Chapter I General

In order to strengthen and regulate the management of communes, to achieve the basic functions of the commune, to provide safe, effective, user-friendly and affordable public health services and basic medical services to rural residents, and to develop this approach in line with the relevant provisions of the State.

Article 2

The commune is divided into the General Health and the Centre's Health in line with functionality, size.

Article 3. The Government of the people at the district level should incorporate the construction and development of the town's sanitary compound into national economic and social development planning, ensure financial inputs for the construction of the town's commune and promote public health services in rural and urban areas.

The Government of the population at the district level should approve and guarantee, in accordance with the State's provisions, funding for the acquisition of equipment, funds for personnel and operational requirements for public health services.

The commune government should support the building of the town's health facility to help the town's commune work.

Article 4

The Government of the people at the district level should establish a system for medical education, scientific research, medical institutions to support the town's communes, select the core of the medical operation to rotate into the town's communes for a period of time, regular medical experts are organized to carry out the medical care of the town's commune, and to organize medical equipment support to the commune.

Article 7 encourages State agencies, social groups, business units, other organizations and individuals to contribute to rural health services in the town's communes, such as funds, materials, technology.

Chapter II Public health services

(iv) Prevention of infectious diseases, local diseases, pest diseases and chronic non-communicable diseases;

Article 10

(i) The management of maternal and child systems;

(ii) Conducting women's morbidity censuses and common vector control for women and children;

(iii) Providing guidance and services on family planning techniques;

(iv) Management and issuance of the certificate of birth medical care;

(v) Women and children's health services and basic information management.

Article 11. The commune should be able to register, report and take timely measures to prevent and control the expansion, spread of sudden public health incidents, such as communicable diseases within the jurisdiction, poisoning of food and drug hazards.

Chapter III Basic medical services

Article 12 Governments and health administrations should take integrated measures such as capacity-building for services, the reduction of fees, the improvement of the rates of medical reimbursement for new rural cooperation, and the facilitation of the medical treatment of the population at the town health facility.

Article 13 communes should be equipped with medical work such as common illnesses and multiple illnesses, emergency saving, referral of patients at risk, disaster risk.

The commune can serve as a new type of rural cooperative medical and urban basic health-care institution.

Article 14. The commune of the town's health should prohibit the use of ultra-patient treatment and the operation of the medical treatment in accordance with the approved medical treatment subject. Comprehensive quality management, prevention of medical error and medical accidents and ensuring medical safety.

Article 15. The commune of the town's health should be established to provide medical, preventive, health and rehabilitation services. Conditional communes offer medical care or other national medicine services.

The Centre's health schools should open specialized medical or national medical services.

Article 16 should implement national basic drug systems. Medicines are subject to open tender procurement, uniformed distribution, ensuring the quality of medicines and the safety of medicines.

The commune should establish a normative pharmacies, and the storage of medicines should take the necessary measures to protect such as refrigeration, slander, fire and rat. The use of obsolete, invalid and prohibited drugs is prohibited.

The acquisition, use and management of medical equipment should be subject to the relevant national provisions.

Article 17 communes should strictly implement the drug segregation system and adhere to the non-sterilization path. The treatment of medical wastes and the treatment of sewerage are regulated in accordance with the provisions to prevent cross-border infection and environmental pollution.

The commune of communes should publish the prices approved by the health services project and the price sector, make it clear place and impose a minimum mark price.

Article 19 communes should implement the relevant provisions of the new rural cooperation medical, urban basic health insurance system, regulate medical services, reasonable inspection, reasonable medicines and control medical costs.

Chapter IV

Article 20 Government of the population at the district level should determine the establishment of the town's commune in accordance with regional population distribution, economic development, culture and transport, and each town has a commune. The commune of the former town commune was approved.

The name of the commune is composed of the communes (communes, districts) at the communes of the communes of the communes (at the centre).

Medical institutions organized by the social forces shall not use the name of the town's health facility.

Article 25 The district-level health agency assumes operational technical guidance for communes, village health cells (see).

The commune should establish an internal business learning training system to encourage and support the participation of health technicians in education and continuing education.

Article 26 Governments of the population at the district level may formulate special policies to introduce health-care professionals to the communes of the town, and encourage higher school graduates to work in the commune.

Article 27 communes are responsible for operational management and technical guidance for village health rooms (soft) and rural doctors.

Article 28 should establish a health information statistical reporting system to ensure timely, accurate and safe information, in accordance with the provisions of statistics, reports.

Chapter V

In accordance with national standards, more than twenty-ninth people at the district level should arrange investment projects and funds for the construction of new construction, alteration, expansion of the commune infrastructure.

More than the people at the district level should take measures to build the commune health technic in the town.

The Government of the people at the district level should provide assistance for the acquisition of medical equipment at the commune health facility, with basic medical equipment tailored to its service function and the scope of the operation.

Article 31 should establish a sound asset management system. Any unit or person shall not take possession, misappropriation, seizure or private commune assets.

Article 32 communes should establish a sound financial management system that strictly implements the relevant financial management provisions of the national and autonomous areas.
