Transport safety management approach in northern provinces of Lake

(Adopted by Decree No. 337 of 30 June 2010 by the Government of the Northern Province of Lake Great Britain and Northern Ireland)

Article 1, in order to strengthen the management of road safety in schools, ensures the physical security of students, and develops this approach in line with the People's Republic of China Road Traffic Safety Act, the Northern Province of Lake, and other relevant laws, regulations.

The second approach refers to nursery schools (b), primary, secondary vocational schools, special education schools, work-entry schools (hereinafter referred to as schools) for self-acquisition or leases for the transport of less than 5 students and their clients, sub-school buses and passenger vehicles.

Article 3. Transport safety management of school vehicles in the territorial administration is applicable.

Article IV. Governments of local people at all levels should encourage and support schools to provide school bus services for students, and to build government-led, market operation and regulatory mechanisms for the operation and management of school vehicles.

Article 5 Transport management at all levels shall, within the framework of its responsibilities, strengthen the regulation of the school vehicle and close to the conduct of traffic safety education at schools, in accordance with this approach.

Article 6. Local education administrations at all levels should strengthen the education of transport safety at schools, promote the establishment, sound and implementation of the school safety management system, incorporate the implementation of the school safety work into the school safety management year for the use of school vehicles, and carry out inspections in conjunction with the transport management of the public security authorities on the use of school vehicles.

Article 7. Local road transport management authorities at all levels are responsible for the identification of all types of school vehicles engaged in illegal operations.

Article 8. Schools using school vehicles shall enter into a letter of responsibility for the safe transport management of school vehicles with the local district public security authorities, and the education administration, and shall enter into a safety car responsibility with school drivers. Schools using rented vehicles should enter into security responsibilities with rental and loan units to clarify the responsibility for transport safety.

Article 9. Schools using school vehicles should establish vehicle management systems and vehicle terminals to keep school vehicles on a regular basis; establish and implement the transport safety education management system for school drivers; promote the operation of driving personnel, civilized vehicles and maintain safety nets; establish a system of student care responsibilities to ensure that each school vehicle is equipped with a student watchdog, that it is responsible for maintaining a vehicle order, monitoring and correcting the traffic violations committed by the trainer, and preventing the occurrence of disproportionate, laptops, and secondary school students. Schools using school vehicles should be aware of the supervision of local public safety authorities' transport management and the education administration.

Article 10 requires long-term rental of vehicles as a school vehicle or the organization of temporary rental vehicles for student activities, which should rent mobile vehicles with a legitimate pool of professional passenger carriers and conclude transport agreements with the freight units to clarify security responsibilities. Long-term trips between schools or a single school bus should be reported to the local district public security authorities' transport management and the education administration.

The use of public transport vehicles to send students should be strictly enforced.

Article 11. School vehicles should have the following conditions:

(i) In line with national security standards for motor vehicles, products produced by national mobile vehicle product authorities;

(ii) The registration and safety technical test of motor vehicles under the law;

(iii) mandatory insurance for the purchase of motor vehicle traffic accidents;

(iv) In line with national standards for school bus technology.

The motor vehicle, which is rented, should also hold road transport licences and vehicle tickets issued by road transport management agencies.

Article 12 Drivers must have the following conditions:

(i) There is a security driving experience for more than three years of the route;

(ii) In the last three years, there has been no cumulative record of the completion of 12 minutes;

(iii) No traffic accident that killed and was responsible;

(iv) The driver's certificate is qualified by law by the public security sector;

(v) The physical and mental health of civilization, unintrusive practices such as alcohol, non-communicable diseases, and the life of a disease that may endanger the safety of the vehicle;

(vi) No crime or a grave record of violations.

Article 13. Schools requiring a school vehicle to be equipped for the central transport of students shall apply to the local district education administration for the use of a special mark, mark and submit the following materials:

(i) To complete the application form for the marking marking of the Card in the northern province of Lake;

(ii) The letter of responsibility for road safety management signed by the School with the local district public security authorities and the education administration;

(iii) Health certificates to be employed for drivers;

(iv) The letter of responsibility for the safety of vehicles to be signed by the school vehicle driver;

(v) The road map and the terminal;

(vi) School vehicles and their driver's safety management systems developed in the school;

(vii) The certificate of ownership or right to use of motor vehicles at this school;

(viii) A photocopy, registration certificate, security technical test record, and a mandatory insurance certificate for motor vehicle traffic accidents;

(ix) The driver's vehicle number is proposed.

The Toolmark Checkmarks in the North Province of Lake are jointly developed by the provincial public safety authorities' transport management and provincial education administrations.

Article 14. Upon receipt of a request for the use of school vehicles by the district-level education administration, a review shall be carried out within 5 days of whether the application is complete and the content of the material provided in article 13 (i), (ii), (iii), (iv), (v), (vi)). The application shall be considered in full and in accordance with the relevant content; otherwise, it is inadmissible and the applicant's written justification.

Article 15. The district-level education administration shall sign the review opinion and, together with the request for material, be invited to review by the local public security authorities.

Article 16 provides for a review of the application materials provided for in article 13 (vii), VIII, IX) of this approach, after a request for information was received from the transport administration at the district level. In accordance with the provisions, the review observations should be signed, together with the request for information, to be reviewed by the transport management of the local public security authorities in the local area; otherwise, there shall be no agreement with the applicant's written justification.

Article 17 Upon receipt of a review by the transport management of the municipal public security authorities in the establishment area of the application and the district-level public safety authority transport management, the review shall be completed within 5 days. Approval of the application shall, within 5 days of the date of the approval, issue a special mark, mark for a school vehicle to the applicant; no approval shall be provided in writing to the applicant.
