announcement by the Government of the People of the Shanghai City to strengthen the safe management of hazardous items, such as explosions, acute poisons and radio

(It was considered at the 71st ordinary meeting of the Government of the Shanghai City on 15 March 2010 for the adoption of Decree No. 29 of 26 March 2010 on the People's Government Order No. 29 of the Shanghai City on 15 April 2010)

In order to ensure the smooth holding of the Shanghai Bo Conference in 2010, and in accordance with the provisions of the Decision of the Standing Committee of the Shanghai People's Representatives on the preparation and organization of work of the Conference, the Municipal Government decided to adopt special control measures for hazardous items such as civil explosions, specific types of hazardous chemicals, heavy chemicals, radioisotope. The following information on the matter is available:

In accordance with the security needs of the Shanghaibo Conference, the executive branch, such as the safety and production supervision, may suspend the approval of the following licence matters:

(i) The licence of the explosion;

(ii) Accrual chemicals, specific types of hazardous chemicals;

(iii) Road transport permits for hazardous items such as explosions, acute poisons and radios.

The public security authorities may notify the relevant units of the suspension of the licensed detonation operation, in accordance with the security needs of the Shanghai Bon.

II. Civil explosive items, specific types of hazardous chemicals (see annex for details), toxic chemicals, radioisotope storage units should strictly enforce the registration system for persons and goods entering and exit banks, the inspection system and the duty inspection system.

The transport of civilian explosive items through the roads in this city should be strictly carried out in accordance with the time, routes, vehicles, driver's transport approved by the public security authorities. The vehicles transporting civilian explosive devices should be delegated to the commune security carriers.

The storage of civilian explosive items should be based on the authorized storage stocks, and the storage units are regularly reported to the local public security authorities fire agencies on the types of storage, storage and access to the bank.

The export and import unit of civilian explosive items should report on the origin, quantity and etc. of imported and exported civilian explosive items to the public safety agency at the border crossing and the Economic and Informationization Commission at the Shanghai City.

The sale of specific types of hazardous chemicals to individuals is prohibited, in addition to the purchase of a small amount of potassium.

The purchase and marketing registration system for specific types of hazardous chemicals was introduced. The sales units should regularly report the firefighting agencies and the public safety station at the place where the registration is registered.

V. Psychiatric chemical production units should be produced in accordance with the authorized production limits approved by the Shanghai Safety Production Monitoring Authority.

The transport of vehicles entering the city, as well as the transport of pornographic chemicals within the scope of the city, should be delegated to the security escorts.

The production, storage units of toxic chemicals, specific types of hazardous chemicals, in this city, are suspended by the authorization of the production units of the Ministry of Foreign Affairs to store toxic chemicals, specific types of hazardous chemicals in this city.

The purchase and marketing registration system was introduced for items such as rats allowing individuals to purchase, pesticides containing pyrethroids. The sales unit should send a copy of the weekly sale of registration sites.

The city, in principle, suspends the mobile use of source-based radio-line devices and radioisotope (other than medical-use of short-life radioactive medicines) and suspends the storage activities of radioactive waste sources ( wastes) and suspends the operation of bacterial diametery in the city of the province.

Radioisotopes production, sales units should be strictly produced, sold in accordance with the scope and quantity approved by the environmental sector and will report on the environmental sector of each week. Production of radioactive medicines should also be carried out by the production units to monitor the management of food medicine at the weekly production sites.

Radioisotope use units should strictly control the storage of radioisotopes; use of frequent and large numbers of units to conduct at least a monthly inventory. Radioisotopes for unused radioisotopes have been installed at the site's environmental protection and the public security sector.

The transport of vehicles from I, II and III types of radioactive sources within the city should be delegated to the security escorts.

In violation of the provisions of the present notice, penalties are imposed in accordance with regulations such as the Safety Management Regulations on Civil Explosive Goods, the Regulations on the Safety of Dangerous Chemicals, the Regulations on the Safety and Protection of Radioisotope and Radioline devices, and the Methods for the Safety of Dangerous Chemicals in Shanghai City. The regulations do not provide for a fine of up to 10,000 yen dollars in the relevant administration sector, a fine of up to 5,000 dollars for the principal heads of units and other direct responsibilities, and may recommend that the relevant organizations give effect to the law to the principal heads of units and other direct responsibilities.

The present notice was carried out from 15 April 2010 to 15 November 2010.
