(It was considered at the 71st ordinary meeting of the Government of the Shanghai City on 15 March 2010 for the adoption of Decree No. 27 of 21 March 2010 on the People's Government Order No. 27 of 21 March 2010 on 15 April 2010)

In order to ensure the smooth holding of the Shanghai Bo Conference in 2010, and in accordance with the provisions of the Decision of the Standing Committee of the Shanghai People's Representatives on the preparation and organization of work of the Conference, the Municipal Government decided to take the following management measures for the transmission, sale, storage and transport of pyrotechnologies during the 2010 Shanghai Conference:

i. Prohibition of the fuel of cigarettes within 50 metres below:

(i) The Shanghai Bonus;

(ii) Residents of regional, district and multi-party bodies;

(iii) The municipal level shall be protected units or places above;

(iv) Significant locations such as vehicle stations, terminals and airports;

(v) Important military facilities;

(vi) Transmission facilities;

(vii) The production and storage of hazardous items that are fuelable;

(viii) kindergartens, paediatrics, hospitals, nursery, nursing homes and places such as teaching, scientific units;

(ix) The ban on the use of cigarettes by all districts, the zones of the Government of the People.

The special needs of cigarettes, such as the Hearbo Conference, are not subject to the limitations set out in paragraph (i) of the former paragraph.

ii. Prohibition of the use of cigarettes in the region as follows:

(i) Removal paragraphs: South-Kyond, South-Kyoto, the middle of the tea, the northern route of Sichuan, the south-east, the south-east, the south-east route, the New Horizon, the Chadian palaway (as above all) and the Western Tibetan route (Leal route to Beijing east), the road of the River (Beijing route to the south-west route), the long-term path (internal route to Yang);

(ii) Constraints: areas of the people's square, areas of hesitation, areas of the Tashkton, areas of the Stabilian monastery, land chewing financial trade zones, chemical industrial zones, offshore tax zones and large public greenfields such as the extension of the Green Lands, the Armium Greenground, the Bluebow Greenhouse.

The specific scope of the regions listed in subparagraph (ii) above is developed by the Municipal Public Security Agency and published after the approval of the Government.

It is prohibited to smoking foams in public premises such as hotels, hotels, hotels, dances.

In principle, pyrotechnologies for the organization of large fire recycling activities within the city's administration are discontinued.

The ban on the sale of pyrotechnics within the current city line is prohibited.

The sales of cigarbs outside the current market should be harmonized with the procurement of cigarettes for cigarettes in the city and obtained the licence for pyrotechnical operations in this city.

The cigarb purchase and sale registration system was introduced in the city. The sales unit should check the identity of the purchaser and register its identity information and the quantity, etc. of the purchase of cigarbs, and regularly report the firefighting agencies at the site and the public safety station.

The sale of cigarbs for persons without identity documents is prohibited.

The warehouses containing cigarettes should be assessed by the public security agency fire agency and stored bamboo in accordance with the approved storage. Storage units should regularly report firefighting agencies at sites such as the storage of cigarettes and access banks.

The ban on the use of cigarettes in excess storage is prohibited.

Tens, the transport of cigarbs through roads in this city should be obtained through a licence for road transport of cigarettes and transported in strict accordance with the time, routes, vehicles and drivers approved by the public security authorities.

The city encourages the communes to report actively on illegal production, fuel, sale, storage, transport of cigarettes. In order to report the facts, public security authorities should give incentives in accordance with the provisions.

In violation of the provisions of the present notice, laws, regulations and regulations, such as the National People's Republic of China Fire Act, the pyrotechnical Safety Regulation, the Shanghai City Fire Safety Regulations, and regulations dealing with cigarettes in the Shanghai City, are governed by the relevant laws, regulations.

In violation of this notice, the following acts are punishable by firefighting agencies of the public safety authority:

(i) In violation of article 7, paragraph 1, the sale of pyrotechnologies within the current municipal trajectory line with a fine of up to 50,000 yen in 2000 and the imposition of measures such as envelopes and seizures of cigarettes sold in violation of the law;

(ii) In violation of article 8, the cigarette sales unit was not registered for sale or sold a cigarette for persons without identity documents, with a fine of up to 1 million dollars for 2000.

(iii) In violation of article 9, warehouses containing cigarettes are not assessed by the public security agency fire agency or pyrotechnics with excess storage of cigarettes in the pyrotechnical storage unit, with a fine of up to 50,000 yen in 2000;

(iv) In violation of article 8, article 9, the sale of cigarettes, storage units do not fulfil their regular request obligations, with a fine of up to 5,000 dollars.

In violation of article 10 of the present notice, the cigarette of the vehicle approved by the public security authorities and the driver's transport of cigarettes was fined by more than 1,000 dollars of the Public Security Service.

The present notice was carried out from 15 April 2010 to 15 November 2010.
