The State-building exercise of the right to use the auction for the management of the provisional approach

Article 9. Article 14. Competent buyers should pay competitive purchase bonds when they are presented.

Competent buyers should be brought to the bank's cheques designated by the Urban Land and Mining Exchange Centre, which are submitted to the bank for presentation of the information on the competition purchase request, ensuring that the money is made available to the latter.

Article 15 Natural persons, legal persons and other organizations outside the People's Republic of China may apply to participate in the exercise of the right to use the auction in the State of the city, in addition to other laws, regulations and regulations. Article 16 competing buyers participating in a State-building auction shall reach more than 7 persons (including 7). Article 18

(i) The moderator at the point of competition;

Article 19 The licensor of the auction may, in the auction, adjust the value of the auction to the extent of the competitive buyer's bid.

The moderator shall terminate the auction when the maximum price of the competing buyer or the bid is not met.

Article 21, after the auction was delivered, the auctionor concluded the notice of the auction with the competing owner. Competents should enter into contracts with the Land Resources Administration within 10 working days of the date of the transfer and pay land concessions in accordance with the contract agreement. The proportion of payments made during the agreed period shall not be paid for the first time less than 50 per cent of the total land.

Article 22 provides that the land shall normally be paid within 60 days of the date of the signing of the State-building right to make the contract.

Special payment requirements should be communicated to all competing buyers prior to the auction and the payment time is fixed by the licensor but not more than 60 days.

Competitive purchase bonds can be credited to land concessions.

The results of the auction should be made public by the Land Resources Administration following the auction's activities, in accordance with the relevant provisions of the Modalities for the issuance of information on land supply in the city of Kymin.

Article 24, when a competing owner pays a lump sum within the time period specified by the contract, the land registration is governed by the law and the State building the evidence.

Article 28 is in one of the following cases, the competitive outcome is null and void; the loss should be borne by the competition owner in accordance with the law; and the right not to participate in the re-organization of the auction:

(i) Violations of the obligations set forth in the relevant provisions or transaction documents;

(ii) Provision of false documents concealing facts;

(iii) The use of illegal instruments such as bribery and malicious collation;

(iv) Other cases of invalidity provided for by law, regulations and regulations.

Article 29 is one of the following cases in which the right to use the auction shall not be involved in the construction of a land-use auction in the State of this city and is included in the list of the relevant authenticity systems in this city:

Article 33, staff of the executive branch and the land trading body, in one of the following cases, are held accountable by the organ, the inspectorate to the circumstances of the person concerned; is suspected of a crime and transferred to the judiciary in accordance with the law; and liability is vested under the law to the parties:

(i) In the name of cooperation development, solicitation and historical legacy issues, the use of the right of State-owned construction to be auctioned by means of allocation or agreement for the supply of the means;

(ii) To prevent the entry into the transaction of the licensed applicant in the event of the auction, or to allow applicants who do not meet the conditions of concessions and do not pay competitive photographs to enter the transaction;

(iv) Disclosure;

(v) Disclosure of the list of competing photographers;

(vi) The granting of a State-owned certificate of power for the use of land without a land contract agreement to pay the royalties or other statutory conditions;

(vii) There are actions such as bribery,ys, negligence, abuse of authority and provocative fraud.

Article 31 is one of the following cases for executive organs and staff, and the administrative licence instrument is invalid. At the same time, the executive disposal of the immunity body, the inspectorate, the transfer of suspected crimes to the judiciary is governed by the law, and liability is assumed by law for the loss of the parties.

Article 32, the Know City Land and Mines Rights Exchange Centre shall not collect the royalties for the auction services to a competitionee, whose funds are included in the annual budget arrangements by the municipal financial sector.

Article 33 of this approach is implemented effective 2 April 2010.
