Management of public safety video information systems in Blue Island

Chapter I General

In order to regulate the planning, construction, management and application of a public safety video information system in my city, to enhance the capacity to prevent and dispose of sudden incidents, to guarantee public safety, to protect the legitimate rights and interests of citizens, and to develop this approach in the light of the relevant laws, regulations and regulations.

Article 2

This approach refers to the use of video-visual image information systems (hereinafter referred to as video images), which refer to systems for the collection, transmission, demonstration, storage and storage of images of sites and regions involved in public safety.

Article 3 provides guidance, supervision and management for the planning, construction, management and application of video information systems within the present administration.

Sectors and institutions such as development and reform, finance, planning, rural and urban construction, economic and informationization, e-government, emergency response are working in accordance with their respective responsibilities.

Various industries, systems regulators should guide and inspect the industry, the system's video information system planning, construction, management and application.

Chapter II Planning and construction

Article 6. Public security authorities should prepare planning for the development of video image information systems in the present administration, with relevant departments such as development and reform, economic and informationization and emergency response, in accordance with the requirements of public safety in the region of the administration, to be carried out in accordance with the approval of the local government by the management authority.

The planning and construction of the video information system should take full advantage of existing web resources and avoid duplication of effort.

Article 7 below addresses public safety sites and regionally should establish video image information systems:

(i) Significant news units such as radio stations, television stations;

(ii) Airports, ports, large vehicle stations, urban gateways, important transport corridors, bridges, tunnels;

(iii) Telecommunications, postal, financial units;

(iv) Large energy power facilities, water facilities and urban water, electricity, fuel, heat supply facilities;

(v) Large-scale reserve units and major trade centres;

(vi) museums, archives, priority material protection units, education, scientific research, medical units, large cultural, sports sites;

(vii) Development, production, sale, storage of dangerous goods or experiments, servitude and toxic units;

(viii) Law, regulations, and other places and regions identified by the municipality.

The municipal authorities established by video-based information systems can identify other locations and regions where the video information system should be installed, as required, to be approved by the municipality.

Article 8. Urban gateways, important transport corridors, bridges, tunnels and areas of focus on public safety are constructed by the relevant sectors of the city, district (market) government.

The premises and regions of the video image information system should be constructed outside the previous paragraph, with management, use of unit organizations.

Other units and individuals should not be allowed to build video image information systems in public places.

Article 9 prohibits the installation of video-recovery equipment in places of personal privacy and within the region:

(i) Offices of State organs, business units;

(ii) Medical facilities, such as hospitals, nursing homes;

(iii) hotel rooms;

(iv) Staff and student accommodation;

(v) Public sterile, probationary and rest rooms;

(vi) Public bathrooms, more clothing rooms;

(vii) Public health;

(viii) Buildings, windows for residential homes;

(ix) Other places and regions involving personal privacy.

Measures should be taken to prevent violations of the privacy of individuals by creating places and regions where video information systems should be constructed.

Article 10 new construction, alteration and expansion projects should install a video image information system, which should be designed in parallel with the project's main work, while at the same time construction and at the same time input.

Article 11 builds a video image information system that can autonomously choose the design, construction and maintenance units of the qualified safety technology preventive products and safety technology systems. Public security authorities and other administrative departments may not designate brands and sales units of products and shall not designate design, construction and maintenance units.

Article 12. The development of a video image information system should be consistent with national standards and the technical norms published by relevant government departments.

Article 13 builds a video image information system and should presuppose the interface with the police receiving centres and the emergency command platform. When a major public safety accident occurred, emergency management agencies, public security agencies could be brought into.

The video image information system for government investment-building should be managed in accordance with the security hierarchy, with sub-prime, decentralized access to urban, district (market) emergency command systems and interconnection. Specific provisions of sub-sector competences are developed by the Municipal Emergency Response Authority with the municipalities' public safety, economic and informationization, e-government.

Article 14. The design, construction and maintenance of a video image information system should have statutory conditions.

Once the video information system was completed, it should be tested through the statutory inspection body.

The completion of the construction of a video information system should be carried out in accordance with relevant national provisions and standards.

As a result of the completion of the video image information system, the construction unit should receive information such as paper from the local (market) public security authorities within 30 days of the date of the completion of the eligibility.

To dismantle the facilities and equipment related to the video image information system, the use of units should be made available to the public security authorities in the region (market) within 30 days of the removal.

The request may be made in the form of letters, telegraphs, electronic data exchange and e-mail.

Article 17 provides for the installation of video-recovery equipment in public places and should be marked in accordance with the requirement.

Article 18 prohibits the acquisition of equipment by any unit with a video image established by law.

Chapter III Management and application

Article 19 Use units of the video information system shall be subject to the following provisions:

(i) The establishment of systems such as probationary visits, operation maintenance, safety inspections, information storage management, information access to registration;

(ii) Training in custodial and management skills and confidential knowledge;

(iii) Maintain a clear picture and ensure the proper functioning of the system;

(iv) Prohibition of unauthorized access to places of care for persons not related to the work of the prison;

(v) Identify suspicious information that endangers public safety and report promptly to public security authorities and authorities;

(vi) The quality of information storage should be consistent with national standards;

(vii) The time for the storage of information shall not be less than 15 days, as well as the provisions of the law and regulations.

Article 20 Use units and their supervisors and managers shall not have the following acts:

(i) Removal of the use of the video image information system;

(ii) To collect information on State secret, commercial secret or personal privacy and other legitimate rights;

(iii) Removal, concealment and destruction of the original record of information during the storage period;

(iv) To deny, impede the use of video information systems facilities, equipment and information materials by the relevant authorities in accordance with the law;

(v) To provide and disseminate information to units and individuals outside the provisions of this approach;

(vi) Other violations of legal regulations.

Article 21, which authorizes other units to operate and maintain a video image information system, should clearly guarantee the responsibility for the safe operation of the system.

No units or individuals may be subjected to acts affecting the normal functioning of the video information system; no information on the sale, illicit reproduction and dissemination of the video information system is available.

Article 23. Public security authorities should be approved by the heads of municipal, district (commune) public security authorities for the purpose of obtaining, replicating or redirecting information on the needs of law enforcement.

The relevant authorities of the Government are required to access, replicate or redirect information on video information systems for law enforcement, and should be coordinated with the public security authorities in the region (market).

In the event of sudden public events such as social security, natural disasters, accidents and public health, administrative management with the right to investigate and dispose of public events has the right to access, replicate or retrieve information on video information systems, which should be synchronized.

Article 24, in accordance with the provisions of this approach, shall be subject to the following provisions:

(i) Staff members are not less than two;

(ii) Submission of work documents and approval documents;

(iii) Implementation of registration procedures;

(iv) Compliance with the use and confidentiality of information.

Article 25. Public security authorities should provide guidance on the development of video information systems, conduct oversight of routine use, maintenance, guide the development of work codes by video image systems and provide confidential education for the design, construction, maintenance, use of units and personnel of video information systems.

The relevant sectors with regulatory responsibilities for the industry, the system should monitor the day-to-day use and maintenance of video image information systems established by the system.

Chapter IV Legal responsibility

Article 26, in violation of article 7, paragraph 2, of this approach, stipulates that the management, use units shall be installed without the installation of a video image information system, which shall be converted by the public security authority and fines of up to $50 million.

Article 27, in violation of article 8, paragraph 3, of the present approach, provides for the unauthorized installation of a video image information system, to be dismantled by a public security authority for the operation and fines of up to 300,000 dollars, for non-operation and fines of up to $3000 million.

Article 28, in violation of this approach, provides that one of the following acts is converted by a public security authority to a period of time and a fine of up to 1000 dollars.

(i) No provision is made to the public security authorities in the region (market);

(ii) No clear mark as required;

(iii) To shield the equipment collected by video images established by law.

Article 29, in violation of article 19 of this approach, is being modified by the time limit of the public security authority, with a fine of more than 500,000 dollars.

Article 30, in violation of article 20 of this approach and article 22, the period of time being converted by a public security authority to conduct operations and fines of up to 300,000 dollars, for non-operational acts and fines of up to $3000 million. Violations of the laws and regulations governing the administration of justice are punishable by law by public security authorities; they constitute a crime and are criminally prosecuted by law.

Article 33 violates article 23 of this approach, article 24, which stipulates that the Government's relevant sector staff shall be held accountable by the competent authorities in violation of the relevant management system when they are consulted, reproduced or redirected by the information on the video information system.

Article 32 does not determine the administrative penalties imposed by the public security authorities and may apply to administrative review or administrative proceedings in accordance with the law. The parties do not apply for administrative review or administrative proceedings, and they are not expected to perform administrative sanctions decisions, and the public safety organs that have made administrative sanctions decisions apply to the enforcement of the People's Court by law.

Article 33, when using video images information systems and information, violates the State's secret, commercial secret, personal privacy and other legitimate rights, and the relevant units and individuals should be held in accordance with the law, and constitutes an offence punishable by law.

Article 34 of the Code of Public Security and other executive departments and their staff violates this approach by priving negligence, abuse of authority, provocative fraud, by their superior or supervisory organs, by acting in accordance with the law of the competent and other direct responsible personnel responsible for direct responsibility; constituting an offence and by bringing criminal responsibility to justice in accordance with the law.

Chapter V

Article XV of this approach, which has already been established before its application, violates article 8, paragraph 3 and article 9 of this approach, and should be removed from the date of 60 days from the date of operation of this approach by the management, use units themselves, and which are not later removed, in accordance with the relevant provisions of this approach; and other video information systems that are in line with the provisions of this approach should be processed within 60 days of the date of operation of the scheme, by management, use units to the public security authorities in the area (market).

Article 36 of this approach is implemented effective 1 March 2010.
