Article 1, in order to strengthen the management of electric motorcycles, to maintain road traffic order and to guarantee safe access to road traffic, to develop this approach in line with the relevant laws, regulations, such as the People's Republic of China Road Traffic Safety Act, the National People's Republic of China Road Traffic Safety Act, and the Northern Province of Lakes.

Article 2, this approach applies to the sale, registration and movement management of electric vehicles within the city's administration.

Article 3 of this approach refers to the use of a battery as a supporting energy, with two trucks, capable of achieving a human jet, electric power or help function and a self- vehicle consistent with national standards.

Article IV. Transport management of the public safety authority is responsible for the registration and management of electric vehicles.

The quality technical supervision sector is responsible for organizing a qualified directory for the registration of the current municipal electric vehicles and for the supervision of the quality of the electric vehicles.

The business administration sector is responsible for overseeing the marketing of the electric-led vehicle market.

Relevant sectors such as environmental protection, urban management, finance and price management of electric vehicles in accordance with their respective responsibilities.

Article 5

The municipal quality technical supervision sector should prepare a list of qualified candidates for the registration of the current municipal electric vehicles, in accordance with national standards, to be made available to the community and updated in due course, and to implement dynamic management.

The producers selling their own vehicles in this city or their authorized salesrs are licensed to operate, industrial product production permits, vehicle test reports from statutory quality inspection agencies, post-commercial service systems, photographs of movable vehicles and related technical data to the municipal quality technical supervision sector for the inclusion of a qualified directory for the movable vehicle registration.

The municipal quality technical supervision sector should organize the clearance of requests for materials by sector and relevant experts, such as the administration of business administration, the management of transport by public security authorities, and include a list of qualified experts in compliance with national standards, with a specific approach being developed by the municipal quality technical supervision sector with the relevant sectors.

Article 6.

Article 7. The owner of the movable vehicle shall be registered in accordance with the law and in the business administration sector, sell the creativity in accordance with national standards, provide a notice of eligibility for the registration of an effective navironmental creativity at the sales site, and inform the consumer of whether its purchase is capable of registering its own vehicles in the city.

Consumers may report complaints to the business administration.

Article 8 encourages producers and sales of electric vehicles to take the recovery of the old electric vehicles, including through the replacement of old ones.

Lead acid producers, solders should take recycling, for example, lead-breaking batteries, using new replacements, and recovered lead acid batteries should be processed by units with hazardous waste operating licences.

Article 9. The PPN should be registered as a product for the registration of a qualified directory of the EPN.

Roads cannot be taken without the registration of a public safety agency's transport management and the receipt of the relevant brands.

The motivating vehicle with field cards is not registered by the transport management of the public security authorities in the city.

The specific approach to the registration of the electric vehicles was developed by the Transport Administration of the Municipal Public Security.

Article 10 Transport management of the public safety authority should make the conditions, procedures, fees standards, submissions and requests for model texts available to society and take additional registration points, permit the saleers to pre-empt the registration of their own vehicles to facilitate the registration of the communes.

Article 11. The owner of the electric vehicle shall, within 30 days of the date of the purchase of the vehicle, apply for the registration of the pre-six procedures to the transport management of the public security authority in the place of residence, and on-site inspection vehicles:

(i) The owner's legal identity;

(ii) Invoices for the acquisition of vehicles or other vehicles are lawfully certified;

(iii) A certificate of eligibility for vehicles.

Public safety authorities' transport authorities should register on a day-to-day basis, a nuclear registration certificate, a pass card and aboard, without registration, and the reasons should be given in writing to the applicant.

Article 12

Article 13 encourages producers, salesers, owners to maintain accidental injury and third-party liability insurance for electric vehicles.

Article 14. The Public Security Agency's traffic management has issued a slot for the purchase of the royalties and should implement the projects and standards approved by the Ministry of Finance, Prices, and pay the fees in full.

Article 15.

It is prohibited to add power devices or other barriers to transport safety.

Article 17

Article 20 Traffic management of public security authorities may, in accordance with road and transport flows, take measures such as restrictions on movement and movement in specific regions or routes.

Article 21 Transport management of the public security authorities should strengthen the work of electric vehicles, archival management and information collection, establish a network of movable computers and provide information access to society.

The transport management of the public security authorities should strengthen the awareness of road safety laws, legislation and knowledge, leading to the safe driving of the electric smoil, and defend the road traffic order.

Sections such as transport management, quality technical supervision, business administration, material prices, environmental protection should, within their respective responsibilities, enhance the supervision of electric vehicles, establish reporting complaints processing systems, publish complaints telephones, deal promptly with complaints, preserve and guarantee the legitimate rights and interests of productive operators and urban people.

Article 23 consists of one of the following acts:

(i) The sale of electric movable vehicles that are not in accordance with national standards, which is addressed by the business administration in accordance with the People's Republic of China Product Quality Act;

(ii) The saler is not required by law and replaced by a consumer's request and is governed by the Consumer Rights and Welfare Guarantee Act of the People's Republic of China;

(iii) Recycled lead acides are not dealt with by units with hazardous waste operating licences and are dealt with by the environmental protection administration in accordance with the People's Republic of China Act on Environmental Control for Solid Waste Pollution;

(iv) In violation of article 17, paragraph 1, of this approach, by the transport management of the public security authorities in accordance with the Law on Road Traffic Safety of the People's Republic of China, the Regulations on Road Traffic Safety of the People's Republic of China (Act No. 405 of the State of State), the Northern Province of the Great Lakes Region in the implementation of the Road Traffic Safety Act of the People's Republic of China;

(v) In violation of article 17, paragraph 2, of this approach, by the transport management of public security authorities and the administration of urban administration, within their respective responsibilities, in accordance with the People's Republic of China Road Traffic Safety Act, the National People's Republic of China Regulations on Road Traffic Safety Law (Act No. 405 of the State of State), the Northern Province of the Great Lakes Region (the approach to the implementation of the Law on Road Traffic Safety of the People's Republic of China and the pilot approach to administrative penalties relative to the management of the city of Vilhan City (No. 137 of the city);

(vi) Failing, transforming or using falsified, converted electric vehicles, registration certificates, pass, etc., which are dealt with by public security authorities in accordance with the Law on Justice Management of the People's Republic of China.

Article 24 consists of one of the following acts, which are dealt with by the transport management of the public security authorities in accordance with the following provisions, and, if necessary, by the transfer of electric vehicles driven by the perpetrator to the designated location or by law:

(i) Restructuring the process of redirecting or registered structures, major technical parameters, or unauthorized weighting devices and other barriers to transport safety devices, and fines of up to $50 million;

(ii) The intentional intrusion, humidation, or the use of other electric vehicles, a registration certificate, a pass, and a fine of up to $50 million;

(iii) The unregistered motivated creativity route, or a ministrative vehicle with field plates, which is not registered by the transport management of the present city, is registered on the road to the city, with a deadline for registration and a fine of 50 dollars;

(iv) No vehicle carrying the vehicle, or a fine of 20 kidnapped in the area prohibited by the hiding;

(v) Inadequate the installation of electric movable hidings in accordance with the provisions, the order is being changed and a fine of $20;

(vi) A fine of $3000 for the delivery of passenger battalions;

Article 25 Transport management of public security authorities and staff of other relevant departments performing their responsibilities in the management of electric motorcycles, abuse of their functions in the management of electric motorcycles, insecure, insecure and infrastructural fraud by their units or superior authorities, and criminal responsibility is brought to justice by the judiciary.

Article 26

The owner of the vehicle shall apply for registration by the transport management of the place of residence in three months from the date of implementation of the scheme, for the period of three months prior to the purchase of (at the time of the invoice), without registration, and for road departure.
