The special number of small-scale passenger vehicles in the city of Nampo has been used for a pilot management approach.

Article 1 establishes this approach in conjunction with the practice of this city, in order to promote public resource marketization and achieve public resource allocation, equity and justice.

Article 2

Article 3 of this approach refers to the number of small-scale passenger vehicles, as described in this approach, to be simple, accessible or small-scale passenger vehicles with characteristics such as polarization.

Article IV contains a special number of small passenger vehicles subject to the principles of openness, equity, impartiality and integrity.

Article 5. The municipality has established a specialised working group for small-scale passenger vehicles in the city, which examines the development of rules for open competition enforcement, the determination of classifications of special brand numbers and the rules for the pricing of open competitive floor prices and the coordination of the various issues arising from open competition activities.

The small passenger vehicle special number number has been reimbursed for use by the Office of the Committee for the Management of Public Resources Transactions (hereinafter referred to as the Public Resources Transmission) of the city, which consists of the municipal inspection, public safety, finance, audit and public resource transaction centres (hereinafter referred to as the transaction centre).

Article 6

The Transport Administration of the Municipal Public Security is responsible for the identification, rolling and registration of a special number of small passenger vehicles.

The relevant departments and units, such as the Municipal Inspectorate, the Municipal Finance Bureau, and the Municipal Audit Office, should be in close collaboration with the management and supervision of the use of mini passenger vehicles in accordance with their respective responsibilities.

Article 7. The transaction centre, in accordance with national and provincial provisions, develops open competitive procedures and rules for the reimbursable use of small passenger vehicles, by providing for the processing of entry transaction registration procedures and providing services, facilities, information, etc. for open competitive activities.

Article 8. Qualify numbers consistent with one of the following conditions are included in open competition terms:

(i) At the end of two numbers, “66”, “77”, 88”, “99”;

(ii) More than three years of convergence, sequencing and labelling;

(iii) To be designated by the vehicle owner.

The number of small passenger vehicles with open competitive prices does not exceed 20 per cent of the total number of small passenger vehicles.

Article 9. The computer selection number is openly competitive in the executive region of the vehicle owner, and the self-selection number is open to competitive prices throughout the city.

Article 10. The transport management of the municipal public security authorities has established a dynamic management bank of the number of small passenger vehicles and has identified and phased out the number of special slots.

Article 11. The number of small passenger vehicles is generally twice a month of open competition, and public resources are administered by the city, the transport management of the public security authorities, the transaction centre's business may be increased on the basis of actual circumstances.

Article 12 units and individuals that may apply for the processing of vehicles in this city have one of the following circumstances, which may apply for participation in the special number of small passenger vehicles openly competing prices:

(i) The acquisition of new vehicles;

(ii) Registration of vehicle transfers in the city;

(iii) The transfer of field vehicles to me City;

(iv) The intention to purchase new vehicles.

Article 13 State bodies, business units shall not participate in public competitions for special numbers of small passenger vehicles.

Any unit or individual shall not use financial funds to participate in open competitive prices for the special number of small passenger vehicles.

Article 14. The special number of small passenger vehicles is openly competing for a voyage or for an interesting competition.

Competitive prices are intended to purchase new vehicles but have not yet been procured in the case of competition.

Article 15. Transport management, transaction centres of public security authorities should openly publish information on the number of each caste number at their website and at the Office of the High Commissioner for General Services, the number of distributors, the number of vouchers and the open competitive floor price, the presentation and public competition time and location.

Article 16 contains units and individuals that wish to participate in the open competitive price of SPS numbers, and should be referred to the transaction centre's designated windows for the processing of requests and, as required, to enter into public competition bonds and obtain open competitive qualifications.

The application for the designation of brand numbers should be confirmed by the transport management of the municipal public safety authority, which was accredited and included in the open competition terms.

Article 17

Public competition activities should operate norms, procedural briefs and service efficiency.

Article 18 Specific numbers of small passenger vehicles have the right to pay for the main means of using a wallboard competition. There is no competing price, the number of which is included in the next open competition; only one competing price owner is allowed by the owner at the bottom price; two competing claimants have identified the buyer through the on-site competition.

The sectors and units concerned should create the conditions for the progressive introduction of open competitions on the SPS network.

Article 19 Competitive prices, the property transaction agency, the purchaser's owner's office signed a competition award and the buyer should pay the paid royalties within five working days, and the transaction centre has received a “company price award” based on the payment. The buyer obtained a “competing of competitive prices” to the transport management of the municipal public security authorities to conduct vehicle registration procedures.

Article 20 shall apply for the registration of motor vehicles within six months from the date of the competitive vacation number, which shall be automatically abandoned and the buyer's competitive vouchers are included in the next open competition price, and the competitive payments paid are included in the Social Rescue Fund for Road Traffic accidents.

Article 21, the purchaser has only the right to use the number of brands obtained from open competitions and does not have ownership. The buyer shall not be transferred by sale, grant and etc.

Article 22 presents the number of purchasers who have publicly competing prices for more than one year, and after the transfer, write-off of vehicles, the transport management of the municipal public security authorities retains six months in accordance with the relevant provisions. More than six months, the purchaser did not apply for the use of the number of vehicles registered in his or her new name (unitions) or could not continue to use the number for reasons such as changes in the administrative area, which had been recovered without compensation from the transport management of the urban public security authorities, and the number was included in a dynamic management bank for small passenger vehicles.

Article 23 of the present approach provides for a number of numbers issued prior to the operation of this scheme, where the vehicle owner uses more than three years of continuous use, after the transfer and write-off of vehicles, the transport administration of the municipal public security authorities retains the number of brands for all vehicles under the relevant provisions for six months. More than six months of vehicle owner did not apply for the use of vehicles registered on his or her new (unitions) or could not continue to use the number for reasons such as changes in the administrative area, which had been recovered without compensation from the transport management of the municipal public security authorities, and the number was included in the mini passenger vehicle special brand number dynamic management bank.

Article 24 Write-off registration, vehicle transfer, registration and modification are registered, implemented in accordance with the provisions of the Department of Public Safety's motor vehicle registration provisions and the relevant provisions of the provincial public safety office; and the national unity of the branding and content, as provided by the State.

Article 25

Article 26 Small passenger vehicles special numbers of public competing domestic workers are charged by the property rights transaction agency to the buyer, with a proportion of less than 5 per cent of the competing purchase price, and the specific collection scheme is developed by the Municipal Public Resources Transmission Office with the relevant sector.
