Chapter I General

In order to reward units and individuals that have made a significant contribution in scientific and technological progress, to mobilize the active and creative nature of scientific and technological practitioners, to encourage scientific research and technological innovation, to develop this approach in line with the provisions of the Law on Science and Technology Progress of the People's Republic of China, the National Science and Technology Awards.

Article II applies to activities such as the recommendations, evaluation, awards and awards of scientific and technical awards established by the people of the city within the city's administration.

Article 3. The municipal science and technology administration is responsible for the organization of the evaluation of the current municipal science and technology awards.

Article IV. Municipal science and technology incentives are guided by the principles of respect for labour, respect for knowledge, respect for talent, respect for creative approaches, evaluation, granting the authority and seriousness of scientific and technological incentives in accordance with the principles of openness, equity and justice.

Chapter II

Article 5

(i) Science and technology revitalization awards;

(ii) Science and technology progress awards;

(iii) Rural Science and Technology Promotion Awards;

(iv) Patent awards.

According to the need to promote science and technology development, the Government of the city can adjust the science and technology awards.

Article 6. Various science and technology awards established by the social forces should be registered in accordance with the relevant provisions.

Article 7

(i) A major breakthrough on contemporary science and technology, or an excellent building of trees in science and technology development, has made a prominent contribution to promoting scientific and technological progress and economic development in the city;

(ii) Significant breakthroughs such as science and technology development, the transformation of scientific and technological outcomes, the development of high-technical industries and the establishment of emerging industries, creating significant economic benefits or social benefits.

Article 8

(i) In the implementation of technical development projects, significant scientific and technological innovation, the adaptation of scientific and technological outcomes or the industrialization of high-technical technologies have resulted in the creation of significant economic benefits;

(ii) To achieve significant research results in the implementation of social good projects and to create significant economic benefits or social benefits;

(iii) In the implementation of soft scientific research projects, research results play an important role in promoting scientificization and management of decision-making and in promoting coordinated development of science and technology, economy and society.

Article 9 Rural Science and Technology Promotion Awards units and individuals that have achieved significant economic, social and ecological benefits in promoting the use of new agricultural varieties, new products and new technologies.

Article 10 provides for the creation of significant inventions and the realization of patent inventions that are significant economic or social benefits, as well as units and individuals contributing to patent implementation.

Article 11. Municipal science and technology awards are divided into the following categories, each year.

(i) Individual and project awards for the Science and Technology Revitalization Award;

(ii) Awards for scientific and technological progress;

(iii) Rural Science and Technology Promotion Awards I, II and III;

(iv) The patent awards are awarded one, two and three.

Chapter III Evaluation bodies

Article 12. The Government of the city has established the Scientific and Technical Approval Committee (hereinafter referred to as the Evaluation Committee), with the participation of specialists, academics and academics in science and technology, education, economy and, in accordance with the provisions of this approach, the evaluation of the municipal science and technology awards.

In accordance with Article 13, the evaluation committee could establish a number of professional evaluation teams to conduct the initial evaluation of the technical areas of the municipal science and technology awards.

Chapter IV Recommendations

Article 16

(i) The Governments of all districts, districts (markets), the High New Zone and the Development Zone Management Committee;

(ii) All sectors of the city's Government and institutions;

(iii) Central, provincial presence in Shen;

(iv) Other units identified by the municipal science and technology administration and scientific and technical experts.

Article 17 recommended incentives for project units should be registered in this city, and recommended incentives should be applied within the city's administration for more than one year, subject to technical evaluation and to obtain tangible technical results, economic benefits or social benefits.

Article 20 contains one of the following cases and does not recommend municipal science and technology awards:

(i) There are disputes relating to intellectual property, completion units, completion of personnel, and have not been resolved;

(ii) The law, regulations stipulate that a licence project should be obtained without a licence;

(iii) The same awards have been obtained for more than provincial awards;

(iv) The project has not been implemented within the city's administrative region.

Article 21 recommended units should complete the recommended form of a unified format in accordance with the provisions for the recommendation of candidates and projects for municipal science and technology awards. The recommended candidate for the municipal science and technology awards and the unit of the project should complete the application of the harmonized format to provide authentic and reliable evaluation materials and material.

Chapter V Evaluation, approval and awards

Article 26 The municipal science and technology administration, in accordance with the evaluation committee's incentive recommendations and the treatment of objections, has drawn up awards, awards, incentives, and incentives, for approval by the Government.

Article 27 of the Municipal Science and Technology Award was awarded by the Government of the city.

Chapter VI Legal responsibility

Article 33 is a burglary, intrusive of the scientific and technological outcomes of others, or otherwise unjustifiable means of decepting the municipal science and technology awards, which are revoked by the municipality's science and technology administration after the approval of the Government of the city.

Article 31 assists others in decepting municipal science and technology awards, which are criticized by the municipal science and technology administration, and that the persons responsible for direct responsibility are treated by the competent authorities in accordance with the law.
