Safety of temporary accommodations and construction sites in non-resident homes in the sea City

(It was considered at the 101st ordinary meeting of the Shanghai People's Government, held on 28 March 2011, through Decree No. 61 of 30 March 2011, Publication, effective 1 May 2011)

Article 1

In order to enhance the safe use of temporary accommodations and temporary accommodations for non-resident houses, such as sequestration plants, warehouses, and construction sites, to maintain social public safety, and to develop this provision in line with the relevant laws, regulations.

Article 2

The security management of temporary accommodations and temporary accommodations in non-resident houses, such as warehouses, and construction sites, are governed by this provision.

Article 3 (Management)

The Municipal Public Security Agency is responsible for the administration of temporary accommodations and construction of temporary accommodations in non-resident homes and construction sites.

The Urban Transport Commission is responsible for overseeing the management of the safe use of temporary accommodations at construction sites.

The housing guarantees the management of homes, planning, economic informationization, safe production, environmental protection and hygiene, in line with their respective responsibilities.

Article IV

The public security sector should strengthen the monitoring of the safe use of temporary accommodations and construction sites that are not covered by housing, and identify security, fire sparkation, and should promote the timely rehabilitation of units or individuals.

Article 5

The management units of temporary accommodations that do not reside in the home alterations should send the following information on temporary accommodations to the public security station at the location:

(i) The name or name of the owner, residence;

(ii) The name and residence of the management unit;

(iii) The location of the house;

(iv) The total area is used in temporary accommodations.

Article 6

The construction units for the construction of temporary accommodations should include the following information on temporary accommodations and the posting of public safety at the site:

(i) The name and residence of the construction unit;

(ii) The location of the construction site;

(iii) The total area is used in temporary accommodations.

Article 7

Temporary accommodations and temporary accommodations for the provision of non-residential housing alterations should be in line with the following requirements:

(i) The necessary living facilities, firefighting facilities;

(ii) Maintain access to homes and access;

(iii) The standard of living of each person is in accordance with the relevant provisions of this city;

(iv) Other requirements under laws, regulations and regulations.

Article 8

The temporary accommodation of the construction site can only be used for the accommodation of the staff on the ground.

Article 9

(vi) Other acts prohibited by law, regulations and regulations.

Article 10

The heads of the temporary accommodation units that do not reside in the home alterations and the construction unit responsible for the safe use of the temporary accommodation stores for the construction of the temporary accommodation and construction site.

Article 11

Article 12

Article 13

The construction unit for the construction of temporary accommodations should register effective identification documentation information for temporary accommodation accommodation accommodation accommodation staff and register information on the local public security station.

Article 14.

In violation of the relevant provisions of this article, laws, regulations, regulations and regulations are punishable by the relevant administration.

Article 15

Article 16

Article 17

Article 18

In violation of article 13 of the present provision, the management unit of temporary accommodation units that do not reside in the home, the construction units that establish temporary accommodations in the construction area are not registered in accordance with the provisions and the information provided by the security sector in the district (the district) are subject to a period of time; and the period of up to 5,000 kidnapped by over 1000.

Article 19

This provision has been implemented effective 1 May 2011.
