Management of the production of metallurgical products in the northern province of the River

(Adopted at the 80th ordinary meeting of the Government of the Northern Province, held on 28 January 2011, by Decree No. [2011] of 9 February 2011] of the People's Government Order No. 1 of the Northern Province of the River

Article 1 establishes this approach, in accordance with the Regulation on the Management of the Production of Mining Minors in Northern Province.

Article 2 The provincial metallurgical production management is entrusted by the provincial government authorities for metallurgical products and is responsible for the specific work of the management of business supervision for the production of metallurgical mineral products throughout the province.

The municipal and district authorities of the Government of the People's Metal Mining Products are responsible for overseeing the management of the production of metallurgical mineral products in this administrative area.

Article 3. Governments of more than fertiles should undertake governance refurbishment or integration of small-scale smelting enterprises and small-scale opioid-free-resource-guaranteed mining enterprises to phase out the destruction and waste of mineral resources, damage and pollution of the ecological environment, mining, opioid processes and equipment that do not have security production conditions, promote the use of new technologies, new processes, new equipment, and improve the overall level of equipment and technology in the metallurgical industry and promote the rational exploitation of mineral resources.

Article IV engages in the production of metallurgical products and shall obtain a licence for the production of metallurgical mineral products issued by the administrative authorities of the Government of the province.

The new construction, alteration, expansion of the metallurgical mining unit for the construction of mines shall apply for a licence for the production of metallurgical mineral products, and, in addition to the submission of material under the preceding paragraph, shall also be submitted to the fixed-term asset investment project approval or documentation for the construction project.

Article 6 Licences for the production of metallurgical minerals by the smelting, mining process and ventilation units shall submit the following materials to the municipal authorities of the metallic nodule products in the area:

(i) Applications;

(ii) A copy of the licence of business and a copy of the licence for the safe production of the mine at the end of the mine;

(iii) Processing of mineral products consistent with the safety protocols of mines, industrial technology norms;

(iv) The material specified in article 5, paragraph 1, subparagraphs (iv), 5 (vi), of this approach;

(v) Other material provided by law, regulations.

The production units of the new construction, alteration, expansion of the choice of mines, gold processing and planting mine production project apply for a licence for the production of metallurgy products, and, in addition to the submissions provided in the previous paragraph, should also be submitted for approval or documentation for the fixed-term asset investment project for construction projects.

Article 7 The administrative authorities of the gold products and the relevant expert review the material, assigning more than two staff members to verify the substance of the application and transmit the observations and related materials to the provincial authorities of the Government's metallurgical products. Article 8. Article 9. The licences for the production of metallurgical products, mining licences or licenses for safe production of non-coal mines are cancelled, cancelled, cancelled and cancelled, and the licences for the production of metallurgical mineral products are nullified.

Article 22

(i) To grant administrative licences to applicants who do not have the qualifications of the application or do not meet the administrative licence;

Article 23 does not obtain a licence for the production of metallurgical mineral products for the production of metallurgical mineral products or for the production of metallurgical minerals produced by a production unit that does not acquire a licence for the production of metallurgical mineral products in the province, which is punishable in accordance with the relevant provisions of the Regulations on the Management of Business Monitoring of Minors in the North Province of the River.
