Chapter I General

In order to strengthen the management of motor vehicle parks, the regulation of vehicle parking, the safe passage of urban roads, the development of this approach in line with the provisions of laws, regulations, such as the People's Republic of China Rural Planning Act, the People's Republic of China Road Traffic Safety Act.

Article 2

The design, construction and management of public transport roads, freight parking parks are not applicable.

Article III refers to parking parks as described in this approach to open or indoor places for motor vehicle parking. These include public parking, specialized parking and road parking.

Public parks refer to mobile vehicle parking sites based on the planning of independent construction, the construction of public buildings and the adoption of temporary land.

The dedicated parking area refers to the place for the suspension of motor vehicles in this unit and the residential area.

Road parks refer to the garage of mobile car parks operated by law on urban roads.

Article IV. The Public Security Service is the garage authority responsible for organizing this approach.

The administrations such as development reform, planning, urban and rural construction, urban construction, business, tax, value, quality and human defence should be managed within their respective responsibilities.

Article 5 Public security authorities should establish standards for the construction of imaginable parking parks with the relevant sectors, organize the construction of public parking information systems such as the parking system, and manage parking parks using means such as sensitization, informationization.

Article 6. The city and the people of the region should be included in the annual financial budget and investment plans of the Government.

Chapter II Planning and construction of parks

Article 7. The construction of public parks should be guided by the principles of savings and the collection of land and take full advantage of the underground space and physical space-building parks. The construction of public parks should be rationalized and linked to urban transport systems.

When planning and building public parks, the need for new energy vehicles, such as electric vehicles, for example, to achieve or retain facilities, should be adapted.

Article 8. Article 11. Article 14. The following public buildings are not matched by standards and design of parking parking parks in the national and present city, and should be renovated in the context of alteration, expansion:

Article 16 encourages companies and individuals to invest in building public parks.

Chapter III

Article 18 provides paid services to the public and operators. Business, tax, price, etc. should be governed by law and, within 10 days of the process, the public security authorities should be provided.

Article 19 operators of public parks shall comply with the following provisions:

Chapter IV

Chapter V

Article 24 provides that the municipal public security authority shall be placed at the same time as the municipal facility authorities, and that road parking lots should be placed.

Article 25: The following regions shall not impose a place of road parking:

(i) The prohibition of temporary parking places by law, legislation and regulations;

(ii) Entrepreneurship and urban fastways in the urban areas;

(iii) The construction of public parking spaces capable of providing sufficient parking parking parks for a half-mile;

(iv) Fire corridors, specific pathways for blind people;

(v) Other undesirable paragraphs.

In one of the following cases, the public security authorities should withdraw the parking of roads:

Article 27 regularly provides an assessment of the transport situation of the urban road blocks by the municipal public security authorities, which is based on the state of road traffic and the surrounding parking requirements, adapts the place of road parking in a timely manner and publicizes to society.

Article 338 Staff of the executive authorities, such as public security, planning, urban and rural construction, violate the provisions of this approach by playing a role, abuse of authority, provocative fraud or failure to perform the functions set out in this approach, and by their offices or departments concerned to administratively dispose of the direct responsibilities and the principals.

Chapter VII

The management of the occupancy parking parks in the third occupants, the vast Central, Farchana and the Concorlipal District is carried out in the light of this approach.

Article 40 The scheme for the management of parking parks in the city of Shenung (Shial Order No. [2006]) was also repealed.
