Protection of Northern Water in Beijing

(Adopted at the 82th ordinary meeting of the Government of Beijing, 4 January 2011, by Order No. 230 of 10 February 2011 of the People's Government of Beijing)

Article 1, in order to protect North-South water pipelines, to guarantee water security, to promote sustainable economic and social development in the capital, to develop this approach in the light of the prevailing situation in the city.

Article 2 Protection of North-South water coordination works within the city's administration is applicable.

This approach refers to the North-South Water pipeline, which is a guide to the bibliline engineering and its associated equipment facilities.

Article 3 of the North-South Water Conciliation Authority of the city is responsible for the protection of the North-South Water pipeline works in the city, the preparation and implementation of North-South water conservation planning, the major issues of integrated and coordinated engineering protection, and violations of the safety of the works are investigated by law.

Relevant administrations such as planning, land, water, public safety and security are responsible for the protection of the North-South Water pipeline within their respective responsibilities.

Article IV. Governments of the localities along the North Water pipeline should strengthen the organization and leadership of work protection in the current administration area, promote awareness-raising for engineering protection, promote the fulfilment of engineering protection obligations by the relevant units and individuals, and cooperate with the authorities of the North-South Water pipeline to detect violations that endanger the safety of the works.

The street offices along the South Water North-South pipeline should be stopped by the commune government of the town, reporting to the people of the region in a timely manner and to the authorities of the North-South Water pipeline.

Article 5

Article 6. North-South water pipeline works and their legitimate land are protected by law.

No unit or person shall be subjected to acts that endanger the safety of the North-South Water.

Article 7.

The operating units should comply with this approach and the relevant laws, regulations and regulations relating to water, planning, construction, security production, quality monitoring, environmental protection, enforcement of mandatory requirements for national and present municipal technical norms, the establishment of regulatory and operational protocols for the protection of works in this unit and the organization of implementation, the promotion of safety and protection of knowledge, the fulfilment of engineering protection obligations, the acceptance of the Government and the relevant executive branch, in accordance with the law, and the safety of work.

Article 8. The operation units should establish a system for the preservation of the North-South Circuit, with specialized personnel for the day-to-day inspection of the construction, such as the maintenance of the operation.

With a view to ensuring the security of the North-South Water pipeline, the operation units may permit social vehicles to use the road to the gateway and, in practice, request for the road to the use of the line. Related personnel and vehicles should strictly adhere to the requirement for use.

No units or individuals shall be allowed to start, close the gates, veterans (wells) or to use means of movement, cutting, singing, dismantling, and destroying, and their subsidiary equipment facilities.

Article XIV prohibits, within the context of the protection of the North-South Water pipeline, the following hazardous work safety:

(i) The cultivation of the plant may be deep-rooted plants;

(ii) Distinction, drilling, drilling, mining, extraction, excavation and sand;

(iii) The dumping of solid wastes such as garbage, arseas, and the release of toxic chemical items such as sewage, hydration;

(iv) The construction of buildings, the construction of buildings, and the storage of heavy items that cover the burden-load design standards;

(v) Removal vehicles, except on the road to which the vehicle has been installed before the implementation of this approach;

(vi) Other acts that may endanger the safety of the works.

Article 15. Agricultural land within the scope of engineering protection should be maintained from the date of publication of this approach to land use and use; non-agricultural land could be adjusted for land use. Farmers, village groups or other relevant rights have suffered losses and the Government compensates them.

Specific remedies are determined by the authorities of the North-South Water pipeline with the relevant executive and engineering authorities of the city's finance, agriculture, parking greenization, planning and land.

Article 16 should be established by the operation units to develop a security emergency response for the north-east of water, with the equipment and the regular emergency response exercise.

The construction safety emergency response case should be presented to the North-South Water Rehabilitation Authority.

The construction of new uniformed and southern Vietnamese water pipelines should be in line with the safety protection requirements of the North-South Water pipeline; the need for operating units to increase protection facilities, resulting in costs borne by the relevant engineering construction units.

Article 18 acts that endanger the security of the North-South Water pipeline, any unit and individual have the right to report to the local authorities of the North-South Water pipeline or to the people of the region.

The authorities of the North-South Water Transformation Authority or the authorities of the region should be processed in a timely manner.

Article 19: In the exercise of the oversight duties under this approach, the North-South Water Conciliation Authority and its law enforcement officials are entitled to take the following measures:

(i) Access to an on-site survey evidence, queries and information;

(ii) Examination of information, such as documents, photographs, and the right to reproduction;

(iii) To put an end to violations of this approach and to fulfil its statutory obligations.

Law enforcement officials should produce law enforcement documents when carrying out their oversight duties; the relevant units or individuals should cooperate without refusing or impeding them.

Article 20, in violation of article 12, paragraph 2, of this approach, is subject to a period of time being converted by the competent authorities of the North-South Water pipeline to a fine of up to 1000 dollars; a failure to change was delayed and a consequential remedy was taken by the authorities of the North-South Water pipeline, resulting in the costs incurred by the offender.

Article 21, in violation of article 13 of this approach, is being corrected by the authority responsible for the North-South Water pipeline, with a fine of up to 300,000 dollars.

Article 22, subparagraph (i), (ii), subparagraph (iii), (iv) or subparagraph (vi) of this approach is in violation of the provisions of article 14, subparagraph (a), subparagraph (i), subparagraph (ii), subparagraph (iv), or subparagraph (vi), of this approach, which is subject to a period of time by the competent authorities of the North-South Water pipeline, which may be fined by more than 100,000 dollars, and is not later corrected, subject to appropriate remedies by the authorities of the South Water pipeline, resulting in costs incurred by the offender.

Article 23, in violation of article 14, paragraph 5 of this approach, is subject to correction by the competent authorities of the North-South Water pipeline, with a fine of more than 1000 dollars.

Article 24, which violates the provisions of this approach, causes damage to the facilities attached to the north-east of water, should be held by the perpetrator to civil liability under the law to the operating unit; constitutes a violation of the security administration, punishable by law by the public security authority; constitutes an offence punishable by law.

Article 25. The operating unit does not perform the functions set out in this approach, such as charging, testing and maintenance, road protection, emergency response exercises, and is subject to a change in the period of time by the authorities in the north-east of the city's water; failure to change or cause adverse consequences, and administrative disposition of the responsible and other direct responsibilities directly responsible.
