(Adopted at the 16th ordinary meeting of the Government of the city on 23 November 2009, by Order No. 146 of 22 December 2009, to be published as from 1 February 2010)

Article I, in order to regulate and strengthen the work of local logs, produces a comprehensive, objective and systematic articulation, develops scientific, rationally and effectively the use of local resources to play a role in promoting economic and social development, and develops this approach in the light of the National Department of State's work regulations.

Article 2. This approach applies to the organization's codification, management, development and use of local works within the city's administration.

Article 3 refers to local logs, including local logs, local integrated Yearbook.

Article IV. Governments of municipalities, districts (zones) should strengthen the leadership of local logs in the current administrative region, integrate local work into local economic and social development planning, and include requirements in the current financial budget.

Article 5

(i) Organization, guidance, promotion and inspection of local logs;

(ii) Develop local log planning and codification programmes;

(iii) Organizing the compilation of local logs at this level;

(iv) To collect, collate, maintain local logic literature and conduct local academic research and academic exchanges;

(v) Organizing the development of local logic resources for advocacy, promotion and dissemination of local logs and local studies to provide services for public reading logs;

(vi) Training magistrates.

Article 6

Street offices, communes and villages can organize the book of this unit.

Article 7 encourages support institutions, social groups, business units, other organizations and individuals to codify other books that contribute to economic and social development. The Office should conduct operational guidance and documentation for the codification activities of the log.

Article 8

The local integrated Yearbook of the city, the district (zone) was compiled annually.

Article 9

(i) In conformity with the provisions of laws, regulations, such as the Constitution and confidentiality, archives;

(ii) A comprehensive and objective reflection of the history and status of natural, political, economic, cultural and social conditions in the current administrative region;

(iii) In line with the logic format;

(iv) The precise formulation of the text and the reasonableness of the biannual structure;

(v) Standard symbols, standards for the use of measurement units and figures;

(vi) Printing is consistent with publishing requirements.

Article 10. The codification of the local log should involve experts, scholars. Participatory, part-time combination of local authors. The full-time compilers should have the corresponding expertise to perform their duties, objective impartiality, integrity, respect for history. No unit or individual shall be required to make false statements in the local log.

Article 11 provides for the preparation of tasks for the implementation of the local logs of this unit, the collection, accumulation of local logs and related information, and shall be administered in accordance with the provisions, without prejudice to or by any person.

Article 12. The Office of the local log may collect information on the local logs to organs, social groups, business units, other organizations and individuals. All persons or holder of local literature information should, as required, provide comprehensive, systematic, informative and accurate information within the prescribed time frame; no false information should be provided.

The Office of the Chittagong is able to obtain, reproduce and replicate the information required, with the exception of State secrets, commercial secrets and personal privacy, and incompatible with the conditions for the opening of the archives.

Information is available to all persons or holder of the local literature, which can receive adequate compensation.

Article 13 introduces a review of the receipt system through the directory of the executive, district and district (zone) and the design of local logs.

The Government of the communes, districts (zones) has drawn up the planning for the preparation of the local logs in this administrative area, which should be reported to the office of the Government of the people at the highest level.

Following the completion of the book of the name of the present administrative region, the planned city, the district (zone) local logs, an evaluation was organized by the Office of the Royal People's Government, and the review of the consent of the local director's office at the highest level, drawing the Government's acceptance and approval of the publication.

Article XIV codified units of local logs and relevant geospatial literature shall send a copy and electronic text to the office of the present and the parent level within three months of the publication of the local book and the relevant information literature.

Article 15. Integrated local logs, local integrated Yearbooks, in accordance with article 16, paragraph 2, of the People's Republic of China Act on Publications, have the right to work in codified by the Office of the Regional Express.

Article 16 results of the local logs may participate in the award of scientific excellence in the country, provinces and municipalities, in accordance with the relevant provisions.

Article 17 provides recognition and incentives to units and individuals that have made remarkable achievements and contributions in the work of local councils.

Article 18, in violation of article 11 of the present approach, provides that the loss, damage to the information of the local log or the use of the local log information is justified by the fact that the unit is responsible for taking remedial measures or for refunding it, and can be subject to administrative disposition in accordance with the relevant provisions, which constitute criminal liability.

Article 19, in violation of article 12 of the present approach, the author of the information was not provided within the prescribed time frame, denied or provided false local information, and was criticized by the Government of the people at this level for the period of time.

The executive organs, social groups, State-owned enterprise units, in violation of article 12 of this approach, may, in addition to being dealt with in accordance with the preceding paragraph, be administratively disposed of by the head of the unit and the direct responsible person.

Article 20, in violation of article 13 of this approach, provides that the publication of the local book is not reviewed, approved, or that there is a violation of the constitutional, legal, legislative and regulatory provisions by the Government of the High-level People or the Government of the people at this level to take the appropriate measures to remedy them and to hold accountable the relevant units and individuals in the circumstances; that constitutes a crime, and that criminal responsibility is lawful.

Article 21, in violation of article 14 of the present approach, fails to send a copy and electronic text within the prescribed time frame, to be sent by the head of the place or the office of the local log, to the extent of the gravity of the situation and to provide criticism.

Article 2 violates the provisions of this approach by dealing with other relevant laws, regulations and regulations in accordance with other relevant legislation.

Article 23 of this approach is implemented effective 1 February 2010.
