Decision of the Government of the Shanghai City to amend the provisional provision for the integrated management of the beachy area in the Upperi City

(Summit No. 73 of the Government of the Shanghai City of 3 April 2010 to consider the introduction of the date of publication No. 31 of the Supreme People's Government Order No. 31 of 15 April 2010)

The Government of the Shanghai City has decided to amend the provisional provision for the integrated management of the beachy area in the Upperi City as follows:

The second amendment reads as follows:

The above-mentioned area of beaches is referred to in this provision as a public area within the south-south shores of the West Bank, the west to the south-west of the mountains and the north-east of the south-east route.

Article 12, paragraph 1, was amended to read:

Exhibitions, counselling, horticulture performance, sports, etc. in the area of the beaches, should apply for the temporary use of road permits in accordance with the provisions of the Shanghai City Road Management Regulations. The temporary occupancy of road permits is commissioned by the municipal engineering and public safety transport authorities to carry out a nuclear launch by the Office for the Management of the Beachang.

This decision is implemented since the date of publication. The provisional provision for the integrated management of the beaches in the Upperi City was re-published in accordance with this decision.

Annex: Provisional provisions for the integrated management of the beach landscape in the Upperi City (as amended)

(Adopted by the Shanghai People's Government on 19 December 1995 to amend the Decision of the Government of the Shanghai Municipalities to amend the provisional provisions of the Integrated Management of Beaches in the Upperi City, issued in No. 31 of 15 April 2010)

Article 1 establishes this provision in accordance with the relevant laws, regulations and regulations, in order to strengthen the management of the beaching area in this city, to preserve the normal order and a good nomadic environment in the beaching area.

Article 2 refers to public areas in the south of the North-Susia River.

Article 3 enters units and individuals (including units and persons belonging to the outskirts area), and shall be subject to this provision.

Article IV The Office for the Management of the Toolphoon Lands, which is owned by the Government of the People of the Autonomous Region, is specifically responsible for the organization and coordination of the management of the various types of public affairs in the outskirts.

The relevant administrations should be guided by their respective responsibilities by the management of the beaches' landscapes, transport, sanitation, greenization, business operation, city landscape.

Article 5 units and individuals entering the area of the beaches should strictly adhere to the relevant provisions of the management of the security sector, defend public order, public safety and social management.

Article 6 units and individuals entering the area of the beaches should be conscious of the public sanitation of the beaches' landscapes and maintain environmental integrity in the beaches' landscape.

The following violations of the provisions of sanitation management are prohibited in the area of beaching:

(i) Separate, hiding;

(ii) Accelerating, disrupting waste;

(iii) The suspension of the wall, the treasury;

(iv) Other practices that hinder sanitation.

Article 7. Units and individuals entering the area of the beaches should be conscious of greening and the protection of various greening facilities.

The following acts of vandalism are prohibited in the area of the beaches:

(i) The unauthorized use of green areas or changes in greenland uses;

(ii) Explore, compromise or precision trees;

(iii) Explore flowers;

(iv) Scillage in green areas, exhumation of pits or the distribution of trees;

(v) trajectory or closed greenfields;

(vi) Other acts that undermine greenization or greenization facilities.

Article 8. Units and individuals entering the area of the beachy should be aware of the success of public utilities and other public facilities.

The following acts of destruction of municipal and other public facilities are prohibited in the area of the beaches.

(i) Absorption, chewing or unauthorized hiding of public facilities such as buildings, constructions, simulations, singlings;

(ii) Damage to beaches to prevent the Jabal wall, the hidings of the Jayong River and the waste box, the telephone booth, the road light and other lighting facilities;

(iii) Destruction, humidation, spraying facilities, bulletin columns and theatres;

(iv) Other damage to public facilities.

Article 9 enters a vehicle parked by the garbage of the beaches, which should be reduced rapidly in accordance with the designated vehicle. In addition to the following vehicles:

(i) Specialized vehicles for persons with disabilities who are not operational;

(ii) Special vehicles being carried out;

(iii) Other vehicles authorized by the Public Security Transport Administration or the Office of the Management of the Beachyang.

Article 10. The following activities are prohibited in the area of the beaches:

(i) Concrete construction, composts;

(ii) Whether there is no evidence of the operation or the sale of goods;

(iii) Seizure, open accommodation;

(iv) Passport and exit;

(v) To sell horticulture and begging;

(vi) Issuance of severe interference with others;

(vii) Other activities that impede the vision or prevent others from travelling to light.

Article 11. The development and construction of business projects in the outer beach landscape area should be subject to an explanatory, visual function and strict control of the total.

Business operations in the area of the beach landscape should be carried out with the consent of the Office of the Management of the Beachyang and approved in accordance with the provisions of the Business Administration and other relevant departments.

Article 12 activities such as exhibitions, counselling, horticultural performances, sports in the outskirts area should apply for the temporary use of road permits, in accordance with the provisions of the Shanghai City Road Management Regulations. The temporary occupancy of road permits is commissioned by the municipal engineering and public safety transport authorities to carry out a nuclear launch by the Office for the Management of the Beachang.

Convening, marching and demonstration activities in the beaching area should be approved by the Government.

Article 13 engages in activities in the area of the beaches, and should be submitted to the Office of Management of the Beachyang, upon approval by the relevant departments concerned:

(i) Hearing, posting of publicity materials;

(ii) Construction operations, such as construction, renovation and conservation;

(iii) Public service facilities are required for public interest.

Public facilities such as naming, maintenance and updating of units should be maintained by the establishment units on a regular basis, by advertising outdoors, negligible lights, shelters, brands, writers, bulletins, etc.

In the case of maintenance, conservation operations for municipal and other public facilities in the area of beaches, the relevant units should be guided by the relevant provisions, the construction of civilization, the preservation of environmental integrity, roads and tourist safety.

Article 15. Violations of this provision are punishable by administrative penalties, in accordance with their respective responsibilities, by the relevant administrations.

The specific application of this provision is explained by the Government of the Hugo region.

Article 17
