations) and sets this approach in line with the practice of this city.

Article 2 Drivers, gentlemen, carmen, and units and individuals involved in road traffic activities in the administration of the city should be subject to road traffic safety laws and their regulations and methods.

Article 3. Transport management in the city and in the district (market) is responsible for the safe management of road traffic within this administrative area.

Sectors such as urban and district (market) transport, construction, urban construction, rural and urban planning, education, agriculture, business administration, quality, security production regulation, development reform, urban administration and administration of justice are responsible for road traffic safety in accordance with their respective responsibilities.

Article IV bodies, groups, businesses, business units and other organizations should establish a system of responsibility for road traffic safety, the safe education of persons belonging to them and the management of vehicles belonging to them.

Schools should incorporate road safety education into the rule of law education and incorporate students' compliance with road safety laws, regulations and regulations in an integrated assessment.

Relevant units, such as news, publication, radio, television, should strengthen the education on road safety for the public in society.

Chapter II Vehicles and drivers

Section I

Article 5 mobile vehicles of units and individuals shall be registered in accordance with the road safety law and its regulations and motor vehicle registration provisions.

The total controls in this city over the registration of motor vehicles, light motorcycles, with a specific number of registrations being determined by the transport management of the municipal public security authorities in accordance with the conditions of road facilities and the availability of mobile vehicles, should be made available to society every year.

Article 6

(ii) The motor vehicle number should be in line with the requirements of the motor vehicle technical standards;

Article 8

Article 9. Transport management of public security authorities shall not be registered for the transfer of mobile vehicles at the time of the release of the near-removable year, and no specific provisions for the transfer are developed and published by the transport management of the municipal public security authorities.

Article 10 vehicles dedicated to the transport of passenger vehicles, heavy cars, semi-leading cars and dangerous goods should be installed and used in accordance with national provisions, and the transport management of the public safety authority can check the information recorded in the vehicle.

The directory of vehicles should be installed and used to record, and the road transport management is informed by the public security authorities.

Article 11 is dedicated to the delivery of secondary and early-child buses, subject to the confirmation by the district-level executive authorities and the transport management of the public security authorities that a uniform marking is developed by the provincial public safety authorities' transport management and the education administration.

The former vehicle is to be operated by the road transport management body.

Section II

Article 12

The total number of PPN registrations is controlled by the city, with a specific number of decisions taken by the Transport Administration of the Public Security in accordance with the conditions of road facilities and motor vehicles, non-moile vehicle tenure, and the number and registration of annual registrations should be made available to society.

Section III

Article 15 Drivers should obtain motor vehicle drivers in accordance with road traffic safety laws and their regulations and national regulations.

Drivers should drive motor vehicles in accordance with the driver's certificate and carry a motor vehicle driver.

Article 16 is an effective period of 6 years for motor vehicle driver. Article 18

Article 22 requires units and individuals engaged in road transport operations, and in order to recognize the qualifications of the driver, access to a record of the motor vehicle driver in the transport management of the public security authorities for more than three years without significant traffic responsibility.

Chapter III Conditions for road traffic

In the case of large public buildings, civilian buildings and other major construction projects, the competent authorities should organize a road traffic impact evaluation involving public security authorities, the urban construction sector.

Article 24 provides for new construction, alteration, expansion of roads, and should be accompanied by the planning of transport signals, traffic mark lines, and other transport safety facilities, along with the design, parallel construction, inspection, and use.

Road traffic symbols, the establishment of the transport line should be in line with road traffic safety, accessibility requirements and national standards and maintain clarity, awakening, accuracy and integrity.

Article 25, in accordance with the planning of road parking parks in the city or without prejudice to the safety and accessibility of roads, the transport management of the public security authorities may determine the place of road parking within the road and set parking marks, mark lines. Article 27 units working on the road shall be constructed in the authorized period and within the period of time, and shall comply with the following provisions:

Article 28 motor vehicles and personnel operating on the road, such as maintenance, conservation, should operate in accordance with the time specified by the transport management of the public security authorities and comply with the following provisions:

(i) Vehicles should be equipped with technical standards, surface clean safety signs, equipped with operational symbols consistent with technical standards and used in accordance with regulations, and should not be reversed;

(ii) The vehicle shall be stopped in the area of operation or other permitted parking facilities determined by the construction programme and establish temporary marks as specified;

(iii) The operational personnel should be dressed in accordance with the provisions of the operation in line with the technical standards; in the course of cars, attention should be paid to avoiding the arrival of vehicles and adopting them directly.

When road conservation vehicles operate, their route is not restricted by road symbols, mark lines, and the vehicle and personnel should pay attention to avoiding them.

Chapter IV Road traffic provisions

Section I General provisions

Article 29 was passed on the right side by motor vehicles, non-mobil vehicles.

Section II

Vulnerable cars, three trucks, trailers and light motorcycles are all 30 kilometres per hour on any road.

Article 34, motor vehicles should be transported according to the following provisions:

(i) On the same direction, more than two mobile vehicles were constructed, large passenger vehicles, cargo vehicles, low-flight cars, three vehicles, motor vehicles, light motorcycles, trailers, rotary machines, rotary mechanics, and mobile vehicles on the most right side;

Article XVI Changes in motor vehicles shall not affect the normal movement of other vehicles, operators, and shall be subject to the following provisions:

Article 48

Article 49 shall be subject to the following provisions:

(iii) The driving of mobile chairs of persons with disabilities shall not be drinked and the driving of other non-motive vehicles shall not be intrusive;

(iv) Non-disputable persons with disabilities shall not be able to drive mobile chairs for persons with disabilities;

(v) The self- vehicle, the three mangroves shall not be added to the power plant;

Section IV

Article 55, non-modile vehicles, trailers, rotary mechanics, hiding passenger vehicles, buoys and other motor vehicles designed to be at the highest rate than 70 kilometres (excluding road conservation vehicles and conservants) may not enter the highway (containing urban rapid roadways and accompanying).

Article 8XVIII Drivers have one of the following cases, and the transport management of the public safety authority may detain motor vehicle drivers:

(iii) The motor vehicle reaches more than 50 per cent of the required time;
