(The 18th ordinary meeting of the Government of the Grande People, held on 19 March 2010, considered the adoption of Decree No. 66 of 19 March 2010 of the Order of the People's Government of the city, effective 1 May 2010)

Article 1, in order to consolidate urban-building outcomes, increase urban management levels, maintain urban profile and environmental order, mobilize social forces to participate in urban management, incorporate the “Major 5” into urban management systems, create an urban image of integrity, excellence and civilization and develop this approach in line with relevant laws, regulations and regulations.

Article 2, which builds the institutions, groups, forces, business units, self-employed persons and open markets, squares, parking sites, etc. in the neighbourhood, is the responsibility unit for the management of the “Major 5” (hereinafter referred to as the responsibility unit) and establish a “the front-line” responsibilities in accordance with this approach.

Article 3 of this approach refers to the designation of responsibilities for cleaning, greening, glomonization, and order in places where responsibility units are located.

Article IV. The Government of the people at all levels is leading to the implementation of the responsibilities of the “Making Five” system.

Municipal administrations are the authorities responsible for the urban “Making the first five” responsibilities and are responsible for overseeing, coordinating, evaluating and guiding the responsibilities of the city as a whole.

The Governments of the various districts, the street offices (communes' governments) are responsible for the organization's leadership, implementation, day-to-day management and inspection of the responsibilities of the “Making Five” in the Territory.

In accordance with their respective responsibilities, the sectors such as urban, district-building, planning, housing, parking, parking, public safety, business, health, environmental protection, urban care and sanitation are in line with their respective responsibilities to supervise and coordinate the work of the “Major 5” responsibility system.

The responsible unit has the authority to lead the responsibility of the competent authorities for the work of the “Major 5” responsibility and to strengthen the inspection.

Article 5 “Obot 5” responsibilities adhere to the principle of governance at the municipal, district, street offices (communes' governments) at the third level, with the introduction of a combination of blocks, balancing, public participation and social supervision.

Article 9 imposes a “six-year” mortgage regime. Article 10

(i) The designation of a responsible person to be specifically responsible for the work of the “secondary” responsibility;

Article 12. Governments of the urban and district communities shall conduct regular inspections of the responsibilities of the “Major 5” system, provide timely briefings and incorporate the annual objective appraisals of the various districts, the Street Office (the commune government).

The street offices (communes' governments) should establish an integrated management mechanism for the “Making five” to organize a joint law enforcement inspection at a monthly rate of units such as business, public safety, health, construction, urban care, sanitation, parking greenization.

The National Commission for Housing (Leal) should be clearly responsible for conducting regular inspections.

Article 13 highlights units and individuals with regard to the performance of the first five sets of responsibilities, which are recognized and rewarded annually by the municipalities, the people of the region.

The Government of the city, the people of the region has established the “Making Five” Accountability Fund and has developed a specific appraisal method.

Article 14. In violation of this approach, the responsible unit consists of one of the following acts, which are punishable by the management of the municipal (market-based sanitation) according to the following provisions:

(i) The garbage in the area of responsibility has not been promptly cleared, collected to designated garbage points, which will be immediately corrected; the failure to be corrected and the fine of up to $50 million; and the burning of garbage in the area of responsibility, the immediate conversion and the fine of up to $30 million.

Article 15. In violation of this approach, the responsibility unit consists of one of the following acts, which are punishable by the greening management of the plant:
