Provisional approach to the publication of information on land supply in Kymin City

(Health 152th ordinary meeting of the Government of the Turkmen Republic of 2 March 2010 to consider the adoption of Decree No. 99 of 2 March 2010 No. 99 of the Order No. 99 of the Government of the Queenmin City of 2 March 2010 for implementation effective 2 April 2010)

Chapter I General

Article 1, in order to enhance transparency in the supply of information on land in the city, correctly direct market investment and demand, increase market representation of land resources, promote land trade market construction, and develop this approach in line with the National People's Republic of China Land Management Act, the People's Republic of China Urban Property Management Act, the Government of the People's Republic of China, the provisional regulations on land use concessions and transfers of State-owned land use rights in the People's Republic of China, the auction of tenders and the laws and regulations such as the National Land Use Rights Act.

Article 2

Article 3 provides information on State-owned construction sites, as described in this approach, including the construction of land-based supply plans in Kymin City, information prior to the availability of land, the announcement of land concessions and tendering auctions, and post-land information.

Article IV. The publication of information should be guided by the principles of legal norms, openness, integrity and timeliness of the public, in accordance with the sound system, normative content, clear process and efficiency requirements, and integrated management by the Urban Land Resources Agency.

Article 5 Land policies, regulations, land supply plans throughout the city, urban-level land supply information, transfers, transfer announcements, and post-mission information are issued by the Urban Land Reserve Centre and the Urban Land Resources Authority.

Other land supply-related information can be disseminated by the districts (markets), three national-level development (referral) and land reserve institutions in accordance with the channels provided for in this approach.

Chapter II Collection, clearance and publication of information on land supply

Article 6 Land Supply Plans were issued by the Urban Land Reserve Centre or the Urban Land Resources Authority, with the approval of the Urban Land Reserve Commission.

Chapter IV

Article 16

Article 21 provides information on the transfer of plots by the agreement and is available on the website of the local press and the Urban Land Resources Authority.

Article 2 focuses on the use of land trade fairs, the organization of thematic promotions, including through participation in land trade conferences, the creation of a situation of full communication and effective interaction with the developer, the genuine realization of the publicization of the land market and the reasonable allocation of land resources.

Article 23, in order to enhance the efficiency of the tender auction's walls, fully underscores the value of land resources, should be based on integrated elements such as land resource characteristics, sector strengths, urban overall planning and future development trends, conceptual planning of the project, the development of a series of photographs, text and multimedia information materials, and the transformation of land information into project pool resources.

Chapter V Times of publication of information on land supply

Article 24 provides for a period of 30 working days after the approval of the supply plan by the State of the city.

Chapter VI Other management

Article 36 of this approach is implemented effective 2 April 2010.
