Management of natural protected areas at the national level

(Adopted at the 43rd ordinary meeting of the Government of the Greater MERCOSUR on 4 July 2011, No. 114 of 12 July 2011, by the Decree No. 114 of 12 July 2011, published as from 1 September 2011)

Article 1, in order to strengthen the management of the natural protected areas of the large ringed seal, protect the seal and its living environment, preserve the ecological balance, develop this approach in conjunction with the relevant laws, regulations, such as the National People's Republic of China's natural protected area regulations.

Article 2 of this approach refers to the natural protected area established by the Department of State for the protection of the buffer seal resources and its living environment by sea-based water wildlife protected areas.

The buffer area is located in the sea in the western part of this city in three functional areas of the core area, the buffer zone and the experimental area. The area of the buffer zone and the functional areas is implemented in accordance with the relevant national provisions.

Article 3 governs the management of the buffer area.

Article IV of the Municipal Fisheries Authority is the Concordal seal, which is affiliated with the Conseils Authority responsible for the specific management of the buffer area.

The municipal authorities concerned, the area (communes) in the area of the buffer zone and municipal government agencies with administrative functions are responsible for the management of the buffered sealed protected areas in accordance with their respective responsibilities.

Article 5 Management of the sealed protected areas should be consistent with the integration of integrated management with subsector management, the principle of regular management and dynamic management and the proper handling of relationships with local economic construction and the production of the population.

Any units and individuals have the obligation to protect the seals and the ecological environment and have the right to inspect and prosecute acts that endanger the seal and destroy the ecological environment.

Article 7 Various specific plannings developed in the sector relate to the buffer area, and the advice of the authorities of the buffer sealed protected area should be sought to ensure that the various specific planning is in line with the construction of the buffer area.

The buffer zone management body should develop and organize implementation plans for the management and protection of the buffer area based on the construction of the buffer area.

Article 8

The units that may occur in the vicinity of the buffer zone in the area of major marine environmental pollution incidents should establish environmental pollution emergencies and be equipped with the corresponding personnel, material and equipment in accordance with emergency scenarios. The emergency prestige shall be reported separately to the environmental protection authorities, the authorities of the sealed protected area, and the licensee.

Article 9. Persons entering the buffer area shall be subject to the management system of the buffer sealed protected areas and receive the management of the buffer sealed protected area.

Activities such as scientific research, teaching, visiting and tourism in the buffer zone should be governed by law.

Article 10 does not build any construction projects within the core areas and buffer zones of the buffer area. In the pilot area of the sealed protected area, there shall be no construction of contaminated environments, production facilities that undermine resources, and other projects that may not exceed national and local-mandated emission standards. Facilities already established in the pilot area of the buffer zone, with their pollutant emissions exceeding national and local emission standards, should be limited to governance; damage caused and remedial measures are required.

Article 11. The development of construction may have an impact on the licensee's seals and shall be governed by law after consultation with the licensee.

Article 12

Article 13. The ship shall be subject to continuous navigation by virtue of the buffer area.

Article 17 vessels carrying dangerous goods are navigationed in sealed seals and entered into a ship-breaking waters, and they should be subject to the ship-breaking regulations, the use of prescribed navigation cruises, and the entry into the waters of the ship's reporting system, which should be part of the ship's reporting system in accordance with the relevant national provisions.

Article 18 prohibits hunting and hurting seals; prohibits the arrest of garettes, except in cases where the law, regulations stipulate that may be seized.

In the event of the fishing operation, the seals of the seals should be broken without delay.

Article 20 covers the period from 1 December to 30 April each year. During the cruise, the sealed protected area management could demarcate a certain range of restricted fishing zones and make them public. The fishing area is prohibited.

The construction work may have an impact on the buffer seal and its living environment and should avoid the opening of the sealed cruise.

Article 21 provides compensation requirements to the authorities of the buffer zone due to economic losses caused by the protection of the seal. It is true that the investigation is to be compensated by law.

Article 2 violates this approach by law by the authorities or institutions concerned.

Article 23. The authorities of the buffer zone, the management of the sealed sealed protected area or other relevant departments have one of the following acts in violation of this approach, which is redirected by the Government of the current people, the relevant departments of the Government of the High-level People's Government or the supervisory authority, in accordance with its mandate, to inform the criticism; and administrative disposition of the responsible supervisor and other direct responsibilities by law:

(i) No construction planning or management and protection plan for the buffer area;

(iii) No pre-emption cases of environmental contamination in the buffer area;

(iv) Approval of the construction of production facilities at the core and buffer zones of the buffer area or approval of the construction of contaminated environments in the pilot area of the buffer zone and the destruction of resource production facilities;

(v) There was no delimitation of the restricted fishing area during the cruise of the seal.
