Archives management approach for towns in the self-government region of Mongolia

(Summit 6th ordinary meeting of the Government of the People of the Autonomous Region of Mongolia, 24 June 2010, considered the publication of the Government Order No. 173 of 30 June 2010 of the people of the Autonomous Region of Mongolia, effective 1 August 2010)

Article 1, in order to strengthen the management of urban construction archives, protect and use of town-building archives, provide for urban planning, construction, management services, and develop this approach in line with relevant laws, regulations, such as the People's Republic of China Archives Act, the People's Republic of China Rural and Rural Planning Act.

Article 2. This approach applies to the management of the construction of archives in towns within the administrative region of the self-government region.

This approach refers to the construction of urban archives, which are directly developed in urban planning, construction, management activities, which have the value of the languages, books, maps, voices, electronic files and other material in the form of body.

Article 3. Governments of more people at the flag district level should strengthen their leadership in the construction of the archives in towns and guarantee the development of urban construction archives in coordination with rural and urban construction.

Article IV. The executive authorities of the Government of the Hygiene and Rural Planning (building) are responsible for the construction of the archives management area in towns within this administrative area and are operationally subject to oversight and guidance in the same archival administration.

The Urban Archives Authority is responsible for the collection, reception, collation, maintenance, and use of daily management of the archives in the areas under its jurisdiction.

Article 5

Article 6. The design of the House of Archives (rooms) shall be consistent with the standard requirements of the Archives.

Article 7. The Urban Archives Authority receives and administers the following archives:

(i) Architectures for various towns:

Industrial construction works, civilian construction works;

National construction works;

Urban infrastructure works;

Public infrastructure works;

Transport infrastructure works;

Tourther construction works, wind polar construction works;

Urban environmental sanitation construction works;

Urban protection, resistance, local defence works in connection with civilian buildings and other infrastructure.

(ii) Archives of various gateways in urban planning areas (including urban water, drainage, fuel, heat, electricity, telecommunications, industry, etc.).

(iii) Operational management and operational technical archives developed by specialized management in the construction system.

(iv) Documentation related to urban planning, construction and management, scientific research results and the basic information files on the historical, natural and economic aspects of cities.

(v) Laws, regulations and regulations provide for the construction of archives for other towns sent.

Article 8

(i) The construction units were sent to the Town Archives Authority within six months after the completion of the construction work.

(ii) The construction unit reported to the town-building archives management authorities within six months after the completion of the local gateway works.

(iii) Other town construction files are transferred according to the time frame established by the State.

Article 9. Reimbursement, expansion and major maintenance works, construction units should be modified, supplemented and refined in the original construction of engineering archives, involving changes such as structural peacemaking, and construction of engineering archives should be re-established and sent to the Urban Archives Management Service within six months of construction.

Article 10. Archives of construction and construction are kept by construction units.

The construction unit was cancelled and its construction of the engineering archives material was kept by the senior authority of the construction unit or by the engineering consortium.

Article 11. The gate-line units in the town shall be subject to timely changes in the trajectory, debriefing parts of the land, supplementary to the local gate line's professional maps, and are sent to the Urban Archives Authority within six months of modification and replenishment.

Article 12. The Government of the people above the flag district should conduct regular censuses and clearances of the land line. The census and the recalculation of the archives produced are managed by the Urban Archives Authority.

Article 13 provides for the issuance of town construction files and shall be subject to the following provisions:

(i) It is in line with the requirements for the construction of archives in towns in the State and autonomous areas.

(ii) The archives should be the original, with the construction of the project candidate book, the construction of a land-use planning licence, construction of engineering planning licences, village construction planning licences, national land-use certificates and other management documents for the pre-engineer period.

(iii) The construction of the works map should be in line with the construction of the engineering entity and the completion of the map.

(iv) Construction works should also be transferred in parallel to the handover of paper-based archives, relevant electronic files.

(v) The archives should be made in accordance with the construction process, in accordance with separate sections of the process, and in accordance with different professional and work orders, using the uniformed archives, consistent with the norms and standards of the urban construction archives.

Article 14. The construction unit shall, during a licence for the construction of engineering planning to the planning administrative authorities or a licence for the construction of construction works for the construction of the executive authority, send a letter of responsibility to the Town Construction Archives Authority.

Article 15. When construction units are completed, the Archives of the construction units and the Urban Archives Management Service should receive the construction of the engineering archives.

Archives of the urban construction priorities project are collected by the relevant authorities with the same-level archival administration and town-building archives management.

The Urban Archives Authority should provide written advice on the completeness of the construction of the engineering archives. The construction of the engineering archives was incomplete and the construction of units was restructured.

Article 16 build-up units' archives for the formation of towns, in addition to the transfer of archives to town-building authorities under this approach, should also be collated, archived and used and managed in the integrated archives of this unit.

Article 17 should establish a management system for the collection, reception, collation, maintenance and use of sound town-building archives to ensure the integrity and safety of urban construction files. The permanently maintained urban construction files should be maintained and protected by electronic files and other modern technical means.

The staff of the Urban Archives Management Service should be equipped with the corresponding expertise in the construction of archives management in towns and compliance with national legislation, regulations and archives management systems on confidentiality.

Article 19 The Urban Archives Authority shall be open to a directory of the archives on a regular basis, with the planned preparation of the archival history, the development of the urban archival information resources and the provision of archives to society in accordance with the relevant national provisions.

Article 20 provides that citizens, legal persons and other organizations take advantage of town-building files and should have legal documents.

Refers, donations, units and individuals entrusted with the construction of the archives in towns are accorded priority to their archives and may make restrictions on the part of their archives that are not readily accessible to society, and the Urban Archives should be upheld by law.

Foreign organizations or individuals use urban construction files to be carried out in accordance with the relevant national provisions.

Article 21, Civil, legal and other organizations, using urban construction files, should be in compliance with the relevant provisions that must not undermine the destruction, loss, painting, redirection and falsification of urban construction files.

Article 2

The construction of archives and replications containing the statutory representative of the Urban Archives Authority is equally effective with the original archives.

Article 23, in violation of the provisions of this approach, imposes penalties in accordance with the relevant laws, regulations and regulations, such as the archives of the People's Republic of China, the People's Republic of China Rural Planning Act and the Internal Mongolian Self-Government Archives Regulations.

Article 24

(i) In violation of this approach, the denial of access to urban construction files.

(ii) There was no timely and effective measures to endanger the security of the archives in towns.

(iii) Not to open and make use of town-building files to society, as required.

(iv) Other abuses of authority, omissions, provocative fraud.
