The three-fold vehicle management provisions in the city of Lasa

(Adopted by Decree No. 24 of 5 November 2009 by the Government of the Republic of Lasa, on 1 January 2010)

Article 1 regulates the operation of the three buses in this city, preserves the transport order and establishes this provision in line with the People's Republic of China Road Traffic Safety Act and its regulations.

Article 2 units and individuals involved in the operation of the three-way vehicles within the city's administration should be respected.

Article 3 states that the three manifold vehicles referred to in this Article include three passenger vehicles, three man cargo trucks.

Article IV. The municipal public safety transport administrative authorities are the executive authority for the three-fold buses in the city, responsible for the registration of three human trucks and the management of the transport order of the three-fold vehicles.

The municipal transport administrative authorities are responsible for the management of three human vehicles within their responsibilities.

In line with their respective responsibilities, the sectors such as the city's business, tax, value, urban management integrated law enforcement, are working in the management of the three manpower vehicles.

Article 5 provides a model for the management of socialized companies through three manpower vehicles. The three-fold vehicle service company was designated by the Government of the city, with a three-dimensional passenger, cargo transport industry day-to-day management and is subject to operational guidance and supervision by the municipal public safety transport administrative authorities.

Article 6

Article 7. The personnel of the three rounds of vehicle operation must be brought to the public safety and security management in the city to deal with the Licence Certificate, the non-motive vehicle route;

Three rounds of vehicles engaged in freight must be delivered to the municipal transport sector.

The three human vehicles do not have the Business Licatory, the non-motive vehicle route or the Business Carters Code, and operate without operation.

Article 8

Article 9 practitioners of the three rounds should comply with the following provisions:

(i) Three human vehicles must be installed in a uniformed brand and accompanied by the Licence Certificate, the non-motive vehicle route pass, the operating certificate;

(ii) Three shipment vehicles shall not be engaged in passenger transport operations;

(iii) Observance of the operational order, civilization services, clothing integration, and the integrity of the vehicle;

(iv) No disruption in the delivery of business;

(v) Respect the rules of transport and safety;

(vi) Pursuant to consultation pricing fees;

(vii) No vehicles shall be converted to their colours from their personal conversions, paints that may not be altered, forged, transferred to various documents and symbols;

(viii) An annual inspection of the evidence department is required.

Article 10. The three manifold vehicles operated are uniformed by the three-fold vehicle service company, which must be in line with technical safety requirements.

The management of the three rounds of vehicles provides for the development and implementation of the three-fold vehicle service companies. The HLC's fees project should be implemented in accordance with the criteria approved by the price sector.

Article 11. In violation of article 7, paragraph 3, article 9, subparagraph (viii), of this provision, is temporarily deducted by the Municipal Public Security Transport Administration or the municipal transport sector, which is responsible for the conversion of the deadline and fines of up to 1000 dollars.

In violation of this provision, three human truck practitioners are punished by the municipal public safety management in accordance with the People's Republic of China Road Traffic Safety Act and its regulations.

The three human bus practitioners are privately renovated and released by the city's public safety transport management for a period of time and fine of up to 1000 dollars;

Article 13, three man-port vehicles operated in passenger transport operations, were converted by the municipal transport management order period; in serious circumstances, by fines of over 200 million.

Article 14 violates article 9, subparagraph (c), (iv), and is penalized by the Integrated Law Enforcement Department of Urban Management in accordance with the provisions of the Rules for the Implementation of Integrated Urban Management in Lasa.

Article 15, in violation of this provision, is transferred, modified, forged and coerced by the municipal public security sector.

Article 16 impedes and impedes the enforcement of official duties by administrative law enforcement officials, which is sanctioned by the public security sector in accordance with the Law on the Safety and Security of the People's Republic of China; and the transfer of the judiciary with suspected crimes.

Article 17 concerns abuses by administrative law enforcement officials, provocative fraud, malfunctioning, administrative disposition by their units or superior administrative organs, and the transfer of criminal suspects to the judiciary.
