The right to advertise outside of the city opens the provisional approach.

Article 12 The transferee shall enter into a contract with the urban-rural sanitation management for advertising outdoors within 5 days of delivery. A special licence to advertise the contract as an external advertisement for approval would no longer be subject to single approval.

The Exclusive Elective Arrangement of the Contract is a pre-received licence issued for approval by an external advertisement.

Article 13. The transferee shall authorize more than three design units with corresponding qualifications, respectively, to develop outdoor advertising design programmes, to be evaluated by interested departments and experts in the design of outdoor advertisements, and to identify outdoor advertising programmes.

Article 14. The period of effectiveness took place after 60 days of the date of the signing of the Declaration. Emissions of an ex posterbation exercise were made public.
