Means of exchange and sharing of management for geospatial information in the province of Zangongang

(Act No. 271 of the People's Government Order No. 271 of 4 May 2010)

Article 1, in order to strengthen the management of geospatial information resources, regulate the exchange and sharing of geospatial data, promote the development and use of geospatial information resources and improve the level of economic and social information, and develop this approach in line with the People's Republic of China mapping, the Zang Province mapping Regulation and other relevant laws, regulations and regulations.

Article II provides for the exchange and sharing of geospatial data and related activities within the territorial administration.

The geospatial data referred to in this approach refer to natural, economic, social and other information expressed in digital form in relation to geographical space locations and their time.

Article IV relevant departments, relevant State enterprise units should be exchanged and shared with regard to geospatial data generated by the performance of public management and public service responsibilities or by the Government's main inputs.

Sectors, units (hereinafter referred to as relevant departments and units) should make full use of available geospatial data and avoid duplication of inputs.

Other units will be encouraged to involve legitimate geospatial data in exchange and sharing.

Article 5

Article 6. Provincial mapping and sharing of geospatial data exchange and sharing with the heads of geographic information management (hereinafter referred to as the shared platform), is responsible for the organization of the collection and updating of basic geospatial data, which will work with the relevant departments in the development of geospatial data exchange and shared planning, building, managing the geospatial data exchange and sharing platform in the province (hereinafter referred to as the shared platform), providing guidance for the building of the municipal, district sharing platform.

Urban, district mapping and sharing of geospatial data exchange and sharing in the current administration area, responsible for the organization of the collection and updating of basic geospatial data, will build, manage the sharing platform in the region in line with the geospatial data exchange and shared planning and the economic and social development needs of the region.

More than the people at the district level are responsible for organizing the collection, updating and management of thematic geospatial data related to the implementation of public management and public service responsibilities and for the exchange and sharing of geospatial data.

Article 7. Provincial, municipal, district mapping and geo-information management agencies are responsible for the processing, collation, integration, management and sharing of the platform's operation, maintenance and other related services.

Article 8

(i) The relevant information systems and the parent-sharing platform of the Government and relevant departments and units;

(ii) Processing, collating, integrating geospatial data submitted by relevant departments and units;

(iii) Provision of online services through a network of government agencies or the Internet;

(iv) Other functions identified in the platform-building programme.

Article 9. Provincial, municipal and district-sharing platforms are built into basic mapping projects and are organized in accordance with the overall design requirements of the geospatial data exchange and sharing planning and provincial mapping and geo-information management.

Article 10. The relevant departments and units shall submit geospatial data to the respective service bodies, including catalogues, metadata and relevant information, in accordance with the requirements of the geospatial data exchange and sharing catalogue annexed to this approach, and shall be confidential or used in accordance with the provisions. Specific submissions are provided by provincial mapping and geographic information management with the relevant departments and units of the province.

The specific scope and content of the geospatial data exchange and sharing directory in the province of Zangong Province require adjustments from the provincial mapping and the relevant departments and units of the geoinformation management, which are approved by the Government.

The content of geospatial data submitted by the relevant departments and units should be updated in a timely manner and submitted by the updated data to the corresponding service agencies by the end of the year.

The collection and updating of geospatial data should use the country-mandated positioning benchmarks to implement the geographical spatial data standards set by States and provinces.

The geospatial data standards in the province are drafted by the provincial mapping and geographic information management with the relevant departments and units, which are approved by the provincial quality technical oversight authorities.

Provincial mapping and geo-information management, according to their work needs, may establish the corresponding technical norms for the exchange of geospatial data in accordance with the law.

The geospatial data submitted by the relevant departments and units should be legitimate, accurate and normative.

The service agencies should verify the geospatial data submitted by the relevant departments and units and resubmissions and requests for amendments and additions.

Article 14. Provincial service institutions shall complete, within two months of the date of receipt of the required geospatial data, the integration of geospatial data submitted by the relevant departments and units of the province, based on: 100,000 (urban planning area 1:5,000) and small-scale geospatial framework data.

The municipal, district service institutions should complete the collection and integration of geospatial data submitted by municipalities, relevant sectors and units within two months from the date of receipt of the required geospatial data.

The service agency, with special circumstances not able to complete the collection and integration of geospatial data within a specified period of time, may, with the consent of the current mapping and geographic information management, extend the period of work as appropriate, for a maximum of one month.

Article 15. Services should strengthen storage management and archiving of geospatial data and secure data security.

Article 16 mapping and geography information management should enhance the collection, collation, processing, protection and development of historical information on geospatial information with the relevant departments and units.

Article 17 The service agency shall publish the geospatial data directory, metadata and other geospatial data that should be made available in accordance with the geography information management portal, as well as user authority, access, etc., for user visits, searches and download services as required.

The services should establish public map networks and provide public good map services through the Internet.

Article 18 service providers should respond and respond in a timely manner to the user's geospatial data-sharing needs.

Article 19 service institutions should return to the geospatial data required by the relevant departments and units within 30 days of the completion of the integration process.

Article 20 requires services to provide relevant technical support in the development of the application of geospatial data, which should be supported.

Article 21, mapping and geo-information management should establish emergency mapping mechanisms with the relevant departments to organize timely integration or collection of geospatial data and provide related technical services in accordance with the need to deal with sudden public events.

Article 2 shall be implemented in accordance with the relevant laws, regulations, regulations and regulations by means of transmission, processing, provision, use and management of confidential geospatial data.

Article 23 does not use the geospatial data submitted by the relevant departments and units, as well as geospatial data that are integrated and integrated into business activities.

Article 25. Provincial mapping and geographic information management should conduct regular inspections, assessment, supervision, guidance on the exchange and sharing of geospatial data across the province with relevant departments.

Article 26 Service institutions and their staff members violate the provisions of this approach, which are one of the following cases by mapping and communicating criticisms with the responsibilities of the geographic information management; and in serious circumstances, by law by the competent and other direct responsible persons with direct responsibility:

(i) The absence of effective security and confidentiality measures resulting in loss, damage or disruption of geospatial data;

(ii) The completion of geospatial data sets, integration and updating, as required;

(iii) The publication of information and the provision of services, as required;

(iv) Use of geospatial data and their relevant information for operational activities;

(v) The user-specific shared needs have not been answered and answered in a timely manner;

(vi) Other cases to be disposed of by law.

Article 27 concerned departments and units and their staff members, in violation of this approach, provided that one of the following cases was changed by mapping and geography information management accountability orders; refused to correct and suspend the provision of geospatial data; in serious circumstances, by law by the competent authority to dispose of the person responsible for direct responsibility and other persons directly responsible:

(i) The submission of geospatial data without specified time and scope, affecting sharing;

(ii) The collection and updating of thematic geospatial data, as required;

(iii) The collection and updating of geospatial data without the use of the country-mandated positioning benchmarks or the non-implementation of national and provincial standards;

(iv) The geospatial data to be obtained for activities other than public management and public service responsibilities;

(v) Other cases to be disposed of by law.

Article 28 maps and geography information management and its staff violates the provisions of this approach and does not organize the collection and updating of basic geospatial data in accordance with the law or do not perform oversight functions, causing serious consequences by the authority to dispose of the person responsible for direct responsibility and other persons directly responsible.

Article 29 of this approach is implemented effective 1 July 2010.
