Modalities for the protection of the natural heritage of the world, Xolentral

(Adopted by the 57th Standing Committee of the Government of the People of the Republic of 14 December 2009, No. 234 of 28 December 2009, to be published as from 1 March 2010)

Article 1, in order to strengthen the protection of the natural heritage of the Vonest World, should fulfil the obligations of local governments in the States parties to the Convention on the Protection of the World Cultural and Natural Heritage, to develop this approach in accordance with the relevant provisions of the State Department's Regulations on the Survival Zone, the Resistance of the Metropolitan Regions Regulations.

Article 2 protects, uses and administers the natural heritage of the Vilton.

The scope of the protection of the natural heritage of the Vilest World (hereinafter referred to as the scope of the preservation of the heritage) includes the three-day theatres of the natural heritage of the Vilest World, as confirmed by the United Nations Educational, Scientific and Cultural Organization (which includes the mountains of the Torone River, the holes of the holes (including the legacy of the river basin and the post-train-law buffer zone).

Article 3. The protection, use and management of the natural heritage of the Volental World should be consistent with sustainable development strategies, in line with the principles of scientific planning, harmonization, strict protection, and re-use.

Article IV protects and administers the natural heritage of the Vilest World, including the National Economic and Social Development Plan of the Government of the city's people, the Vilton and the Parti.

Article 5

(i) To guide and monitor the implementation of the plan for the management of natural heritage in the Vilest World and to organize regular assessments of the protection of the natural heritage resources of the Volonst World;

(ii) Guidance and supervision of the Vilest World Heritage Authority, which is in violation of the law;

(iii) Harmonization of the dispute over the management of the natural heritage of the Vonte World;

(iv) Legal provisions and other responsibilities under this approach.

The relevant sectors of the Government of the city are responsible for the protection of the natural heritage of the Vilest World in accordance with the division of duties.

Article 6 is established by the Government of the city's Government for the management of the natural heritage of the Vilestrian World (hereinafter referred to as the heritage management body), with the offices of the Vilton Lyu, in the context of the protection of the heritage, to carry out a unified management of the natural heritage of the Vonest World, with the following responsibilities:

(i) Organizing the implementation of the plan for the management of the natural heritage of the Vonte World and the development and implementation of the specific protection management system for the natural heritage of the Vilestrian World;

(ii) The protection, monitoring, investigation, assessment and registration of resources within the context of the protection of the natural heritage of the Vonomy World, and the organization of educational, scientific research, coup activities;

(iii) Enhance cooperation with other world natural heritage management bodies and international organizations to build an international network of national expert advice to promote the value of natural heritage resources in the Volental World;

(iv) Legal provisions and other responsibilities under this approach.

The protection of the world's natural heritage should be carried out in accordance with the responsibilities of the authorities of the people of the veterans, the Puntonal Family and the Autonomous Region.

Article 7. The relevant sectors of the Government of the city and the Government of the People's Government of the Vunton, the Puntland Home, may entrust administrative law enforcement functions within the scope of the protection of the heritage to the management of the heritage by law.

Article 8. Any unit and individual have the obligation to protect the natural heritage of the Volonst World and has the right to stop or report acts of destruction of the natural heritage of the Vonule.

The units and individuals that have made a significant contribution to the protection of the natural heritage of the Vulnerable World are recognized and rewarded by the municipalities, the people of the counties.

Article 9, 27 June, is the day of the protection of the natural heritage of the Vilestrian World.

Article 10, which has been recognized by the United Nations Educational, Scientific and Cultural Organization, is an important basis for the management of the natural heritage of the Vonte World.

The management planning for the protection of natural heritage in the Vilest World should be made public in accordance with the law and the rights of any unit and individual.

Article 11 There is a need for revision, organized by the heritage management body, which is approved by the Government of the city following a review by the authorities of the world's natural heritage, and, as required, by the United Nations Educational, Scientific and Cultural Organization.

Changes in the management of the natural heritage of the Vilest World should be widely consulted with the views of the public and expert; hearings should be held in connection with major public interests or with major public stakes in the context of inheritance protection.

Article 12 prohibits the following acts within the context of the protection of the heritage:

(i) Activities that destroy landscapes, vegetation and geomorphology, such as hilling, saving, mining and sand;

(ii) Production of bricks, chams and charcoal;

(iii) perimeter, filling a solvent hole and other activities that may undermine geological structures or ecosystems;

(iv) Damage to water, dumping of garbage and excess discharge of wastewater;

(v) Distinction, trafficking in wildlife protection;

(vi) burning of garbage, asphal, oil crusts, rubber, plastics, leathers and other substances that produce toxic harmful dust or heinous gases;

(vii) The collection or sale of property resources;

(viii) The introduction or use of external harmful species and wildlife;

(ix) Other damage to the resources of the natural heritage of the World's natural heritage.

Large events such as videotapes or conferences, lobbying, sports and culture, within the context of the protection of the heritage, should be accompanied by the consent of the authorities of the city's world's natural heritage, which are approved by the relevant authorities in accordance with the law and shall not undermine the resources of the heritage.

Article 13

(i) Construction of graves;

(ii) Construction of temporary (construction);

(iii) Construction of (constitutional) elements that are not relevant to the protection of the natural heritage of the Volent World;

(iv) The establishment of a garbage or solid waste storage facility and facilities.

In accordance with the protection needs of the world's natural heritage, the Government of the people at the district level of Article 14. Compensation should be provided in accordance with the law for the loss of ownership of property such as land, forest, and housing in special protected areas.

The former graves in the Special Protection Zone should be relocated or buried on a time-bound basis, in addition to the reservation made by the State to protect historical, artistic and scientific values.

Various types of construction activities should be strictly controlled in the context of inheritance protection.

The construction units, construction units and construction units should carry out environmental impact evaluation and geological disaster risk assessment in accordance with the law, develop eco-protection, pollution control and water conservation programmes to protect surroundings, water bodies, forest plantation, wildlife resources and geomorphology.

Construction works within the framework of inheritance protection must be in compliance with the provisions of the relevant legislation and the requirements for the management of natural heritage in the Vonest World, as approved by the law, and subject to the approval of the relevant approval procedure under the law.

Article 16 does not authorize the construction of temporary (construction) items in the context of the protection of the heritage. There is a need to build and, with the consent of the inheritance administration, to report back to the commune of the State's management of the world's natural heritage. The temporary construction (construction) period should not exceed two years, and the temporary (construction) owner should be removed from its own hands within 15 days of the expiration of the deadline. It would be necessary to continue after the expiry of the period, to apply for the extension of one year in accordance with the original approval process, but the extension period should not exceed one year.

The Government of the people at the district level of the world natural heritage site of Article 17 should strengthen the protection of the ecological environment in the context of the protection of the heritage:

(i) The creation of a directory of scarce and focused wild flora and fauna to protect wildlife environments;

(ii) Enhance forest vegetation protection, the preparation of forest pest forecasts and phytosanitary and forest fire prevention efforts;

(iii) The progressive promotion of environmental transport tools and environmental energy, such as electricity, gas and solar energy;

(iv) Sewerage, cigarettes should be discharged and garbage should be treated in a sound manner;

(v) Restrictions on the number of cruises, in accordance with the management plan for the protection of natural heritage in the Vilest World;

(vi) Explore mechanisms for ecological compensation.

Article 18 shall establish dynamic management files for ecosystems such as water, vegetation, human landscape and wildlife.

Article 19 units and individuals conduct scientific studies in the context of the protection of heritage, with the consent of the inheritance management body.

The collection of wild flora and fauna is likely to have an impact on ecological and landscapes, and the relevant sectors should seek the views of experts and inheritance management bodies before the approval of the law.

Article 20 should establish a robust safety and security system, enhance security management and guarantee access to safety.

Article 21, the legacy management body should strengthen the resource value studies, resource displays and the promotion of the natural heritage of the Vonest World.

Article 2 governs the right to be dedicated to the name of the World's natural heritage and its related markings. No unit or individual may be used without the consent of the inheritance administration.

Article 23 engages in various types of operations within the context of the protection of the heritage, and its scope of operation should be in line with the planning for the management of natural heritage in the Vonest World, with the consent of the heritage management body, in accordance with the law and in the light of the designated location.

Article 24 of the Government of the city's world natural heritage authorities should strengthen the guidance and supervision of the heritage management bodies and conduct an annual review and assessment of the implementation and resource protection of the world's natural heritage management planning.

Article 25

The income from the natural heritage area of the Vroneousal World is not taxed by the Government, with the introduction of income and expenditure management, and no unit or individual may be diverted.

Article 26 Heritage management should take effective preventive measures to enhance monitoring and prevention of natural disasters in the context of inheritance protection.

In the event of a major disaster on the natural heritage of the Vilest World, the legacy management body should take the necessary remedial measures to report to the authorities of the State of the city on a timely basis to the authorities of the world's natural heritage to inform the United Nations Committee on the World Heritage, in accordance with the procedures, of seeking assistance in the areas of finance, technology.

Significant decision-making matters in the exercise of the duties of the inheritance administration should be sought from the relevant departments of the Government of the People's Government of the Vilton, the Parti.

The management of the heritage shall not engage in activities aimed at profiting, nor shall the functions such as protection, management and oversight be entrusted to the enterprise or individuals.

The staff of the inheritance management bodies shall not be part of the enterprise in the context of the protection of the heritage.

Article 28 of the State Department's Regulations on the Surfacecy, the Ordinance on the Rejuvenation of the Metropolitan Regions and other relevant legal provisions have been penalized for violations of the provisions of this approach.

In violation of this approach, one of the following acts is sanctioned by the management of the world's natural heritage landscape, in accordance with the following provisions:

(i) In violation of article 12, paragraph 1 (ii), an end to the offence and a fine of up to $300,000;

(ii) In violation of article 12, paragraph 1 (vii), a fine of up to 100,000 dollars; in exceptional circumstances, a fine of up to 300,000 dollars;

(iii) In violation of article 12, paragraph 1 (viii), a fine of up to 5,000 yen and the introduction or use of foreign harmful species and unsanitary wildlife wildlife, which is punishable by law;

(iv) In violation of article 13, subparagraph (iii), to put an end to the offence and to dismantle the deadline, with a fine of up to 300,000 dollars;

(v) In violation of article 19, paragraph 1, and article 23, an order to put an end to the offence and a fine of more than 5,000 dollars.

Article 29, in violation of articles 13 (ii) and 16 of this approach, was stopped by the authorities of the State of the city's world's natural heritage, with the deadline for dismantling.

The decision to dismantle the period of imprisonment may be inconsistent with the application of administrative review or administrative proceedings pursuant to the law; the failure to prosecute and dispose of their own demolitions is forced to be dismantled by the Government of the State of the territory where the offence is established and the costs are borne by the offender.

Article 33 World natural heritage authorities, inheritance management bodies and relevant departments violate the provisions of this approach, which are not carried out in accordance with the law and are redirected by their superior organs or by the inspection body; in the event of serious gravity, the competent person directly responsible is treated in accordance with the law. Its staff have been subjected to negligence, abuse of authority, provocative fraud, by law by the competent authority, and criminal responsibility is transferred to the judiciary.
