Dissemination and dissemination of meteorological disaster warning signals in Southern Province

(Act No. 128 of 22 December 2009, People's Government Order No. 128 of 22 December 2009, which came into force on 1 February 2010)

Article 1 promotes and disseminates meteorological disaster early warning signals (hereinafter referred to as early warning signals), improves the efficiency of the use of meteorological disaster early warning information, effective defence and mitigation of weather disasters, protects the security of national and people's property, and develops this approach in line with the People's Republic of China Meteorological Act, the Southern Province Meteorological Disaster Defence Regulations and national provisions.

Article 2 publishes and disseminates early warning signals within the administrative regions of the province and should be in compliance with this approach.

Article 3 of this approach refers to early warning signals made by a competent meteorological station for effective defence and mitigation of meteorology.

Early warning signals are divided into storms, storms, droughts, electricity, ices, cholera, cholera, storms, low temperatures, denunciation, typhoons, road ices, dry ventilation and sands. Early warning signals are composed of names, maps, standards and defence guidance (see annex).

When multiple meteorological disasters occur at the same time or are forecasting, a number of early warning signals can be issued in accordance with relatively appropriate standards.

Article IV. The level of early warning signals is based on the level of hazards, urgency and development patterns that may result from meteorious disasters, which are generally divided into four levels: IV (General), III (gross), II (serious), I (specially serious), subsidiaries, diagrams and reds, while in English.

Article 5 Governments at all levels should develop appropriate defence response scenarios based on early warning signals and local practice.

Relevant sectors such as agriculture, water, housing and rural and urban construction, transport, communications, land-use resources, industrial and informationization, safe production regulation, human resources and social security, education, health, public safety, tourism, electricity, etc. should develop and organize, in the light of the guidance on early warning signal defence in the annex to this approach, the implementation of meteorological disaster defence measures, or the reduction of casualty and economic losses caused by meteorological disasters.

Article 6. Governments at all levels should strengthen their leadership in the publication and dissemination of early warning signals, establish a coordination mechanism for the publication and dissemination of sound early warning signals and a platform for the sharing of information on meteorological disasters.

Meteorological authorities at all levels are responsible for the issuance, release and dissemination of early warning signals in the current administration, the development of early warning signal production, the issuance of business processes and the presentation of the top-level meteorological authorities.

Relevant sectors such as radio movie TV, communications, housing and urban-rural construction, transport and tourism should work with the same-level meteorological authorities to establish a mechanism for the timely dissemination of early warning signals and to develop specific ways to disseminate early warning signals and to ensure the safe and timely transmission of early warning signals.

Article 7. Governments at all levels should strengthen infrastructure such as meteorological disaster monitoring early warning and early warning signal production, issuance and dissemination.

Any organization or person shall not intrus, destroy or unauthorized mobile early warning signal transmission facilities.

Relevant sectors, such as meteorological authorities, should be educated about early warning signals, promote meteorological disaster risk reduction knowledge, increase public awareness of disaster risk reduction and increase public resilience.

Article 9. Meteorological stations affiliated to meteorological authorities at all levels are responsible for issuing early warning signals in the area of responsibility for this forecast service. No other organization or individual may issue early warning signals to the public of society.

The publication of early warning signals includes the issuance of units, the publication of time, the types of meteorological disasters, the level of early warning signals, the occurrence of time, the impact of regional and defence signals.

Article 10 meteorological stations owned by meteorological authorities at all levels should take full advantage of means such as radio, television, fixed networks, mobile networks, the Internet, electronic demonstration devices, and disseminate early warning signals to society in a timely manner, and update or release early warning signals in accordance with weather changes, while reporting to the same-level people and senior-level meteorological authorities and informing the relevant sectors.

Article 11. Media and telecommunications operators, such as radio, television, networks, shall initiate the dissemination of this early warning signal information within 15 minutes after receipt of real-time warning signals from meteorological stations affiliated to meteorological authorities and indicate the name of the time and meteorological stations.

In the dissemination of early warning signals, the content and key terms of early warning information cannot be altered without the consent of the meteorological station; and no meteorological information that is broadcast in other media can be transmitted.

The Government of the people at all levels and its relevant sectors should, in the light of the need for the defence of meteorology sites, initiate, in a timely manner, the corresponding emergency scenarios or take appropriate and effective measures, in accordance with their responsibilities, for the defence of meteorology and avoid or mitigate meteorological disasters.

The management units of mass-intensive public places such as schools, hospitals, chambers, commercial sites, enterprises, mines, urban squares, airports, ports, vehicle stations, highway, tourist sites should use electronic demonstrating devices or other facilities to disseminate early warning signals and take effective measures to prevent them.

Article 14. Meteorological staff play a role, leading to a significant error in the issuance of early warning signals, administrative disposal of the direct responsibilities and the relevant holder, and criminal accountability under the law.

Article 15, in violation of article 11 of this approach, provides that the content and key terms of early warning information are automatically altered in the dissemination of early warning signals, which are corrected by the appropriate meteorological authorities, which may be fined by more than 5,000 dollars, in the light of the circumstances; and in the light of the gravity of the circumstances, the fines of up to €50 million can be added.

Article 16 is implemented effective 1 February 2010. The Modalities for the publication of the Problem Early Warning signals in Southern Province of the River, published on 4 July 2005, were also repealed.

Annex

I. Rainal early warning signals
