Chapter I General

Article IV governs the supervision of dying activities in the current administrative area by the local people's business administration authorities over the district level.

The relevant sectors such as the business administration of the local people at the district level, livestock veterinary, environmental protection are responsible for the management of the pyrethroids within their respective responsibilities.

Article 5 encourages the development of technological innovation and new products (grounds) in order to encourage the use of mechanical, scale-based, standardized production and the promotion of quality control systems accreditation.

Article 6 encourages the establishment, on a voluntary basis, of industry associations by law, to play a coordinating and self-regulatory role in promoting industrial integrity and the maintenance of the members and industry interests.

Article 7 provides incentives and incentives for units and individuals that have made a prominent contribution in the management and smugglers of foams and the diffusion of technology.

Chapter II

Article 8. The establishment of the veterans (grounds, points) should be in line with the planning of the cinema creativity (grounds, points).

(vi) Facilities for the environmentally sound treatment of vectors and foam products;

(vii) Accreditation to the conditions of animal protection under the law.

Article 10, in remote and transported rural areas, establishes small-scale pyrethroid dying points that are limited to the supply of foam products to local markets, should have the following conditions:

(i) There are smugglers and smugglers that are adapted to the scale of fire;

(ii) Scillary technicians who obtain health certificates from food practitioners by law;

(iii) Accreditation of qualified meat;

(iv) Accreditation of animal protection conditions under the law.

Article 11. Applications for the establishment of a gynaecological slaughter (grounds, points) should submit written requests to the commune business administration authorities in the area where they are located and to submit relevant material in compliance with article 9, paragraph 10 of this approach.

The commune government's business administration in the area shall organize a review by law of the relevant sectors, such as livestock veterinary, environmental protection, within 10 days of the receipt of the request, and in accordance with the design of the gynaecological creativity (grounds, point) to organize a review by the Government of the municipality of the province after written consultation with the provincial Government's business administration authorities. The municipalities in the area should decide from 10 days from the date of receipt of the dispatch of the material to determine the conditions in which it is in compliance with the provisions; do not approve it and justify it in writing.

After the approval of the decision of the Government of the communes of the communes in the area, the applicant may start work.

The applicant shall apply to the communes of the communes in the area where the owner's business administrative authorities are located. It is qualified to receive a certificate of dying and a smetic slaughter by the commune government of the occupants in the area, which is not qualified, and is responsible for the period of time.

The applicant shall be subject to a certificate of dynamism to the business administration.

The commune government of the area under Article 13 should make the list of the slogan (grounds, points) that it has ratified, available to society in a timely manner and to report back to the provincial Government.

The provincial Government's business administration authorities should regularly publish the list of spoilers (grounds, points) in the territorial administration.

Chapter III

Article 14. Influenza (grounds, point) of slaughter, the quantification of sanitary certificates from zoo-safety monitoring bodies should be held.

The quarantine and supervision of the dying of pyrethroids is carried out in accordance with the provisions of the animal protection and the State Department. The cereals (grounds, points) should provide the necessary venues for the smoking of foams.

Article 15. The dying plant (grounds, points) should be stired in light of State-mandated operational and technical requirements.

To encourage spoilers (grounds, points) to carry out humane dying in accordance with national standards.

Article 16 should establish a physical quality test management system that ensures the quality of life of foam products in accordance with the State-mandated quality safety standards and physical quality tests.

Physical quality tests include predominant tests and post-dominance tests, including:

(i) Health;

(ii) STDs and diseases other than communicable diseases;

(iii) Harmony;

(iv) Hazardous substances;

(v) Note water or inject other substances;

(vi) Psychology and evening;

(vii) Other test projects provided by the State.

Article 17 Physical quality tests should be carried out in parallel with dying. A synchronistic test should be established either by means of synchronization or by the use of the lead, by contrast with the integrity number.

Physical quality test personnel should record the results and be responsible for the results. The time limit for the maintenance of the test results is not less than two years.

Article 18 tests of qualified pyrethroids with physical quality (grounds, points) should be accompanied by a prequalification test of physical quality and with a physical test of qualifications; the testing of qualified other pyrethroid products should be accompanied by a qualification test. Psychology and evenings hijackings (grounds, point) should indicate relevant information on the pyrethroids and physical quality tests.

The foams (grounds, point) of the veterine hijacking plant are not eligible for physical test or physical quality tests (grounds, points).

Article 19

(i) Acknowledged by the dynabis, illnesses or deaths as unaccounted for by the State;

(iii) Other provisions of the State should be carried out in a manner that is environmentally sound to deal with biomass and foam products.

In the event of the environmentally sound treatment of foams and foam products, the gynaecologists (grounds, points) should be informed of the city, the territorial Government's business authorities and animal health monitoring bodies. Business administrations and animal health monitoring bodies should conduct on-site oversight of the process of environmentally sound treatment.

Article 20 Costs and losses for the environmentally sound treatment of foams under article 19, paragraph 1, of this approach, as well as of foam products, are duly supported by the financial sector of the local people's government in accordance with the relevant national provisions.

Article 21

(i) Injecting water or injecting other substances for foams and foam products;

(ii) To sabotage or inject other substances;

(iii) Storage of foams;

(iv) Provision of hijacking facilities or storage facilities for foams for units or individuals who do not have customized acts of sabotage;

(v) To provide facilities for units and individuals who have placed water on or inject other substances for paints and foam products.

In article 22, the veterans (grounds, points) were entrusted with hidings, which could be replaced by the specific criteria for dying, which were determined by the municipal government price administration authorities in the area.

Chapter IV Operational management

Article 23 should establish a retroactive system for the quality of the pyrethroid products, such as real recording of the time, quantity, place, place of origin, supplyer, humiliation and testing information, and information on the plant (grounds, point) time, species, quantity, flow, etc.). The record-keeping period shall not be less than two years.

To encourage spoilers to use modern information technology and to establish a system of quality retroactivity for foam products.

Article 24 should establish a system for the recruitment of unqualified pyrethroid products (grounds, points) to detect the quality safety of their slaughter products, which may cause damage to public health and life safety, and inform society that the sales of the salesers cease to be sold, inform consumers of the discontinuation of their use, take the initiative to relocate the pyrotechnical products and report to the host city, the territorial Government's business authorities or other relevant departments.

The gynaecotics (grounds, points) should take sound treatment measures to prevent the re-entry of the foam products into the market.

Article 25. The veterans (grounds) should be used to meet national health standards and in accordance with special requirements such as temperatures to ensure the transport of foam products.

Amphetamines and foam products should be transported using different means of delivery. The delivery of sketches should be carried out using prefabricated or specialized vehicles with a suspended facility, without the possibility of being transported; the transport of other biomass should be closed and the use of specialized containers.

The delivery tool should be laundering and poisoning in a timely manner before and after delivery.

Article 26 Operatoral plants (grounds, points) should be stored with the necessary measures, such as refrigeration or refrigeration, in the event of a failure to sell in a timely manner or for the timely storage of the foam products.

The spoilers (grounds, points) should be regularly checked on the stock of pyrethroid products, cleaning the changing nature or exceeding the life of the quality.

Article 27 Changes in the ownership or business authority of the gynaecology (grounds, points) or should be made available in a timely manner to the territorial Government's business administration authorities.

The business administration of the city-level government should be reviewed by the territorial Government's business administration authorities on the basis of the request made by the State's communes for a review of the conditions under which the local government's business administration authorities should be invited to report to the local authorities. Article 28 units and individuals engaged in the sale of pyrethroid products, the processing of meat food production, as well as catering operators, collective food units, should be sold or used to detect qualified biomass products by quarantine and meat.

To encourage the introduction of mechanicalization, scaleization, standardization of smugglers, and the production of exclusives for the sale of pyrethroids to meet cold chain processing, transport and storage conditions.

Oversight inspection

More than twenty-ninth local government commercial administrative authorities should strengthen the management of stereotypes, identify the appropriate institutions, implement the requirements of law enforcement officials and law enforcement agencies, and ensure the smooth conduct of the management and enforcement inspection of foams.

Article 33 The supervisory inspection records are filed after the signature of the inspector.

When local government business administration authorities are inspected by the local people's government at the district level, there is a violation of the provisions of this approach by detecting the sporadic veterans (grounds, points) and measures should be taken to correct violations. The identification of spoilers (grounds, points) is no longer in place and should be responsible for the rescheduling of deadlines; the late failure to meet the prescribed conditions should be reported to the Government of the people of the area in which it is requested to remove their pyrethroids (grounds, point).

Article 33 of the Territory's business administration authorities at the district level have found the offence of the dying plant (grounds, points) of the foam, which belongs to the management responsibilities of other sectors and should be transferred immediately to the sectors entitled to be dealt with.

Article 32

More than 33 local government business administrations should establish a reporting system to publish the reports of telephones, correspondence addresses and e-mails to receive reports of violations of the provisions of this approach; reports received should be made in a timely and complete manner and confidential manner. The matters reported are covered by the management responsibilities of this sector and should be taken into account and investigated, processed and answered by the law; they do not fall within the management responsibilities of the sector and should be transferred to the sectors entitled to be addressed and informed of the reporting person.

Chapter VI Legal responsibility

Article 34, in violation of this approach, provides for the non-consistance of spoiler slaughter activities, which are prohibited by the business administration authorities of the local people at the district level, forfeiture of foams, foam products, slaming tools and equipment, and for the purposes of the law, and for more than five times the amount of the goods; the price of the goods is difficult to determine the fine of the unit and the amount of more than 200,000 k million yen and fines for individuals and more than 5,000 yen.

In violation of this approach, the following cases are in one of the following cases in the veterans (grounds, points) and are being responsibly corrected by the business administration authorities of the local people at the district level, with a fine of up to 50,000 yen; a failure to change is delayed, the suspension of the operation and a fine of over 500,000 dollars for its main head:

(i) The dying of foams does not meet the operational and technical requirements of the State;

(ii) No real recording of the origins of pyrethroids and the flow of foam products;

(iii) Failure to establish or implement a physical quality test system;

(iv) Unqualified pyrethroid products are not dealt with in accordance with relevant national provisions and are processed in real record.

Article 36, in violation of this approach, provides that the veteran (grounds, points) of the hijackings and evenings, do not indicate the information on the pyrethroids and the physical quality test, which is being responsibly ordered by the business administration authorities of the local people at the district level, with a fine of up to 5,000 yen.

Article 37, in violation of this approach, provides for the suspension of the cereals (grounds, points) of the creativity plants (grounds, point) without physical quality tests or the physical test of non-qualified pyrethroid products, with the exception of the local government's business administration, forfeiture of the proceeds of paints and violations and paying more than three times the amount of the goods, rendering more than 2,000 fines for the main head of the household; and

Article 338 violates the provisions of this scheme whereby cereals (grounds, points), other units or individuals impose a fine of more than five times the quantity of pyrethroids, pyrethroid products or injecting other substances, are confiscated by local government business authorities at the district level or injecting paints of other substances, pyrethroid products, water tools and equipment, as well as the proceeds of the violation, with a fine of more than 3,000 times the amount of hiding, or the main head of the unit of the tens of tens of tens of tens of tens of thousands, or more.

In addition to the penalties provided in the preceding paragraph, the territorial Government responsible for the suspension of the business administration of the local people at the district level, causing serious consequences, or injecting more than two substances for vincing, pyrethroid products or injecting other substances, are eligible for removal by the commune governments of their stereoroids (grounds, points) in the area.

Article 39, in violation of the present approach, is the dying of cereals (grounds, points) or the injection of other substances, which are converted by orders of the business administration of the local people over the district level, forfeiture of the water or injecting other substances, foam products and proceeds of the law, with a fine of more than three times the amount of loads, paying more than 20,000 dollars of the principal head of the household;

In violation of this approach, the veterans (grounds, points) of dying of the disease are punished in accordance with the relevant provisions of the animal protection law.

Article 40 violates the provisions of this approach that the veteran (ground) is not required for the transport of foams and foam products, which are being converted by the business administration authorities of the local people at the district level, with a fine of up to 3,000 yen.

Article 40, in violation of the present approach, does not fulfil the obligation to redeploy qualified pyrethroid products (grounds, points) from the local people's business administration authorities at the district level to call for pyrethroid products and to pay a fine of three times the value of the shipment; causes serious consequences, and the Government of the occupants of the area is asked to remove their stereotype (s, points).

In violation of this approach, units and individuals engaged in the sale of pornographic products, processing of meat food production, and catering operators, collective food units, sale, use of stereoroids (grounds, point) slaughter products, unfettered material tests or hygienic tests, and pyrethroid products that are not eligible for water or inject to other substances, are not subject to fines for the sale of vincial products, which are not subject to the sale of tens of tens of tens of tens of thousands of chlorine products, and are not subject to fines.

Article 43 violates this approach by providing units or individuals who do not have customarily engage in spoiler slaming activities, or by providing a hiding place or a storage facility for foams or foams, or by providing units or individuals with other substances, by virtue of the order of the business administration of the local people at the district level, forfeiture proceeds of the offence, fines for units and more than 50 million yen, and fines for individuals and more than 1,000 million yen.

Article 44 states that the parties have failed to comply with administrative penalties decisions and that the relevant departments taking administrative sanctions decisions may take the following measures:

(i) No fine shall be paid at the end of the term, with a fine of 3 per cent plus a penalty per day;

(ii) Applications for enforcement by the People's Court.

Article 42, in violation of this approach, constitutes an offence punishable by law; causes the physical, property or other harm of the consumer, and assumes liability under the law.

Article 46, in violation of this approach, stipulates that the functions set out in this approach are not performed by the business administration authorities of the local people at the district level or by other relevant departments or are misused to perform their functions, toys, to defend themselves, to advocate for private fraud, and that administrative disposition is given to the competent and other direct responsibilities directly responsible.

Chapter VII

Article 47 states that the commune Government of the communes determines that other creativity, such as cattle, sheep, is carried out in the light of this approach.
