Decision of the Government of the city of Lasa on modifying the seven regulations, such as the Caracas Market Management Scheme

The Government of the city of Lasa has decided to amend some of the seven regulations, such as the Caracas Market Management Scheme, as follows:

I. Lasa Means of Market Management of Goods in the city of Lasa (No. 6 of 26 December 1996)

Article 4, paragraph 1, was amended to read: “The business administration at all levels of the city is governed by the regulation of the market in the present administration”.

Articles 5, 18, 20, 41, 47 and 58 were deleted.

Article 23 was changed to article 20 by: “States, groups, barracks, private enterprises (cos), self-run business sites are engaged in the operation of the leaser, and the starters are allowed to operate at the market registry at the district level and beyond the business administration sector, but the licensor's licensee shall operate at the acquaints such as the buoyer.

Article 26 has been changed to article 23 to read as follows: “The various types of commodity transaction meetings organized by organs, business units, social groups, village (residents), individuals ( exhibitions, exhibitions, exhibits, orders, fairs, etc.) and their forms of commodity acquisitions should be made available to the business administration after registration of commodity transactions in the business sector, and subject to the supervision of the business administration.

Article 51 was replaced with article 46 and read as follows:

“(i) There are subparagraphs (i) and (vi) of subparagraphs (vi), forfeiture proceeds of the violation and fines of two times the proceeds of the violation;

“(ii) With subparagraphs (ii) and (iii) of subparagraph (c), warnings are given to the confiscation of proceeds of violations and circumstances of serious circumstances, and the suspension of the period of time by law;

“(iii) In the case of subparagraph (iv), forfeiture of metrics may be subject to a fine of 2,000 dollars, in the event of a serious and legal order to stop the period of time;

“(iv) There shall be an act of subparagraph (v), which shall cease and shall be liable to the fine of US$ 2000.

Article 56 was replaced with article 51, paragraph 1, “15 days” as “60 days”.

In Article IV, the Commission for Rural and Rural Construction of Environmental Protection in the city of Lasa (hereinafter referred to as the Urban Environment Commission) was amended to read “the executive authority in the city of Lasa”.

Article 8, paragraph 1, is amended to read: “The operator has established a hydride station and, prior to the construction of a hydro station, is required to make written requests to the municipality's municipal authorities and, with the consent of the municipal authorities to the planning, housing and rural construction, public safety firefighting sectors, to carry out construction and other procedures, to complete the work of the hydration station, to receive licenses and licenses from the municipal authorities, land resource planning, urban and rural construction, fire safety.

The “Environmental Environment Commission” in Articles 3, 18 and 23 was amended to read “The municipal authorities in the municipalities”.

Delete article 25.

ACHIEVEMENTS, BEST PRACTICES AND CONSTRAINTS (No. 10 of 5 April 2000)

In Article 3, the “La Sala Urban and Rural Development Environmental Protection Commission” was amended to read “Administrative administrative authorities in the city of Lasa”.

In article 26, the Urban and Rural Commission for the Construction of Environmental Protection was mandated by the Urban Sanitation Agency as a change to “the executive authority of municipal municipalities”.

Ad hoc provisions for the protection of the management of the Old City of Lasa (No. 14 of 16 October 2000)

Article 1 amends “to promote the protection of the Lasa historic cultural creativity in order to strengthen the protection, use and management of the old urban areas of Lasa, in accordance with the People's Republic of China Rural Planning Act, the People's Republic of China Act on the Protection of Human Rights and other relevant provisions, to develop this provision in conjunction with the actual provisions of this city”.

Article 3 amends to read: “The executive authorities in the city are specifically responsible for historical cultural protection in the urban areas.

“The Urban Land Resources Planning Authority will be co-located with the municipal property administration authorities to manage planning in the old urban areas.

“The executive authorities, such as municipal housing and rural and urban construction, public security, national religious affairs, business, transport, municipal constituency, and the people's government in the urban gate areas shall be jointly designed to protect, utilize and manage the urban areas in accordance with their respective responsibilities.”

In article IV, “Harmonial protection, reasonable use, enhancement of management and renovation, as old and non-removal of the original stereotyped principles” were revised as “to uphold the principles of effective protection, reasonable use, strengthening management, and non-removal of physical integrity”.

Amendments to the “Environmental Property Authority” in Articles 4, 6, 7, 8, 9, 10, 11, 18, 19 and 21” are as follows:

Article 23 was deleted.

Provisional provision for the limitation of cigarettes in the city of Lasa, issued by Order No. 24 of 30 December 2001 of the People's Government of Lasa, as amended by Order No. 10 of 22 July 2005 of the People's Government of Rasa

In article 7, paragraph 2, “The Regulations on the Safety and Security of the People's Republic of China” were amended to read “The Law on the Safety and Security of the People's Republic of China”.

Means of disaster reduction management in the city of Lasa (published by Decree No. 13 of 4 January 2007)

Article 8, paragraph 2, amends to read: “The construction project shall be subject to the clearance of meteorological authorities prior to the acquisition by the urban planning sector of a construction engineering planning licence”.

In addition, in accordance with this decision, the language and articles, paragraphs, sequencing of seven regulatory provisions, such as the Caracas Market Management Approach, are modified and adjusted accordingly.

This decision is implemented since the date of publication. Seven regulations, such as the approach to the management of commodity markets in the city of Lasa, were reprinted in accordance with the amendments to the present decision.
