Modalities of public institutions in the province

(Adopted at the 76th ordinary meeting of the Government of the Grand province on 24 March 2011, No. 79 of 26 March 2011, by the People's Government Order No. 79 of 26 March 2011, issued since 1 June 2011)

In order to promote the energy efficiency of public institutions and to play a role in the demonstration of the energy efficiency of public institutions in all sections of society, and to develop this approach in line with the laws and regulations such as the People's Republic of China Act on Saving Energy, the Public Institutions Section Regulations.

Sections of public institutions within the current province can apply.

The approach refers to public institutions, which are owned or partly by national organs, units and groups using financial funds.

Article 3 agencies working in provincial management bodies are responsible for promoting, guiding, coordinating and overseeing the functioning of public institutions throughout the province, with the guidance of the provincial management sections.

Agencies working in municipal and district administrations are responsible for the supervision of the management of this public body under sectoral guidance that can be done at the same level under the same management section.

The institutional authorities, such as education, science and technology, culture, health and sports, are able to carry out the work of public institutions within the system, under the guidance of the agencies working in the same-level management bodies; institutions that are in charge of vertical management are able to carry out the work of public institutions in this system, with the supervision of the institutions working in provincial administrations.

Article IV. The public body can work with the objective responsibilities and the archaeological evaluation system, and the Government of the people at the district level should include the completion of the energy efficiency targets as an important element for the annual evaluation of public institutions and their heads; and the failure to complete the annual section-enabled mandate to remove its annual prequalification and to inform them.

Article 6. Article 7 provides incentives for units and individuals that make a significant difference in the work of public institutions, either by the people's Government or by institutions responsible for the administration of affairs.

Article 8. Agencies working in provincial management bodies should develop plans for long-term planning and public sector festivals throughout the province, in line with specific planning for economic and social development across the province.

Agencies working in municipal, district and district management bodies should develop plans for the medium- and long-term planning of public institutions throughout the province, in accordance with the medium- and long-term planning of this administrative regional public agency section, as well as the institutional reserve for the work of the management bodies at the top level.

Article 9. Agencies responsible for the management of organs shall be able to meet the targets and targets set by the planned sections in the year. Agencies working in municipal, district and district management bodies should make regular statistics, make public information available at this level and channel statistical aggregate data and data analysis reports to the agencies involved in management.

Article 14. The Government of the Provincial People's Government's procurement supervision management should include a directory of the procurement of energy-efficient products, equipment and equipment with the relevant sector, giving priority to the acquisition of products, equipment that are certified by energy-efficient products.

The Provincial Government should incorporate products, equipment in the directory of the Government's procurement directory into the Government's centralized procurement catalogue.

Public institutions should purchase products, equipment and equipment included in the directory of energy products, equipment and environmental mark products, in accordance with national provisions relating to mandatory procurement or priority procurement.

Article 15. Agencies working in management organs should concentrate and optimize the allocation of resources such as office accommodation, office facilities, equipment and equipment for public institutions to promote uniform planning, harmonization, management, efficiency and energy consumption.

Article 16 agencies working in the management bodies will develop, with the relevant departments, plans for the renovation of buildings and organize implementation. Public institutions should actively promote e-government, enhance informationization, networking and promote paperless offices, rationalize control of the number and size of meetings, and establish systems such as sound videoconferences, web video conferences and conferences to reduce energy consumption.

Article 19 The public bodies should take the following measures to enhance management:

(i) Enhance the day-to-day office power management, shut down the electrical equipment in a timely manner, reducing the depletion of the machine and establishing an ITU inspection system;

(ii) Strict implementation of national regulations relating to temperature control in air conditioning, making full use of natural wind and improving air conditioning management;

(iii) Tropical buildings should be upgraded to cater for heating, plus moderate control facilities, and the application of heat-based measurements and heat-based fees;

(iv) Enhance the management of its own heating system by using advanced technologies and equipment to enhance energy efficiency, in accordance with the need for energy measurement and adaptation of fuel, fuel, fuel, fuel, and gas stoves;

Article 20 shall take the following measures to enhance the management of vehicle festivals:

(i) Staffing vehicles in accordance with standards, with priority being given to the use of low-energy, low-pollutant and clean energy-efficient vehicles and the strict implementation of the vehicle reporting system;

(ii) The development of public service vehicles that can lead to fuel regulation and the consumption of single trucks, the establishment of a public service vehicle fuel consumption and the regular publication of a single vehicle transport and fuel consumption system and the introduction of a fuel incentive system;

(iii) Actively explore socialization of public service vehicle services, prohibit the use of vehicles for non-public purposes and encourage staff to use public transport tools, non-motive transport tools.

Article 21 Governments of the local population at the district level should incorporate public agency funds into the current financial budget to support the supervision of the building of the management system, energy management, energy management of contracts, technology transfer and product promotion applications, incentives, etc.

Article 22 provides for cost savings for public institutions to carry out activities that can be disbursed. Specific approaches are developed by institutions working in provincial administrations with provincial financial and provincial development reform departments.

(x) Implementation of national and provincial support, limitation or phase-out of user-friendly products, equipment, facilities and materials;

(xi) Implementation of energy efficiency standards in the design, construction process, and implementation of existing construction-based energy efficiency measures in the areas of rehabilitation, renovation and sequencing;

(xii) Other sections provided for in laws, regulations and regulations are able to monitor inspection matters.

Emphasis should be given to public institutions that are not well regulated by the energy consumption regulations and that use energy in excess of energy consumption.
