Article 1 promotes economic and social development, in line with the National Science and Technology Approval Regulations, in order to regulate the establishment and implementation of scientific and technological awards in the province, to mobilize the active and creative nature of scientific and technological workers, to enhance the capacity of science and technology innovation, to promote scientific and technological progress and to develop this approach in the light of the National Science and Technology Awards.

Article 2

(i) The award for scientific and technological contributions in the province of Yunnan;

(ii) The natural science award in the province of Yunnan;

(iii) Technical invention awards in Yunnan;

(iv) Science and technology advancement awards in Yunnan;

(v) Science technical cooperation awards in Yunnan.

The award of excellence in science and technology in the provinces of Yunnan, the Science Technical Cooperation Award in Yunnan, the Natural Science Prize in the Province of Yangannan, the Technical Inventation Award in Yumnan, the Award for Science and Technology Progress in the Province of Yunnan, the three levels, such as awards, II, three awards, etc., citizens who make special scientific discoveries or technological inventions, and citizens, organizations that have made a significant contribution to the completion of scientific and technical works, planned projects, etc., can be granted special awards.

Article 3 provides an annual evaluation of the Science and Technology Award in Yunnan.

The outstanding science and technology contribution awards in the province of Yunnan do not exceed one year. The natural science awards in the province of Yunnan, the Technical Inventation Award in the province of Yunnan, and the Science and Technology Progress Award in the Province of Yunnan, do not exceed 200 per year. There are no more than four awards; one such award does not exceed 20; and two awards do not exceed 40. The Science Technical Cooperation Award in Yangan Province does not exceed 3 per year. The amount of actual incentive projects for each type and hierarchy is determined on the basis of the actual circumstances of each year's evaluation.

Article IV provides scientific and technical incentives in the province of Yunnan to adhere to the principles of respect for labour, respect for knowledge, respect for talent and respect for the creative approach.

Article V. Yangan Science and Technology Awards are used to reward citizens and organizations that make a significant contribution to scientific and technological progress and innovation within the province's administration. Emphasis was given to citizens and organizations that had an autonomous intellectual property and had achieved scientific and technological outcomes that were significant economic, social and ecological benefits.

Article 6 Advantages in science and technology in the province of Yunnan are awarded to the following scientific and technical workers:

(i) A major breakthrough in science and technology, or a major building block in science and technology development, has made an outstanding contribution to promoting scientific and technological progress in the province;

(ii) Create significant economic benefits or social benefits in science and technology innovation, the transformation of scientific and technological outcomes and the industrialization of high-technical technologies.

Article 7. The natural science awards in Yunnan have been granted to citizens who have been found in important sciences in terms of natural phenomena, characteristics and regulations in basic research and application.

The key sciences referred to in the previous paragraph found that the following conditions should be met:

(i) The former has not been found or has not been clarified;

(ii) Significant scientific values;

(iii) The natural scientific community, both domestic and foreign, is recognized.

Article 8. The Nangan Technical Inventation Award grants citizens who use scientific and technological knowledge to invent important technologies such as products, processes, materials and systems.

The main technology invention referred to in the previous paragraph should have the following conditions:

(i) The former has not been invented or has not been made public;

(ii) Be advanced and creative;

(iii) autonomous intellectual property;

(iv) Create tangible economic benefits or social benefits after implementation.

Article 9. The Science and Technology Progress Award in the Province of Yunnan grants the following citizens and organizations that have made important contributions in the application of the promotion of advanced scientific and technological outcomes and the completion of important scientific and technological works, plans, projects and projects:

(i) In the implementation of technology development, technological transformation and technology diffusion projects, the completion of the use of important scientific and technological innovation, science and technology entrepreneurship, science and technology outcomes has a significant impact on industrial, industrial science and technology progress and the achievement of significant economic, social and ecological benefits;

(ii) Access to important scientific and technological innovations in the implementation of major engineering projects, ensuring that the works reach the national mark or the level of domestic advanced levels;

(iii) In the implementation of social good projects, an important contribution to science and technology basic work and socio-public science and technology in order to create tangible social benefits;

(iv) A significant increase in the level of science-policy and management in the implementation of important scientific projects;

(v) In the implementation of the Psychia project, the improvement of the scientific well-being of citizens has played an important role in creating tangible social and economic benefits.

Article 10. The Science Technical Cooperation Award in the Province of Yunnan grants to foreigners or foreign organizations that make the following important contributions to the scientific and technological cause of the province:

(i) Cooperate with citizens or organizations within the province's administration in researching, developing and achieving significant scientific and technological results;

(ii) The transfer of advanced science and technology to citizens or organizations within the province's administration is significant;

(iii) Transformation and diffusion of scientific and technological results with our citizens or organizations within the province's executive region, with significant economic, social and ecological benefits.

Article 11. The provincial science and technology administration is responsible for the organization and management of the evaluation of the science and technology awards in Yunnan.

The Provincial Science and Technology Promotion Office is responsible for specific work on the evaluation of science and technology awards in Yunnan.

Article 12. The Government of the Provincial People's Government has established the Provincial Committee on Science and Technology Awards, which is responsible for the finalization of the Syungi Prize.

The Provincial Committee on Science and Technology Awards consists of prominent experts, scholars and relevant executive bodies in the province, consisting of 15 to 18 members. Of these, one member of the Director, one to two members of the Deputy Director, one Secretary-General and 12 to 14 other members.

The composition of the provincial science and technology incentive committees is presented by the provincial science and technology administration, which is approved by the Government of the province.

The composition of the provincial science and technology incentive committees is employed for a three-year term.

In practice, the Provincial Committee on Science and Technology Awards engages experts, scholars to form a number of professional evaluation committees, which are responsible for the professional evaluation of science and technology awards in Yunnan.

Article 14.

The provincial science and technology administration shall, at the start of the annual evaluation exercise, communicate a notice to the units and individuals entitled to recommend the Yunnan Science and Technology Awards for evaluation of the organization of work and specific recommendations.

The following units and individuals have the right to recommend candidates for science and technology awards in the province of Yunnan and the candidate projects:

(i) The Government of the State (market);

(ii) The Ministry of the People's Government concerned the constituent sectors, the immediate institutions;

(iii) Central presence units;

(iv) Provincial industry associations;

(v) stationary forces;

(vi) Enterprise units and groups with recommended conditions determined by the provincial science and technology administration;

(vii) The award of the highest national science and technology awards, the award of excellence in science and technology in Yunnan, the Chinese Academy of Sciences, and the Chinese Engineering House.

The recommended units and individuals set out in the previous paragraph should, in accordance with the findings of the expert's evaluation of scientific and technological outcomes, make recommendations on the types and levels of incentives and submit proposals and other recommended materials in the harmonized format. A science and technology outcome can only be recommended for a type of incentives.

Article 16 contains scientific and technological results in one of the following cases:

(i) A complete unit of intellectual property and scientific and technological outcomes or the completion of the contentious;

(ii) Projects such as laws, regulations, regulations and regulations that relate directly to physical and social security, new plant varieties of public interest, medicines, food, genetic engineering technologies and products should be licensed but not approved;

(iii) The main elements have been obtained through national science and technology awards or provincial ministerial science and technology awards.

Article 17, Science and Technology Awards in Yunnan, are referred to the provincial office for scientific and technical incentives.

The provincial office for science and technology incentives should complete a review of the form of the recommended materials within 15 days of the deadline for the completion of the work of the recommendations, and will review the questions raised by qualified project names, candidates, candidates, candidates and candidate units to the society at 15 days, with an initial assessment of the expert concerned at the end of the presentation, and submit the final evaluation to the professional evaluation committee.

The professional evaluation committees, through evaluation, make proposals for incentives, incentive projects, incentive categories and levels, are presented to the Provincial Committee on Science and Technology Awards.

Article 19 Provincial Committee on Science and Technology Awards have been validated for the award proposal made by the Professional Evaluation Committee and will provide a 30-day social presentation on the proposed awards, projects, categories, grades, etc. During the presentation, any unit or person contested the issue, which could be presented to the provincial office for scientific and technical incentives.

The Office of Science and Technology in the Province organized a review on 30 days from the date of receipt of the objecting material, proposing the maintenance, change or cancellation of the incentives, reporting on the provincial science and technology administration decisions and deciding on the units and individuals that had decided to make a written feedback.

The provincial science and technology administration approved awards by the Government of the People of the province following the review of the award of awards by the provincial science and technology incentive committees, the award project, the award category and grade.

Article 21 awards for scientific and technical excellence in the province of Yunnan are signed and awarded by the governor of the province. The awards amount of $3 million, of which 400,000 were paid to the individual and 2.6 million were funded by the awardor for scientific and technical studies and managed in accordance with provincial science and technology plans.

The natural science award in the province of Yunnan, the Technical Inventation Award in the province of Yunnan, the Science and Technology Progress Prize in the province was awarded by the Government of the province. The amount of awards was $25 million, $1.5 million, $28 million, and $3 million for three awards.

The Science Technical Cooperation Award in Yunnan was awarded by the Government of the Provincial People.

The number of awards for science and technology awards in the province of Yunnan needs to be increased and is approved by the Government.

The provision of incentives for science and technology awards in the province of Yunnan is specifically financed by provincial fiscal arrangements.

The award awarded by the Syung-South Province's Science and Technology Award is vested in all the awardees and is exempted from personal income tax in accordance with the relevant provisions of the People's Republic of China Personal Income Tax Act.

Article 23 citizens, organizations that have obtained a science and technology prize in the province of Yunnan are in line with the recommended conditions of the National Science and Technology Award, which is chosen by the provincial science and technology administration in accordance with the prescribed procedures.

Article twenty-fourth units or individuals deceived the Science and Technology Award of Yumunnan Province, which was approved by the Provincial Science and Technology Administration to reclaim the award and compensation for recovery, and in three years the Science and Technology Award of Yumunnan was not restatemented.

Article 25 recommended units or individuals provide false material to assist others in decepting the Science and Technology Award in Yunnan, which is criticized by the provincial science and technology administration, in the event of serious, suspension or removal of their recommended qualifications, and that they be disposed of in accordance with the law.

Article 26 Persons involved in the evaluation of science and technology awards in Yangan province are treated by law in the course of evaluation.

Article 27 encourages social forces to establish social science and technology awards. The registration and management of scientific and technical awards by social forces is carried out in accordance with the relevant national provisions.

The evaluation rules and regulations governing the science and technology awards in Yunnan province are developed by the provincial science and technology administration.

Article 29 of this approach is implemented effective 1 January 2010. The “Sumnaming of Science and Technology Awards in Yunnan Province” (No. [2000]98)”, issued by the Government of the People of the province on 27 June 2000.
