Communiqué of the Government of the People of the Shanghai City on the strengthening of house demolitions, temporary accommodation of construction sites and temporary alterations in residential safety management

(Summit No. 73 of the Government of the Shanghai City of 3 April 2010 to consider the publication of Decree No. 40 of 15 April 2010 on the People's Government of the Shanghai City, on 15 April 2010, effective 15 April 2010)

In order to ensure the smooth holding of the Shanghai Bo Conference in 2010, and in accordance with the provisions of the Decision of the Standing Committee of the Shanghai People's Congress on the preparation and organization of work of the Conference, the Municipal Government decided to take the following management measures to house demolitions in the city during the Shanghai Conference in 2010:

No accommodation shall be granted to air-conditioning houses within the home demolition base.

The demolitions of the home demolition base or the relocation units they have commissioned should take measures to close and closed the homes that have been relocated in the home demolition base and conduct regular inspections. It should be discouraged to report immediately on public security authorities when it is found that temporary accommodations are installed in air houses or in a house demolition base.

Temporary accommodations in construction sites shall not be used for accommodation for non-workers.

The construction company should send the information on the effective identity of the accommodation staff to the local public security station on a weekly basis.

The housing property owner of the temporary alterations of non-resident houses, such as saving plants, warehouses, etc. (hereinafter referred to as temporary reservoirs) shall be rented to the occupants of labour contracts or labour contracts with the entrepreneurship units of this city, in accordance with the relevant provisions of this city.

The housing owner of the temporary alteration room should register the information on the effective identity documents of the accommodation staff and report the registration information on a weekly security station.

In violation of the provisions of the present notice, the following acts are punishable by public security authorities, housing security management, in accordance with their respective responsibilities:

(i) Unless the closure, closed duties or rental of temporary accommodations to persons incompatible with the prescribed conditions, the housing security management is responsible for the relocation of house demolitions or for the conversion of housing property rights in temporary accommodation rooms;

(ii) In temporary accommodations in construction sites are accommodated by non-working staff, which is being vested by public security authorities in order to renovate the construction enterprise time period; and are not later commuted, with a fine of €50 million.

(iii) Unregistered and reported accommodation information under the provisions, which are being converted by a public security authority, with a fine of up to $50 million.
