The National Security Agency of the Northern Province provides for the use of reconnaissance and vehicle traffic symbols

(Adopted by Decree No. [2010] of 24 August 2010]

Article 1 ensures that national security authorities and their staff carry out national security tasks in accordance with the relevant laws, regulations and regulations, such as the National Security Act of the People's Republic of China.

Article 2 refers to the special features of the National Security Agency's reconnaissance and vehicle traffic, as described in the present article, to the National Security Department of the People's Republic of China's reconnaissance (hereinafter referred to as the reconnaissance) and the special vehicle traffic symbol.

Article III. National security authorities and their staff shall carry out national security tasks within the administrative areas of the province, and shall use reconnaissance certificates and special vehicle traffic symbols in accordance with this provision.

Article IV is limited to the use of national security authorities staff in the implementation of national security missions.

The configuration of special vehicle traffic symbols, the scope of use is limited to the command vehicles carried out by national security authorities in the implementation of national security missions, the carrying out of reconnaissance missions and other special missions.

Article 5 National security authorities should strengthen the management of special signs of reconnaissance and vehicle traffic and identify the uniform custody of personnel. Staff members of the National Security Agency should carry out their duties with special signs of detection and vehicle traffic, and they should not be deliberately destroyed and lost, in accordance with the procedures established.

Article 6. When a national security authority staff performs its national security mandate, the following functions may be carried out in accordance with the law upon presentation of a reconnaissance certificate:

(i) The identification of citizens and persons outside the country;

(ii) Examination of consignments of suspects who are unknown and who are at risk of national security;

(iii) To investigate and enquire with relevant organizations and personnel on matters relating to national security;

(iv) The transfer of suspects on the ground or alleged, the designation of suspects with national security violations to the designated locations;

(v) Inspection, access to archives, information and supplies related to national security efforts, equipment, facilities such as identification organizations and individuals' information data, electronic communications tools, equipment, etc.

Military units and active military personnel are governed by the relevant provisions.

Article 7. Staff of the National Security Agency have the following competence under the law when carrying out urgent national security tasks:

(i) Prioritize the purchase of aircraft tickets, fire tickets, ship tickets, priority choice of vehicles (blocks) and seating or pre-entry instruments;

(ii) In accordance with the relevant provisions of the State, the inspection bodies, such as customs, border, inspection, quarantine, airport, vehicle stations, terminals, are subject to inspection;

(iii) Where necessary, the use or use of transport tools, communications tools, sites or buildings by organs, groups, enterprises, units and individuals. They should be returned in a timely manner after the completion of their tasks and pay appropriate expenses, resulting in losses and reparations.

Article 8. Staff members of the National Security Agency may enter areas and places related to the implementation of their mandates free of charge when carrying out their national security tasks, through the presentation of a reconnaissance certificate or the configuration of special traffic symbols.

Article 9. When national security authorities carry out urgent national security tasks, special vehicles with special traffic symbols are equipped, without restrictions on road routes, directions, speeds and transportation signals, and when transportation impedes, transport accidents may be predated by the traffic management survey conducted by the public security authorities, free of charge of boarding card inspections, distributing charges, bridges, tunnel traffic costs and operating parking fees.

Article 10 Staff members of the National Security Agency shall cooperate with and provide the necessary conditions for the timely submission of relevant information and information concerning national security efforts, without any reason being denied or obstructed, as well as the preservation of the secrets of the State known as the national security process.

Article 11. Staff of the National Security Agency shall use special signs of reconnaissance and vehicle traffic in accordance with this provision. The use of special signs of detection and vehicle traffic is prohibited for unlawful activities or for private gain, and the use of special signs of reconnaissance and vehicle traffic is prohibited.

In addition to the urgent task of implementing national security efforts, vehicles must not be used for special traffic symbols.

No units or individuals shall be allowed to detain the special signs of reconnaissance and vehicle traffic.

Special signs of falsification, conversion, sale or illicit use of reconnaissance and vehicles are prohibited.

Article 13 Civil, legal and other organizations violate the special traffic symbols of the use of reconnaissance and vehicles by national security authorities and their staff in violation of this provision and have the right to be inspected, charged to national security authorities or to the relevant authorities, or to the relevant authorities in a timely manner, in accordance with the law.

Article 14. Staff of the National Security Agency violates this provision, in one of the following cases, to be disposed of by law; to constitute an offence and to hold criminal responsibility under the law:

(i) No special signs of the use of reconnaissance and vehicle traffic, as required;

(ii) deliberately destroy the signs of destruction, loss of reconnaissance and special movement of vehicles;

(iii) The use of special signs of detection and vehicle traffic for unlawful activities or for private gain;

(iv) Bring special signs of detection and vehicle traffic to others;

(v) Failure to carry out urgent national security tasks and the use of special vehicle traffic symbols;

(vi) Other acts of negligence, abuse of authority, favouring private fraud.

Article 15, in violation of article 10 of the present article, rejects or impedes the use by State security authorities of special traffic markings and vehicles to carry out national security tasks, discloses the secrets of States that are aware of national security efforts and punishes them in accordance with the provisions of the National Security Act of the People's Republic of China and its implementing rules.

Article 16, in violation of article 12 of the present article, imposes a fine of up to one thousand dollars for the State's security authorities and has the proceeds of the violation, imposes a fine of more than three times the proceeds of the offence, which constitutes a crime and is criminally liable by law.

Article 17 Utilization of the special logic of vehicles for the implementation of national security tasks by the provincial national security authorities, taking into account the provisions.

Article 18 The provisional approach to the use of reconnaissance evidence by State security authorities in the northern province, published by the Government of the People of the province on 29 September 1997, was also repealed.
