Article 1 strengthens the development of sports back-up talents, enhances the level of competitive sports and guarantees the sustained development of sports in this province, in line with the relevant laws, regulations and regulations, such as the People's Republic of China Sports Act.

Article 2 refers to young people and children who have a high physical and psychological potential for sports, and who are selected by the sports backbone institution for the remainder of sports training.

This provision refers to sporting back-up talent development agencies, such as sports schools, sports traditional project schools and sports social groups that carry out the work of sports back-up talent development.

Article 3 provides for the development of sports back-up talents and related oversight management within the administrative areas of this province, which should be observed.

Article IV governs the supervision of sports training for sports back-up talent within the current administration.

The Government's education administration is responsible for the supervision of the talented cultural education within the current administration.

The authorities of the people at the district level are mandated to work on the development of the talented.

Article 5 Governments of the population at the district level should strengthen leadership in the development of sports back-up talents, integrate the development of sports back-up talent into national economic and social development planning, coordinate in a timely manner the problems that exist in the development of sports back-up talents and guarantee sustained development of sports.

More than 6 people at the district level should enhance their input into the development of sports back-up talents and consider in the context of the budget of the Fund for Sports.

More than the people at the district level should organize a proportion of the annual income from the sports-based public pay for the development of the talent.

Article 7. The Government of the people at the district level and its relevant departments should support social organizations and individuals in the conduct of sports back-up talent development institutions and encourage social organizations and individuals to fund the development of sports back-up talents.

Article 8. The Government of the people at the district level and its relevant departments should strengthen the construction of public sports schools to incorporate their cultural education funds into the current financial budget and to increase financial inputs to continuously improve school conditions.

The construction of public sports schools should be integrated into local education development planning. The Ministry of Education is responsible for selecting teachers of excellence in cultural classes to the MOE. The salary treatment of teachers at the Principal Sports School is carried out in accordance with the relevant national provisions.

Article 9 Higher schools can build on the needs of the talented talents in the province and establish a high-level movement team in conjunction with the reality of the school.

High-level sports teams in higher schools should be integrated in the areas of project setting, curriculum arrangements and the management of naturalization, combining sports training with cultural education, and sports projects are linked to education.

Article 10 Secondary schools should be established, equipped with sports sites and facilities, according to national standards, to ensure the implementation of sports classes.

Secondary schools should ensure that students have one hour of sporting activities every day and organize students with multiple forms of positive sports and training for the remainder of the school. A secondary school equipped with conditions could form a student movement.

Small schools can be sharing educational, training resources with the remaining sports schools and sports social groups to strengthen the development of the talented in the school.

Article 13 provides a comprehensive assessment of cultural achievements and sports-specific achievements at the time of upgrading the high school. In the mid- and middle- and higher-level sports competitions, preference policies should be included in the scope of the talent management of sports back-ups. Specific means of implementation were developed by the Ministry of Education of the Provincial People's Government and with the Sports Administration, followed by the approval of the Government.

The sports back-up talent is formally transferred to the provincial excellence movement, whose campaign has been achieved at the level above and completed at the high school level, and can be taught in the higher schools as required.

Article 14. Governments of more people at the district level should organize regular youth, child sports competition activities to promote the development of local sports back-up talents.

Organizations, participation in youth and child sports competitions shall not be allowed to leave and shall not use the proponents.

Article 15 Once-in-chief institutions should enter into development agreements with sports back-up agents or their legal guardians, specifying the rights, obligations and obligations of both parties in the areas of sports project training, cultural education and related costs and sports back-up.

Article 16 instructors working in the development of sports back-up talents should be given the qualifications required by the State, be faithful to their duties, science-policy, respect for, and support for the talent. There shall be no corporal punishment or humiliation of sports back-up talents and the transfer of sports back-up talent.

Article 17

For the Minister of Sports to gain access to sports back-ups in higher schools in the province, registration in the river should be preserved.

In accordance with the relevant provisions of the State and the province, the provincial excellence movement has chosen to redeploy the talented talents from the sports backbone institution or to test the training package, specifying the rights, obligations of both parties, in accordance with the relevant provisions of the State and the province.

The physical backup of the secondary school is available to attend the provincial elite or probationary sessions, and their schools should retain their origin.

Article 19

Article 20 provides recognition and incentives to sports back-up practitioners and their instructors in one of the following cases:

(i) Transmission of sports back-up talents to provincial excellence movements;

(ii) The talented at the Olympic Conference, the Asian Olympics and the full-fledged competition obtained the award;

(iii) There are other notable contributions in the development of sports back-up talents.

The instructor who has made a significant contribution to the development of the talent at the sports backup should also be given care in accordance with the relevant provisions, in addition to the recognition and incentives provided in the preceding paragraph.

Article 21

(i) Failure to fulfil the responsibilities of sports back-up practitioners in accordance with the law;

(ii) The breach of this provision is not lawful and in a timely manner;

(iii) Funding for corruption, misappropriation of back-up talents;

(iv) Other acts of negligence, abuse of authority, favouring private fraud.

In violation of article 15 of this provision, the period of time being transferred by the executive branch of the Sports Administration; the imprecise of the delay and the punishment of the competent person directly responsible for them or other persons directly responsible for them is lawful.

Article 23 Corporal punishment, insults or private self-transmissions for pedagogical writers engaged in the development of sports back-up talents are punishable by law by the Sports Administration.
