Modalities for the management of solar water systems in Southern Province

(Summit No. 44th ordinary meeting of the Fifth People's Government of North and South Province, 11 January 2010, considered the adoption of the Decree No. 227 of 21 January 2010 for the People's Government of the South Province, effective 1 March 2010)

In order to expedite the extension of applications by solar photovoltaic systems and to promote emission reductions, in accordance with the relevant legal regulations, this approach is developed in conjunction with my province.

The solar thermal water system, as described in the present approach, means transforming solar energy into heat-based devices, including solar heating systems and heat water supply systems.

Article 3

(i) The residential buildings at the following 12 levels (including 12 levels);

(ii) Public buildings such as collective accommodation, hospitals, hotels, hotels and public bathymetry.

Civil buildings that have been approved for the use of temperature hot spots may not be used for solar thermal water systems.

Article IV encourages the installation of solar hydrothermal systems for construction and rural residential buildings outside the scope of Article 3.

Article 5 encourages the broad use of other applications of solar energy in various construction areas.

More than 6 people at the district level should strengthen the leadership of solar water system construction applications, establish coordination mechanisms and promote the building scale application of solar thermal water systems.

The provincial and municipal, district, self-government district housing and rural and urban construction authorities are responsible for overseeing the management of solar thermal water system construction applications in this administrative area.

The relevant sectors such as development reform, finance, industrial information, science and technology, the environment of the country's land, and tax are governed by their respective responsibilities by the relevant management of solar thermal water system construction applications.

Article 7. The provincial housing and urban-rural construction authorities should prepare a system of technical standards for solar construction applications adapted to the conditions of the south of the sea, develop testing, technical determination and market access methods for building applications, and publish, on a regular basis, the solar heating system technology, processes, equipment, materials and products that meet national standards.

Article 8 Governments and their relevant sectors should be integrated in planning and rationally, take preferential policy measures to promote and attract the production and development of solar series technical products in my province.

Article 9. The energy of the solar thermal water system is accounted for in total construction.

Article 10 Governments of provinces and municipalities, districts and autonomous districts should arrange funding to support the direction of solar thermal water systems construction applications and industrial development.

Under different construction categories, the financial support fund is 30 per cent of the increase in solar heating systems. The use of specific grants is managed by the provincial financial authorities with provincial housing and rural-urban construction authorities.

Article 11 new construction, alteration and expansion of civilian construction projects requires the installation of solar hydrothermal systems in accordance with national and current provincial norms, which can increase the project's area of construction indicators and the increase in the number of construction areas. Access to projects that increase construction area support will no longer benefit from financial funds. Specific management approaches are developed by provincial housing and rural and urban construction authorities.

Article 12. Solar thermal water systems construction applications are integrated into basic construction processes in civilian construction works and are designed, synchronized with civilian construction works, synchronized inspection and synchronized delivery.

Article 13 Planning authorities should incorporate the application of solar hydrothermal systems and their application into the scope of the programme review of civilian construction planning.

Article 14. The design units should synchronize the solar thermal water system as part of the building, in accordance with the relevant design standards of the State and my province, with the construction subject.

Article 15. The construction map design document review body shall review the construction map in accordance with the design criteria related to the solar thermal water system and shall be included in the construction section.

The construction map design document review body is not subject to a construction map review through the construction map review and the housing and rural and urban construction authorities are not subject to construction permits.

Article 16 shall not expressly or imply the design, construction of units that violate the mandatory standards of the solar thermal water system, nor shall it imply that the construction units use solar thermal water systems that are not in compliance with the requirements of the construction map design document.

In accordance with the contract agreement to procure solar thermal water systems equipment by construction units, construction units should ensure that they meet the requirements of the construction map design document.

Article 17 The construction unit shall conduct a test of the solar thermal water system entering the construction site, in accordance with the review of the competent construction map design document, and shall not be installed for the purposes of the construction map design document.

Article 18

The construction units have found that the construction units are not constructed in accordance with the mandatory standards of the solar thermal water system and should be required to change the construction units; the construction units have refused to change, and the construction units should report the construction units and report to the relevant authorities.

The PAE should carry out the management of the solar thermal water system, as required by the Code of Engineers, in the form of side stations, trajectorys and parallel tests.

Article 20

Article 2

The rehabilitation plan should include basic elements such as the quarterly, annual renovation of the total building area, the number and single size of the project, the type of construction, the use of the hydro applications, the total heat metrics and unit project heat metrics, the renovation costs, the rehabilitation of time and the selection of technical programmes.

Article 23 governs the management of solar thermal water systems construction applications through a quarterly and annual reporting system. The municipal, district, autonomous district housing and rural-urban construction authorities should report to provincial housing and urban-rural construction authorities in every quarter of the current administrative area on new construction and the application of the civilian building solar water system, and the provincial housing and urban-rural construction authorities are summarily analysed.

Article 24 provides for the establishment of solar hydrothermal systems in existing civilian buildings, and construction units or industry management enterprises shall be entrusted with the design of solar thermal water systems installation programmes by the original engineering design units or the qualified design units, as well as the construction map review body for construction map review; and no use and implementation shall be carried out without a review of the design of qualified systems.

Article 25 Construction units violate the provisions of this approach, with the following:

(i) Express or implied that design units, construction units are not designed and constructed in accordance with the mandatory standards of solar thermal water systems;

(ii) Express or implied that construction units use solar hydrothermal systems that do not meet quality requirements;

(iii) Provide construction units with equipment that are not required for solar heating systems;

(iv) The successful inspection of qualified reports for construction projects that do not meet the mandatory standards of solar heating systems.

Article 26 Design units are not designed in accordance with the mandatory standards of the solar thermal water system or using technologies, processes, materials and equipment that are included in the ban on the use of catalogues, which are being converted by urban, district, autonomous district housing and urban and rural-urban construction authorities; and are less than 20,000 dollars in excess of one million dollars.

Article 27 does not carry out construction or installation of solar thermal water systems equipment in accordance with the review of qualified construction map design documents, which is being converted by the responsibilities of municipal, district, autonomous district housing and urban and rural-urban construction authorities;

Article 28 does not apply to the construction of the solar water system in accordance with the criteria for the application of the solar thermal water system, which is being converted by the municipal, district, self-government district housing and urban-rural construction authorities, and is fined by over 2,000 yen.

Article 29 develops enterprise information on indicators such as solar heating systems, specifications, standards, use methods, maintenance and post-shipment management that are not explicitly sold to the owner, or are incompatible with the actual situation of the solar water system for the sale of the commodity property sold to the purchaser, which is being responsibly modified by the urban, district, autonomous district housing and urban-rural construction authorities.

Article 31 Staff of State organs play a role in the management of solar thermal water systems, abuse of authority, provocative fraud, corruption and bribery, and are subject to administrative disposition by an exemption authority or inspection body, which constitutes a crime and criminal responsibility by the judiciary.

The specific application of this approach is explained by the provincial housing and rural-urban construction authorities.
