Modalities for the implementation of the Employment Regulations for Persons with Disabilities in the Autonomous Region of Broad-West Nations

(Summit No. 73 of 22 December 2010 of the Eleventh People's Government of the Greater Nationalities of the Livelihood, considered the adoption of the Decree No. 63 of 5 January 2011, of the People's Government Order No. 63 of 5 January 2011, which came into force on 1 March 2011)

Article 1 establishes this approach in line with the State Department's Employment Regulations on Persons with Disabilities.

Article II shall be subject to this approach by organs, groups, businesses, business units and non-commercial units in the administrative areas of this self-government area (hereinafter referred to as an owner).

Article 3. The Government of the above-mentioned population should incorporate the employment of persons with disabilities into the medium-term planning and annual work plan for employment promotion, strengthen the integration and coordination of the employment of persons with disabilities, develop and implement preferential policies and affirmative measures to promote employment of persons with disabilities and create conditions for employment of persons with disabilities.

Article 4

The human resources and social security and civil affairs of the above-mentioned sectors of the population at the district level are employed by persons with disabilities within their respective responsibilities.

Article 5 introduces the employment unemployment registration system for persons with disabilities. The employment of persons with disabilities or unemployment should be registered free of charge by the employment services of persons with disabilities in the district (commune, district) where the household is located.

Persons with disabilities who are registered for employment benefit from employment benefits under this scheme, as set out in the Employment Unemployment Register of Persons with Disabilities. Persons with disabilities who are registered with unemployment are allowed to receive employment training under this scheme and to recommend employment on a priority basis.

Article 6 encourages and supports social forces to organize welfare enterprises, Brailles and other welfare institutions to concentrate on the employment of persons with disabilities.

More than the people at the district level should set up work (agriculture) treatment institutions, shelters, and concentrate on the placement of persons with disabilities, mental disabilities and persons with disabilities.

Article 7 provides public goods and services that are suitable for the employment of persons with disabilities and shall prioritize employment of persons with disabilities.

Article 8 encourages and promotes the self-employment and ownership of persons with disabilities.

Employment benefits for persons with disabilities who are self-enterprise or engage in their own operations may also be granted to persons with disabilities from the Employment Guarantee Fund (hereinafter referred to as maiming).

Article 9 organizes employment of persons with disabilities, enters into labour contracts with the employment of persons with disabilities and pays social insurance contributions, and grants basic old-age insurance, basic health insurance and unemployment insurance benefits within the corresponding period.

Article 10. Rural persons with disabilities engage in planting, breeding, handicraft and other productive activities can benefit from the provision of enabling subsidies for the production of rural persons with disabilities in maiming. Under the terms of government subsidies or subsidies, the Government concerned should give priority to subsidies or subsidies.

Article 11. The Government of the people at the district level should incorporate vocational training for persons with disabilities into the overall vocational and employment training programme.

Employment services for persons with disabilities, occupational colleges and vocational training institutions should provide vocational skills training for persons with disabilities with employment training needs. Employment services for persons with disabilities should be given free training, and various vocational schools and vocational training institutions should facilitate and benefit.

The user units should help workers with disabilities to improve their labour skills and technology levels and provide induction, induction and re-entry training for disabled workers.

Article 12 Public employment services, employment services for persons with disabilities, vocational colleges and vocational training institutions for persons with disabilities should recommend employment for persons with disabilities with employment needs.

Public employment services, employment services for persons with disabilities should provide targeted employment assistance to persons with disabilities in employment difficulties.

Article 13. The proportion of persons with disabilities to be employed by a person unit shall not be less than 1.5 per cent of the total number of active employees in this unit.

The proportion of persons with disabilities to achieve 0.5 and less than one person should be calculated and one disabled person should be employed.

One blind or re-exploited employment for persons with disabilities is calculated in accordance with the arrangement of two persons with disabilities; the placement of disabled soldiers or workers who are still on duty for the reason of disability is reflected in the total employment of persons with disabilities in their units.

Persons with disabilities placed in welfare enterprises, labour-service businesses are accounted for by the pool of persons with disabilities.

Article 14.

(i) The employment of persons with disabilities in the immediate unit of the self-government zone, central and external provinces (in the self-government area, in the immediate municipalities) is managed by the Coalition of Non-Governmental Organizations;

(ii) The employment of persons with disabilities is arranged by the municipal, district and territorial units of the establishment area, which are managed by the same-level disability association;

(iii) The parent-level disability association may entrust it with the task of assigning employment to persons with disabilities.

More than 15 districts are responsible for annual statistics and clearance of employment of persons with disabilities by proportional units, in accordance with the scope of management.

Persons with disabilities should be subject to an annual review of employment of persons with disabilities by proportional to disability, without annual review, and be considered as unscheduled employment of persons with disabilities.

Article 16 stipulates that persons with disabilities are employed in less than prescribed proportions and shall be paid with disability. The unit of the agent paying the disability pension shall pay the disability pension within 30 days of the date of receipt of the letter of payment of the disability pension. Unpaid, five lapses were collected from the date of late.

Article 18

Article 19 Reimbursement is included in the budget management of the Government Fund for employment and training benefits for persons with disabilities, occupational rehabilitation benefits, rural disability production subsidies, and direct expenditure on employment for persons with disabilities approved by the same-tier financial sector, and development expenditure on persons with disabilities approved by the same-ranking people.

Under this approach, employment benefits for persons with disabilities are developed by the financial sector of the self-government area, with the organization of a specific implementation approach.

Article 20 Impunity, use, management should be in compliance with the provisions of the State and the self-government zones and receive oversight in the financial, audit and inspection sectors.

Article 21 establishes a special nutritition fund in the self-government area to coordinate and balance the promotion of employment of persons with disabilities throughout the region. The municipalities, districts (zones) should pay the funds of the self-governing area in proportion to the overall annual collection.

Article 2 The provisions on employment of persons with disabilities were also repealed by the Government of the people of the Autonomous Region of 23 September 1997.
