Priority-building project management approach in the city of Hiroshima

(Item 111 of the 11th ordinary meeting of the Thirteenth People's Government of the State of Great Britain and Northern Ireland, held on 19 April 2010 to consider the adoption of Decree No. 32 of 14 May 2010 of the People's Government Order No. 32 of 14 May 2010 on the implementation of 15 June 2010)

In order to enhance the management, services and guarantees of urban-focused construction projects and urban-focused construction projects, to ensure progress and quality of work, to increase investment effectiveness, and to develop this approach in the light of the relevant laws, regulations and regulations.

Article 2. This approach applies to the management, services and guarantees of the urban focus-building projects and municipal priority-building projects within the city's administration.

(v) Other large-scale construction projects that have a significant impact on the economic and social development of nationals of the city and fraternal technology adaptation projects.

Article 5

The municipal administration sector, districts (at the district level) development reform administration, project construction units should submit a written application to the municipal development reform administrative authorities for the next year, by 31 October, for priority construction projects and municipal priority construction projects, and submit the following announcements:

(i) Basic circumstances of the project;

(ii) Economic and social efficiency projections;

(iii) Relevant documents for approval, approval or filing;

(iv) The next annual investment plan.

In accordance with article IV of this approach, projects that have already started construction or planned to have basic start-up conditions in the year could be declared to be focused on construction projects; pre-working projects have been carried out, but projects that are not yet in place within the planned year could be declared to focus construction projects.

In accordance with article IV of this approach, the executive authorities for urban development reform have reviewed project declaration materials and sought advice from the relevant administration sectors to prepare draft annual municipal priority-building project plans and draft annual municipal priorities-building projects for consideration by the Standing Committee of the People's Government.

Article 7

The draft annual municipal priority-building project plan, which was adopted by the Standing Conference of the Municipalities, was issued by the municipal development reform administration authorities.

Article 8 Annual municipal priority-building project plans, the annual municipal priority-building project plan, can be adjusted on the basis of reality. As a result of the economic and social development requirements of the city's nationals, there is a need to increase urban-focused construction projects or municipal priority-building preparatory projects within the planned year, which should be submitted to the municipal development reform administration authorities and included in the annual municipal priority-building project plan, with the approval of the Standing Committee of the People's Congress, or included in the municipal priority construction project plan following approval by the Government of the city.

Article 9 declares a city-focused construction project or a city-focused construction project, and declares a provincial priority-building project, which should include a reference to the “Designation of the provincial focus-building project”, to be sent by the municipal development reform administration to the provincial development reform administration in accordance with the provincial priority project declaration.

Article 11. Urban-focused construction projects and city-focused construction projects are identified by the municipal development reform administration authorities on the basis of their publication of the flagship project green corridors in their relevant pre-periods, and incorporated in the urban focus-building project in the management of green corridors.

Article 12. The municipal priority-building projects and the municipal priority-building project approval related to the municipal, district (at the district level) administration sector should optimize the approval process and enhance the efficiency of the approval process, in accordance with the provisions of the Government of the city regarding the development of green corridors.

Article 13

Article XIV project construction units should report to the urban development reform administrative authorities on the annual flagship project information statement by 5 per month, reporting on the progress of projects such as the completion of the city-focused construction projects and the completion of the city-focused construction project, funding availability, progress in engineering image and problems.

Article 15. The executive authorities for urban development reform should establish information-sharing mechanisms with relevant administrations such as urban and rural planning, rural and urban construction, land, environmental protection, statistics, and exchange information on project construction in a timely manner and regularly inform the progress of urban-focused construction projects and urban-focused construction projects.

The executive authorities for the reform of the city should make public-private sector-focused project plans available to society in accordance with the provisions of the Public Regulations of the Government of the People's Republic of China, the annual municipal priority construction project plan and its implementation.

Article 16 sets up a leadership coordination mechanism for the Government of the city to regularly analyse progress in urban-focused construction projects and urban-focused preparatory projects and to integrate key issues in the pre-project work and construction process.

Article 17: The Government of the city has established the responsibilities for the construction of urban-focused projects and, in accordance with operational or territorial principles, prioritized the annual project and the annual municipal priority-building project plan to implement relevant units such as the municipal administration sector or the population of the district (at the district level) government; the units should clarify the responsibility mechanisms for the development of specific work measures to coordinate project construction.

The commune Government conducts inspections and appraisals on the implementation of the measures taken by the units concerned, the completion of the planned objectives, which are communicated to the city as a basis for the annual work appraisal and awards of the relevant units and the relevant heads.

Relevant administrations such as urban development reform, urban and rural planning, urban and rural construction, land, environmental protection and firefighting should guide project construction units in advance work, expedite the processing of related procedures and facilitate project start-up.

Article 21, the municipal land administration sector should retain new land-use indicators in the land-use annual plan to secure the development of land-focused construction projects and municipal priorities. The city-focused construction project and the market-focused construction project are addressed with priority by the city.

People's governments in various districts (at the district level) are responsible for the relocation and resettlement of urban-focused construction projects within the Territory and for municipal priorities.

Project construction units should ensure the rational and effective use of local indicators by providing for timely reporting of material.

Article 22, units such as electricity, transportation, mail, water supply, drainage, heating, heating, heating, gas, should ensure that the construction needs of urban-focused construction projects and municipal priorities are met in accordance with the contract agreement.

Article 25, in violation of article 12 of this approach, provides for approval, response to a request for approval by the relevant executive branch that is not reported by the city-focused construction project, delays in the progress of the construction projects in the city and the pre-primary construction project are criticized by the Government of the city; direct responsibilities and heads of sectors toys negligence, abuse of authority or provocative fraud, are governed by an office free of charge or by the inspector in accordance with the terms of personnel management; constitutes criminal liability.

Article 27, in violation of article 24 of this approach, impedes the work of the municipal priority construction project and the municipal priority construction project, drilling, construction and expropriation projects, disrupts the construction, production and order of the municipal priority construction projects and municipal priority construction projects, violates the H People's Republic of China Act on the Punishment of Security Management, which is governed by the law of public security authorities; constitutes criminal liability.

The management, services and security of construction projects and priority-building projects are focused on in the twenty-eighth regions (at the district level).

Article 29 of this approach has been implemented effective 15 June 2010. A project management approach for the development of the city-wide focus was repealed on 1 March 1999.
