Mapping management approach in the city of Hiroshima

(It was considered at the 101st ordinary meeting of the Government of the Grand State, held on 15 December 2009, through the publication of Decree No. 24 of 26 February 2010 of the People's Government Order No. 24 of 26 February 2010 effective 1 May 2010)

Chapter I General

Article I, in order to strengthen mapping, regulates mapping and ensures the economic construction, urban and rural construction and social development services of the mapping cause, develops this approach in line with the relevant laws, regulations, such as the People's Republic of China mapping, the Basic Maping Regulations, the Mapping and Management Regulations of the Ministry of the Interior.

Article II should be in compliance with this approach by conducting mapping activities within the city's administration.

Article 3. Governments of the urban, district and district levels should strengthen leadership, coordination and the establishment of a sound mapping management system.

Article IV. The National Land Resources and Housing Authority is the administrative authority for the mapping of the city, responsible for the uniform supervision of the entire municipal mapping process and organizes the implementation of this approach. The Land Resources and Housing Authority at the district level is responsible for the supervision of mapping work within this administrative area and is guided by the operation of the municipal mapping administrative authorities.

Other relevant sectors of the Government of the city, district level are responsible for the mapping of the sector in line with the responsibilities set out by the Government.

Article 5 The units and individuals that make important contributions in the mapping of scientific progress are rewarded in accordance with the relevant provisions of national and present municipalities.

Article 6. Governments of the urban, district and district levels should incorporate mapping funds into the current financial budget for the following purposes:

(i) Basic mapping;

(ii) Naturalization mapping;

(iii) Landline surveys;

(iv) Building basic mapping facilities;

(v) The maintenance and management of measurement signs;

(vi) The receipt and management of results-based mapping;

(vii) Other public interest mapping projects.

Chapter II

Article 7.

Article 8. As a result of the need for construction, urban planning and scientific research, there is a need for the establishment of other relatively independent balancing systems in the city, which should be reviewed by the municipal mapping administrative authorities and approved by the municipal mapping administrative authorities in accordance with article 10 of the People's Republic of China Mapping Act.

Article 9. This city's comparatively independent balancing system should be linked to the national coordinates system and the high-range system, and be transferred to the municipal mapping administrative authorities by municipal mapping administrative authorities.

Article 10 engages in mapping activities in this city and should implement national regulatory and standards for mapping technology.

The municipal mapping of administrative authorities and other relevant departments may establish the regulatory and standard of mapping technology in the city, in accordance with national mapping technical norms and standards.

The development of mapping technical norms and standards in other relevant sectors should be preceded by the development of planned municipal mapping administrative authorities and the presentation of municipal mapping administrative authorities on 60 days of the date of publication.

Chapter III

Article 11. The Government of the city, district level is mapping the administrative authorities with the relevant sectors such as planning, water, oceans, forestry and gardening, to organize the preparation of basic mapping planning for the current administrative region, to be approved by the current Government of the people and to report back-up of the administrative authorities.

The municipal, district-level urban development reform sector will organize the preparation of the annual base mapping plan for the current administrative region with the same-level mapping administrative authorities, and will be implemented by professional mapping management on the basis of functional division of labour after the top-level desk submission.

The annual plan for basic mapping should be based on basic mapping planning, the economic and social development of the city and the need for urban and rural development management, and seek the views of the relevant sectors such as planning, water, ocean, forestry and parking.

Article 12

(i) Pool control networks, high-range control networks, the establishment, updating and maintenance of space positioning systems;

(ii) Access to air photographs and space remote sensing mapping information based on geo-information;

(iii) A corresponding proportion of base maps, measurements and updating of video maps, as well as a corresponding deepening product measurement and updating;

(iv) Establishment, updating and maintenance of basic geographic information systems and basic geo-information databases in the city;

(v) Building basic mapping facilities;

(vi) Other basic mapping matters under the regulations and regulations.

Article 13 establishes an updated system for basic mapping results in the city.

The Horizon Control Network and the Highway Control Network and the Space Positioning System should be maintained, monitored once at least three years.

In this city, the construction area and focus area 1: 500 terrain maps are updated at least once a year, and in other construction areas, 1:500 terrain maps are updated at least once every three years; The results of the basic mapping of economic construction, social development and rural and urban planning and the urgent need for major works should be updated in a timely manner.

Each year, the city has carried out the production of air photographs and digital videos and procures more than 0.1 metres of high-resolution satellite imagery.

Article 14.

The proportion of base maps, such as geographic maps, radioisotope maps and subsoils, are implemented in accordance with the preceding paragraph.

Article 15. The municipal mapping administrative authorities shall establish the basis for the standardization of geographical information data in the city in accordance with the national base data standards.

The establishment of a geographic information system or other information systems related to the geographic information system should be used to harmonize the basic geographical information data standards in the city.

The geographic information system established by government departments or financial investments, the platform on the e-government space information base or information containing the GIS module should be maintained.

Other mapping in chapter IV

Article 16 states that the relevant authorities of the municipal government will work with municipal mapping administrative authorities to develop geodetic mapping, housing mapping, geospatial spatial mapping, land management line mapping, and to organize implementation.

The mapping of the administrative regional boundaries is carried out in accordance with the relevant provisions of the Department of State.

Article 17 measures the land, land and surface construction (construction) and other content-content sites should be carried out in accordance with the border points established by the Government of the People of the city, the location line or the relevant registration information and accompanying map. In the event of changes in the border line, the parties concerned shall apply for changes to the current level of mapping administrative authorities within 30 days.

(i) Applications for pre-registration;

(ii) Applications for initial registration;

(iii) Changes in the natural situation;

(iv) The owner of the property rights or the person of the stakeholder is asked to map it.

Real estate mapping required in real estate management is commissioned by the real estate administration authorities.

The following Article 19 work shall be carried out in accordance with the requirements of the relevant municipal authorities:

(i) New construction, alteration, expansion, construction, construction, construction and other content on the ground;

(ii) Sufficient facilities, such as urban gateline, ground iron and human defence;

(iii) New construction, expansion of urban roads, roads, bridges, terminals and routes;

(iv) Other measures required by law to be completed.

Chapter V

Article 20 units carrying out mapping activities within the city's administration must have corresponding mapping. Mapping is divided into levels A, B, C and D.

Applications submitted by the municipal mapping administration authorities for units applying for a b, c, graduating certificates should be held in first instance within 15 days, and a review by the competent provincial mapping administrative authorities in the first instance.

Article 21 Professional technicians engaged in mapping activities in this city shall be eligible for corresponding performance.

Mapping of professional technicians cannot be accompanied by the recruitment of two (two) mapping units.

Mapping units should hire professional technicians with the qualifications of mapping.

Mapping units should establish a mapping of professional technic work files and document the quality of the results achieved by mapping personnel.

A mapping exercise by an ex-worker and other personnel requiring a mapping operation (hereinafter referred to as mapping agents) should be held when mapping operations are conducted.

Any unit or person shall not impede and block the mapping of persons by law.

The mapping exercise is carried out by the unit of the mapping staff. Mapping units should submit requests to municipal mapping administrative authorities, which are reviewed by the municipal mapping administrative authorities for the review of the provincial mapping of administrative authorities.

Mapping units should strengthen the management of the mapping operation, and the mapping of the new emitting units should be recovered from their mapping operations, and the distributing authority within 10 days of departure (return) or departure from the date of departure; Mappingers of the new emitting units should be required from the date of the contract.

Article 23, which is approved by the State by a foreign organization or by an individual to establish an office within the city's administration, shall be subject to approval by the State to the municipal mapping administrative authorities.

Foreign organizations or individuals responsible for mapping projects within the city's administration should, within 7 days of the date of the signing of the project contract, submit to the municipal mapping administrative authorities the approval instrument in the competent sector.

The municipal mapping administrative authorities conduct oversight and periodic inspections of foreign organizations or individuals to the Warsaw project.

Article 24 mapping projects using more than 1 million financial funds should conduct mapping.

Mapping units of the Mapping Engineering Unit shall not be qualified as less than the mapping requirements of the project.

Article 25. The mapping unit assumes a mapping project and should be used to test qualified mapping instruments, equipment, tools.

Article 26 The municipal mapping administrative authorities should establish a mapping unit information management system that regularly publishes the following information on the mapping units to society:

(i) Mapping the qualitative hierarchy;

(ii) Operational scope;

(iii) To map the quality of results;

(iv) Measuring the qualifications of the personnel;

(v) Violations of the relevant laws, regulations and regulations;

(vi) Other matters requiring publication.

Chapter VI

Article 27 Measury projects for financial investment in the city, which should submit a copy of the results to the municipal mapping administrative authorities within 60 days of eligibility for results. Other mapping projects should be submitted to the municipal mapping administrative authorities for a catalogue of results.

Mapping units or project financiers should be responsible for the authenticity and legitimacy of the information submitted to them.

The municipal mapping administrative authorities should prepare a directory of results and make it available to society.

Article 28 project on the development of engineering mapping projects using financial funds and the use of financial funds should seek advice from the same-level mapping administrative authorities prior to approval, and the mapping of administrative authorities should provide written responses within 10 days. Adequate mapping results can be used to make full use of existing mapping results and avoid duplication.

The results of the completion of financial investment should be made available without compensation for the decision-making and social public goods of State organs.

In addition to the preceding paragraph, the results of the mapping are governed by the law by a system of reimbursable use; however, the needs of all levels of the people's Government and their relevant departments and forces for public interest, such as disaster prevention, mitigation, defence-building, can be used without compensation.

In accordance with the law, the use of mapping results is reimbursable and the financiers of the use and mapping projects shall enter into written agreements to clarify the rights and obligations of both parties.

National and provincial price administrations have clear criteria for the payment of the results of the mapping, which are implemented in accordance with national and provincial provisions.

Article 33 The Mapping Unit should establish a sound management system for the conservation of results of the mapping, which is well received, collated, statistical and custoded by law and equipped with the necessary facilities to ensure the safety and integrity of the results and to make public and accessible to society in accordance with the relevant provisions of national, provincial and municipal authorities.

The above-mentioned mapping results-based management unit refers to the authorization of the municipal mapping administrative authority or the designation of a mapping archival authority.

Article 31 should establish a quality assurance system for sound mapping results and check the results achieved. Mapping results can be used by eligible parties.

The municipal mapping administrative authorities should strengthen monitoring of the quality of the results of the mapping, including through the screening or focus of mapping projects.

Mapping units should establish a management system for mapping results and information archives and be subject to oversight by mapping administrative authorities. The mapping unit has one of the following cases, and its mapping results and the management of the information archives should be found to be non-qualified:

(i) A refusal to accept inspection or to provide the material required for inspection;

(ii) To map the results and the serious shortcomings in the archives or manage confusion;

(iii) Mapping project information is not archived or incomplete and refuses to change;

(iv) Arrogance or falsification of results and archives.

Article 32 maps the results are secret in the State, and their use and maintenance are carried out in accordance with the relevant provisions of the State.

Chapter VII

The construction units of the permanent measurement mark in this city should be presented to the municipal mapping administrative authorities within 30 days of the completion of the measurement mark.

Article 34 departments that establish permanent measurement symbols should entrust the relevant units with the preservation of permanent measurement signs and the signing of a certificate of deposit. The commissioner shall report to the municipal mapping administrative authorities on permanent measurement of the custody of the mark each year.

The custodian and the custodian of the measurement mark should stop the destruction of permanent measurement signs and facilities, and when permanent measurement signs were destroyed or moved, reports should be made promptly to municipal mapping administrative authorities and commissioners. The municipal mapping administrative authorities should organize recovery or reconstruction efforts based on specific circumstances.

The municipal mapping administrative authorities should establish permanent measurements of the city.

Article XV requires the removal of permanent measurement signs established in the city or the loss of effectiveness of the permanent measurement mark, and construction units should be financed by sector consenting to a measurement mark and by sector approval by the Government of the province, in accordance with article 20 of the People's Republic of China Measuring Protection Regulations or by the provincial authorities.

Chapter VIII Legal responsibility

Article 16, in violation of article 8 of this approach, provides for the establishment of a parallel stand-alone system that is sanctioned by the municipal mapping administrative authorities in accordance with article 40 of the People's Republic of China Mapping Act.

Article 37, in violation of article 21, paragraph 2, of this approach, sets out that professional technicians are employed in mapping at the same time by two (two) units, with warnings from the mapping administrative authorities, corrective orders and fines of US$ 100.

In violation of article 21, paragraph 3, of this approach, the Mapping Unit employs persons with no qualifications for the mapping industry to carry out mapping activities, which are warned by the mapping administrative authorities to correct the orders and impose a fine of up to 3,000 dollars.

In violation of article 23 of this approach, foreign organizations or individuals who have assumed mapping projects in the current city's administration area have not been sent to the municipal mapping administrative authorities for approval instruments in the competent sector, with a fine of up to 3,000 dollars for the municipal mapping administrative authorities.

Article 39, in violation of article 27 of this approach, provides that the Mapping Unit or the Mapping Project Financer are not required to submit a copy of the results of the mapping to the municipal mapping administrative authorities, or a directory of the results of the mapping, to be submitted by the municipal mapping administrative authorities for the period of time; and that a fine of up to 3,000 dollars is not overdue.

Article 40, in violation of article 31, paragraph 1, of this approach, provides that the results of the mapping unit are not qualified by the examination or examination of the results of the mapping unit, either by mapping the administrative authority responsible for the mapping of the painting units or by retrospecting, in the event of serious misconduct, by the suspension of the operation; and liability under the law for loss or damage to the user.

In violation of article 31, paragraph 3, of the present approach, the results of the mapping unit and the management of the information archives were found to be non-qualified, warnings by the mapping administrative authorities to correct the deadlines; and a fine of over 3,000 dollars.
