Automated control management of pollutant sources in turmoil

(Adopted at the 65th ordinary meeting of the Government of the 14th San Francisco, 9 August 2010) to consider the adoption of the Decree No. 167 of 25 October 2010 on the date of publication by the Government of the San Francisco People's Government of 25 October 2010

Article 1 promotes emission reductions, prevents and responds to pollution accidents in a timely manner, raises the level of scientificization of environmental management based on laws, regulations and regulations such as the Environment Protection Act of the People's Republic of China, the Regulations on the Protection of the Environment of Small Island City, the National Ministry of Environmental Protection, the Modalities for the operation of the contaminated source control facility, and develops this approach in line with my city's practice.

Article 2

Article 3 of this approach refers to the automated control system of contaminated sources, consisting of the automated control equipment and the pollutant control centre.

The automated control equipment of the contaminated source refers to instruments, typology, instruments, such as instruments for monitoring, monitoring of releases of pollutant sources, flow (release) counts, the operation of the contaminated governance facility and data-gathering kits.

The polluter control centre refers to the administrative authorities for environmental protection (hereinafter referred to as the environmental sector) to link the automated control equipment of contaminated sources through communications transmission routes, for example, computer software and equipment for the automatic control of contaminated sources.

Article IV Environmental sector is responsible for overseeing the construction and operation of the pollutant automated control system.

Article 5

The pollutant source is automatically monitoring the construction of equipment, which is assumed by the effluent units, and the municipal financial sector can grant subsidies.

The water, electricity and heating costs required for the operation of the contaminated source are vested in the drainage units.

Article 6. The automated control system of contaminated sources has been reviewed by environmental sector identification and data effectiveness, which can be used as a basis for environmental oversight management, such as the approval of the release declaration, the issuance of the release licence, the control of the total amount, environmental statistics, the leakage and on-site environmental law enforcement, and in accordance with the relevant provisions.

Any unit or individual has the obligation to protect the automated control system of contaminated sources and has the right to report on irregular use of pollutant control systems such as sequestration, dismantling, destruction and unauthorized changes in the parameters and data of the automated control system.

Article 8

The environmental sector should produce a directory of enterprises producing pollutant control equipment consistent with the preceding paragraph.

Article 9 is in line with one of the following conditions, and it is essential that, in accordance with the provisions of the environmental sector, an automated control equipment and its accompanying facilities be installed on the normative effluorization of the monitoring requirements, as well as networking with the Environmental Sector Pollution Source Control Centre:

(i) The inclusion of national, provincial and municipal environmental protection priorities for monitoring enterprise lists;

(ii) The requirement for installation in the new construction, alteration, expansion of the project environmental impact evaluation document;

(iii) Other automated monitoring equipment is required for the implementation of regional (watershed) pollution control.

Article 10 provides for the automatic control of the contaminated sources and their accompanying equipment for new construction, alteration and expansion of construction projects, which should be designed in conjunction with the subject matter, along with construction, and in parallel with the use of inputs, and that an identifiable unit that is in compliance with the conditions is required to install an automated control equipment and its associated facilities within the time period specified by the environmental sector.

Article 11. The environmental sector is responsible for the maintenance and supervision of the operation of the contaminated source surveillance centre.

The operating units of the polluter self-monitoring equipment (hereinafter referred to as operating units) are responsible for the maintenance and management of the automated control equipment of the contaminated source. The functioning unit was generated by the commune government from a unit of excellence.

Article 12. The operation units shall obtain a certificate of operation of the Environmental Pollution Governance Facility issued by the Ministry of Environmental Protection. The personnel involved in the automated control of the operation and management of the equipment should be trained and eligible accordingly.

Article 13 operating units should guarantee the proper operation of the pollutant automated control equipment and be maintained by professional maintenance personnel for the automated control equipment of the contaminated source, ensuring the accuracy of data on the automated control equipment of the contaminated source.

The operating units should establish a sound management system in accordance with relevant national or local legal, regulatory and regulatory requirements, maintain and maintain records on a regular basis, maintain the required material, stand-alone or key components, reporting on the operation of equipment to the environmental sector every half a year.

Article 14. The automated control equipment of the contaminated source confirms the need for suspension, removal, replacement of components, reactivation, and the release and operation units should be submitted in advance to environmental sector approval. The environmental sector should respond within three working days from the date of receipt of the report; the late response should be seen as consent.

Article 15 pollutant sources automatically monitor the irregular operation of the equipment or the suspension of the operation shall report within 24 hours on the environmental sector and shall resume their normal functioning within 48 hours; and the operation shall report on the causes and equipment in writing to the environmental sector.

Article 16 provides that the polluter automatically monitors the irregular operation of the equipment or the duration of the shipment, the operating unit shall take a manual sampling to report the data.

Article 17 Environmental sector has the authority to monitor the operation of the automated control equipment of the contaminated source and to organize a qualitative environmental monitoring body that conducts a comparison of the automated control equipment of the contaminated source in each quarter and to review the effectiveness of automatic monitoring data. The inspectorate must provide the necessary information, if any.

Article 18 is entitled to monitor the operation units and to recommend improvements to report environmental violations of the operating units.

Exclusive units shall not interfere with, impede the normal work of the operating units or operate as a result of the automatic control of the contaminated source.

Article 19, in violation of the provisions of this approach, has not been installed in the prescribed period for the automated control of contaminated sources and their accompanying facilities, or have not been established in connection with the Environmental Sector Pollution Source Control Centre, which has been converted by the environmental sector's time limit; and a fine of up to 10,000 yen by over one million dollars.

Article 20, in violation of this approach, provides false data from the operating units to establish a sound management system in accordance with relevant national or local legal, regulatory and regulatory requirements, to maintain and maintain records on a regular basis, to be warned by the environmental sector or to fine up to 3,000 dollars; in exceptional circumstances, to remove their qualifications in operating units within the city area.

Article 21, in violation of this approach, stipulates that the relevant laws, regulations and regulations of the State, the province, the city are subject to penalties by sectors such as the environment.

In the course of the monitoring inspection, the Environmental Protection Monitoring Manager has an abuse of authority, absorption, provocative fraud, and is subject to administrative disposition by its units or superior authorities; and constitutes a crime and is held criminally liable by law.

Article 23 is implemented in the context of the construction, operation maintenance and supervision of the automated control system of pollutant sources in the shore city, the veterans, the veterans of the nascent self-government.
