Article 1 strengthens the construction of vegetable bases by ensuring that new vegetables develop and fund-raising for the elderly, regulates the collection of the new vegetable land development fund and develops this approach in accordance with the relevant laws, regulations and regulations, such as the People's Republic of China Land Management Act.

Article 2

The new vegetable development fund in various districts is levied by the municipal agricultural administrative authorities.

The construction fund for new vegetables at the district level is charged by the current agricultural administrative authorities.

Article 3 provides for vegetables within the scope of this city, with the use of local units to pay for new vegetable development funds.

The vegetables described in this approach include the following arable land:

(i) All cropland planting vegetables for the year;

(ii) All vegetables in the area of protection of basic farmland, as approved by the Government of the city;

(iii) Cropland planting vegetables for more than three consecutive years.

The type of land determined by the Land Survey and Border Technology Report, which corresponds to the residues of the residues, is not the subject. There are controversy, which is determined by the Land Administration with the Agricultural Administration.

Article IV provides for a new vegetable development fund of 150,000 yen.

Article 5

Following receipt by the Agricultural Administration authorities or by the Bank of the New Horizon Fund for Development under article IV of this scheme, the contributions should be made available to the contributing person for a universal government fund (fund) or for non-levant income (e) in the Province of Broad Orientale.

The payment of contributions by the contributing person has proved to be the subject matter. The land administration authorities shall not process the landing units that pay the new vegetable development fund in full, in accordance with the law, and shall not operate in full for the use of the capital fund without paying new vegetables.

Article 6 Of these, 30 per cent returned to the area of recruitment and 70 per cent were integrated by the city.

The new vegetable development fund collected by district-level agricultural administrative authorities is integrated into the budget management of the Fund. With 30 per cent of the city's finance within 10 days of the end of each season, 70 per cent of the city is used by the district level as prescribed and shall not be retained and diverted.

Article 7. New vegetable development funds should be used for the development and construction of vegetables. In accordance with actual annual collections, the municipal agricultural administration authorities organized the declaration of projects by various districts, district and district authorities.

The specific scope of the new vegetable development fund includes:

(i) Infrastructure engineering and equipment acquisition of new vegetables, such as urban and district, district-level municipalities;

(ii) The acquisition of production facilities and equipment necessary for the rehabilitation, removal of the ground;

(iii) Construction and post-disaster rehabilitation of vegetable base works;

(iv) Development of expenditure such as survey planning, technical training and scientific experiments necessary for new vegetables;

(v) Other purposes specified by the State.

The municipal finance sector oversees the development of funds earmarked for new vegetables.

Article 8. The new vegetable development fund-covered sectors are reported annually under the workplan and mandate, and are included in sector budgets after the financial sector has been reviewed. Operational requirements should be earmarked.

Article 9. The new construction of the Fund's management unit and its staff are one of the following acts, which are administratively disposed of by their units or superior authorities to the principal or the direct responsible person, which constitutes a crime and is criminalized by the judiciary by law:

(i) To conduct local procedures for units or individuals that do not pay new vegetable development funds as prescribed;

(ii) Approval of funds for the development of new vegetables in violation of the law;

(iii) Contrajection, expropriation and the development of a fund for construction;

(iv) Other violations of the provisions of the Fund and management.

Article 10 The Modalities for the construction of vegetables in the city were also repealed by the Government of the people of 20 June 1998.
