Article 1

In order to strengthen the management of the Integrated Maintenance Tax Region (hereinafter referred to as the Eastern Airport Instruction Zone) in order to secure the construction and development of the area of the Psychia airport, in accordance with the laws, regulations and the State Department's agreement to establish an integrated occupier of the Upperi airport and national policies, this approach has been developed in conjunction with the current city.

Article 2

Article IV (Management responsibilities)

The Shanghai Integral Tax Management Committee (hereinafter referred to as the Commission) is dispatched to the municipality responsible for the uniform management of administrative services in the area of the Providen airport and the following functions:

The administrative services administered by the Board relate to the area of the International Airport of Pipong Orientale and should be heard by the Shanghai Airport (Central Group) Ltd (hereinafter referred to as the airport group).

Article 5

Article 6

(v) Preliminary design review of construction projects commissioned by management, approval of construction work permits, and approval of temporary occupancy roads, excavat roads, and additional cross-cutting interfaces;

(vi) The construction project commissioned by the Greening Municipal Correctional Administration is accompanied by the approval and completion of the Greenization Design Programme, the temporary use of greenfield licences (including public greenfields), the clearance of relocation, the clearance of logging (other than Guang trees) and external advertisements;

(vii) Environmental impact evaluation of construction projects commissioned by environmental management, probationary production, clearance of completed inspection receipts, night-time construction clearance of construction sites, and clearance of pollutant treatment facilities;

(viii) Review of the clearance and construction maps commissioned by the Civil Defence Administration;

(ix) High-level new technologies commissioned by the scientific and technical management to identify first instance;

(x) Business commissioned by the labour personnel management to implement other work-time systems.

The specific elements entrusted by the former Administrative Approval shall be made clear by the Committee and the relevant administrations in the letter of commission.

The Board shall report to the administrative management entrusted with the commission of administrative approval matters; the administrative management entrusted shall guide and monitor the implementation of administrative clearance by the Board.

Article 8

The Board, in conjunction with the Green City Correspondent Authority, plans to establish position positions in the jeopardy area for outpatient advertising facilities in accordance with the overseas advertising facilities in this city, to carry out a programme for approval as a basis for the approval of the external advertising facility, after the approval of the statutory procedures.

Article 9

The Board assumes the following day-to-day management services in the area of the occupancy of the Philip airport:

(ii) Construction of quality and safety oversight inspections, in addition to large-scale construction works;

(iii) Organizing regional environmental monitoring and monitoring management of contaminated sources and responsible for the handling of contaminated accidents;

(iv) Monitoring of safe production;

(v) Statistical management, coordination and oversight inspections;

(vi) Land residues and the management of garbage disposal declarations.

Article 10

Article 11

Article 12

Article 13

Article 15

The Board shall establish a regulatory coordination mechanism with customs, inspection, quarantine, foreign exchange, civil aviation, shore services, business, public safety, transport ports, airport groups, etc.

Article 16

Regulatory units such as customs and sanitary are established in the area of integral airfields for the purpose of providing incentives to enterprises in the area of good faith evaluation.

Article 17 (Information-building)

The Board shall organize information-making at the Psychia airport in conjunction with customs, tests, quarantine, foreign exchange, shore services, informationization, business, tax, business, public safety, transport ports, airport groups, etc., to facilitate the integration and effective use of public information resources in the region.

Article 18

Article 19

Article 21

Domestic goods enter the area of the Philip airport depending on the same export and are subject to tax repayments by offshore enterprises in accordance with existing tax policies.

Article 2 (Transport management)

The Board should coordinate the implementation of the necessary regulatory measures to provide safe and orderly security for transport instruments and associated personnel entering and out of the occupier of the archipso airport.

Article 23

Article 24

The administrative services should be briefed by the Committee after the completion of law enforcement matters in the area of jeopardy airport.

Article 25

In accordance with the authorization of the Municipal Government or with the authorization of the COMP, the Board administers the surrounding logistics industry parks in the area of the Philip of the Naqurah airport.
