Public security video information system management approach in Gangang Province

(Adopted at the 75th ordinary meeting of the Government of Gangong Province on 25 February 2011, No. 78 of 1 March 2011, by the People's Government Order No. 78 of 1 May 2011)

Article 1 builds and manages public safety video systems, enhances public service capacity, guarantees public safety, protects the legitimate rights and interests of citizens, legal persons and other organizations, and develops this approach in the light of the relevant legislation.

Article 2

Article 3. The public safety video information system, as described in this approach, refers to systems for the use of image-gathering, transmission, control, demonstration of equipment and other related equipment for video recordings of places and regions involved in public safety.

Article IV. The construction, application and maintenance of public safety video information systems should be guided by the principles of integrated planning, harmonization, integrated construction, resource sharing and legitimate use.

The construction, application and maintenance of public safety video systems must not disclose State secrets and commercial secrets, nor violate personal privacy and other legitimate rights.

Article 10. Building and maintaining a public safety video information system and accompanying products should be in compliance with mandatory standards. Article 16: The Public Security Video Information System shall be subject to the following provisions:

(i) The establishment of systems such as confidentiality of information, boarding, operation maintenance and safety inspections;

(ii) Training and supervision of public safety video systems and the delivery of personal information to the local public security authorities;

(iii) Registration of candidates, time, use and reproduction of image information data;

(iv) Provide data on images in strict compliance with the scope and content of the approval;

(v) The discovery of suspicious information relating to public safety or the location of mobile video equipment should be reported promptly to the public security authorities at the district level;

(vi) Maintenance of public safety video information systems on a regular basis and ensuring their normal functioning;

(vii) The public safety video information system should operate on a day-to-day basis and should not be discontinued without delay, such as the disruption of the operation;

(viii) The effective storage period for images of public safety video information systems is generally not less than 30 days; major image information data on public safety are to be replicated; replicated image data are presented to the public security authorities for storage and effective storage periods for less than two years.

No unit or individual shall have the following acts:

(i) The use of public safety video information systems or the location, intake of equipment;

(ii) Change, concealment and damage to the original image information data on the public safety video information system for the period of storage;

(iii) Receive access, download and replication of images of public safety video information systems;

(iv) To deny, impede the use by public security authorities and other relevant units of public safety video information systems and their image information data by law;

(v) Other practices affecting the normal functioning of public safety video information systems.

Public security authorities and other relevant units should strengthen the management and supervision of public safety video information systems, day-to-day operation, legitimate use, information security, and establish security mechanisms to ensure regular functioning.

In one of the following acts, the period of time being converted by the public security authority of more than communes, was not changed until later, with a fine of up to 1,000 units and a fine of up to 200 heads of units or directly responsible persons:
