Safety responsibilities for road traffic in the SAutonomous Region

(The 43rd ordinary meeting of the Eleventh People's Government of the Great Britain and Northern Ireland, 26 October 2009, considered the adoption of the Decree No. 54 of 22 December 2009 of the People's Government Order No. 54 of 22 December 2009, which came into force on 1 February 2010)

Article 1, in order to enhance road traffic safety management, prevent and reduce road traffic accidents, establishes this provision in line with the relevant laws, regulations and regulations.

Article 2 organs, groups, business units and other organizations (hereinafter referred to as responsible units) within the administrative region of this self-government shall be subject to the responsibility for road traffic safety in accordance with this provision.

Article 3. The responsibility for road traffic safety rests with the principle of territorial management, divisional responsibility and who is responsible.

Article 4 The Government's transport management is responsible for road safety.

Article 5

(i) Guidance, coordination and implementation of the responsibility for road traffic safety;

(ii) To inform road traffic safety and to implement road traffic safety prevention measures by the supervisory units;

(iii) Organizing road traffic safety awareness campaigns.

Article 6. Departments such as safe production supervision, transportation, construction, education and the agricultural machinery safety monitoring authority are divided into responsibilities, in line with the responsibility of the public safety authorities' transport management to manage road traffic safety responsibilities.

Article 7.

(i) Learning awareness education for road traffic safety regulations in this unit, in particular by strengthening transport safety education for persons who have attained a motor vehicle driving certificate of up to three years;

(ii) A responsible body for the implementation of road safety management in this unit or a dedicated and functional road traffic safety manager;

(iii) Organization of the responsibility for road safety in this unit;

(iv) The use, maintenance, maintenance, inspection and maintenance of vehicle safety technologies in this unit;

(v) The organization of a motor vehicle for this unit, which meets the time limit for the mandatory reporting period, and the timely processing of void and write-off procedures;

(vi) Timely knowledge of the situation of motor vehicle drivers of this unit, and there is no risk that the driver is not suitable.

Article 8

(i) The driver used should have the corresponding qualifications and conclude a letter of responsibility for road traffic safety;

(ii) The driver has the same responsibility for a major traffic accident and no passenger transport vehicle shall be arranged within three years of the date of the accident;

(iii) A cumulative score of 12 per cent of the driver within a score cycle and no one year shall arrange its driving road transport vehicles;

(iv) Regular inspection and analysis of the performance information documented by the vehicle's trance and implementation of preventive measures;

(v) Regular training of drivers in transport safety education and safety technologies.

Article 9. Secondary schools and kindergartens should conduct regular transport safety education. Secondary schools, kindergarten purchases or rents of mobile vehicles are dedicated to the delivery of secondary school students and young children, and they should be made available to the transport management of the public security authorities in a timely manner. The delivery of secondary school students and young children must be more than five and safely technically tailored to national standards, and should be uniformed.

The trainer should have a security driving experience over three years, with no record of 12 minutes in a three-year cycle and a traffic liability accident for loss or injury.

Article 10. Safety of road traffic is subject to targeted management. More than the people at the district level and the Government of the people at the highest level, the responsible units signed annual road traffic safety letters with the local public security authorities' transport authorities.

The implementation of the road safety responsibility system is integrated into the annual security production management and social security integrated governance inspections, receipts, appraisals.

Article 11. The Government of the people at the district level should strengthen the awareness education of the responsibility for road traffic safety, the relevant units, such as press, publication, radio, television, etc., should be informed of the responsibility for road traffic safety and free distribution of road traffic safety information.

Article 12. The Government of the people at the district level and the transport management of the public security authorities shall organize, in accordance with the road traffic safety situation in the present administrative region, the security of road traffic and the enforcement of the responsibility for road traffic safety.

Article 13 Traffic management in public security authorities should establish a road safety notification system. It should be communicated in a timely manner if the responsible unit driver is responsible for a road traffic accident involving a motor vehicle of the unit or has a cumulative score of 12 sub-cycles. The responsibilities for multiple accidents should also be accompanied by a proposal for change.

Article 14.

The responsible unit is not in compliance with this provision, and the transport management of the public safety authority should be responsible for the responsibility of the period of time to be changed; the failure to change or reflexibly lead to the death of the traffic accident and to have the same responsibilities, and the responsibility of the responsible unit and the direct responsible person is prosecuted by law.
