Modalities for the management of the Public Security Archives Information System in the Province of Chungi

(Act No. 151 of the People's Government Order No. 151 of 16 June 2011)

In order to regulate the planning, construction, management and use of public safety images information systems, to protect the physical and property security of citizens, legal persons and other organizations, to maintain public safety, and to develop this approach in accordance with the Safety Technical Preventive Regulations in the Province of the Republic.

Article 2

This approach refers to the use of technical means, such as videos, to collect, transmit, store, demonstrate and manage the use of equipment, facilities and software for the storage, storage and management of image information.

Public safety image information systems should be guided by the principles of harmonization of planning, harmonization of standards, integrated construction, resource sharing, legitimate use and conservative State secret, commercial secrets and the protection of the privacy of citizens.

Article IV. Governments at all levels should strengthen their leadership in the application of public safety image systems and organize development reforms, education, industrial information, finance, housing and rural and urban construction, transport, water, business administration and the use of public safety image information systems.

Article 5

(i) Planning for public safety image information systems in the administration area, with the approval of the Government of the same people;

(ii) The construction, management and use of public and regional public safety image information systems, such as urban roads, square brackets;

(iii) Harmonize the resource integration of existing image information systems involving public safety;

(iv) Guidance and oversight for the construction, management and use of public safety image information systems for other organs, groups, business units.

Sectors such as development reform, education, industrial information, finance, housing and rural and urban construction, transport, water, business administration and material should be guided by their respective responsibilities, under the leadership of the Government of the same people.

The units such as electricity, telecommunications operation, radio and television are working together.

Article 6. The provincial public security authorities shall, in accordance with national provisions, establish technical standards for the public safety image information system in the province, subject to approval.

The following places and regions should install public safety image information systems:

(i) The scope of the provisions of article 14, subparagraphs (i) to (ix), of the Security Technical Preventive Regulations in the Province of Sihan;

(ii) Highway, urban roads, rapid urban gateways, tunnels, major bridges or rankings, and regional public safety checkpoints;

(iii) Public activities, such as schools, kindergartens, hospitals, parks, large square brackets, and important points of assembly;

(iv) Logistics centres, large-scale storage sites and important parts of the agricultural market;

(v) An important part of the river's fire, water treasury, man-made lakes and other hydro-energy works;

(vi) Other complex places of social security.

The preceding paragraph referred to important passages, the importance of the post, or the place of the public safety.

The following places and regions prohibit the installation of video surveillance equipment:

(i) hotel rooms;

(ii) Collective and personal accommodation;

(iii) Public bathrooms, more clothing, sanitation, breastfeeding rooms, etc.;

(iv) Operational areas where personal information on clients may be disclosed in financial, insurance and securities sites;

(v) Regions where individual will be expressed, such as electoral boxes, polling points;

(vi) Other places and regions involving personal privacy.

Article 9 provides for the construction, management and use of public and regional public safety image information systems, such as urban roads, slots, etc., and is included in the Government's financial budget.

Public safety image information systems installed in other places and regions are responsible for the construction, management and use of costs by the competent organs, groups, business units.

Article 10, agencies, groups, business units should be guided and monitored by public security agencies, in accordance with Article 7 of this approach, by building or building their own image information systems.

Article 11. The installation of public safety image information systems in public places should be clear.

Article 12 Public safety image information systems should be updated and upgraded in a timely manner, based on technological development and the use of needs.

Sections with construction project approval and inspection functions, such as development reform, industrial information, housing and rural and urban construction, should be informed that construction units can seek the views of public safety authorities on the public safety image information system.

Article 14. Public security authorities and other administrative departments shall not designate design, construction and maintenance units in any form for the construction of public safety information systems and shall not designate product brands and sales units.

Article 15. The public safety image information system installed in accordance with article 7 of this approach may change or dismantle the relevant facilities, equipment, change or removal of the state-level public security authority of the reporting location within 30 days.

Article 16 Use units of the public safety image information system shall perform the following functions:

(i) The establishment of systems such as confidentiality of information, fact sheets, operation maintenance and safety inspections;

(ii) Training in the use of pedagogical, operational skills and confidential knowledge of public safety images information systems;

(iii) No change in the location and functioning of public safety image information systems facilities, equipment and functionality shall be removed from the original records of the system;

(iv) Identify suspicious information relating to public safety and other criminal offences and report promptly to public security authorities;

(v) Coordinate with law enforcement authorities the use of public safety image information systems and information materials;

(vi) Registration of units, personnel, time, use, etc. for access to information, reproduction or retrieval;

(vii) The storage period for information is not less than 30 days; the law, legislation and regulations provide otherwise, from their provisions.

Article 17, Public security, national security authorities and other administrations, which are required by law enforcement, can access information on public safety image information systems; the need to replicate or redirect information on public safety images, should be approved by the Head of the Authority, and the public security authorities and other administrations should be approved by the heads of the public security authorities at the district level.

As a result of the need to maintain national security, public safety and social security, the national security and public security authorities can access or directly use public safety image information systems of the relevant units, with the approval of the heads of State security agencies or public security authorities.

When accessing, replicating or redirecting information on public safety images, all persons and managers of the public safety image information system should cooperate actively and should not collect any costs.

Article 18

(i) Law enforcement officials are not less than two;

(ii) To have law enforcement qualifications and to produce law enforcement documents;

(iii) Implementation of registration procedures;

(iv) Observance of systems such as the use and confidentiality of information on public safety images information systems.

When replicating or redirecting information on public safety image systems, the approval document under article 17 of this approach should be presented, in addition to compliance with the preceding paragraph.

Public security authorities should provide guidance and oversight on the scope of installation of public safety images information systems, day-to-day operation, maintenance and information material security management, and find that problems are being replicated in a timely manner.

Article 20, Construction, use of units and individuals in public safety images information systems, provides important evidence or slogans for the detection of major criminal cases, the capture of key criminal suspects, and the salient contribution to the maintenance of social security, which should be recognized, rewarded and rewarded by public security authorities for the units and individuals concerned.

Article 21, in violation of this approach, has already been dealt with by legal regulations, which are provided for.

In violation of article 8 of this approach, the public security authorities at the district level are responsible for the demolition; the denial of the removal of forced demolitions, the imposition of fines on units and more than five thousand dollars, the fine of up to $200 million for individuals; violations of the law; and the treatment of them in accordance with the law; and the commission of criminal liability in accordance with the law.

Article 23, in violation of article 11 of this approach, is changing the time limit by the public security authorities at the district level; unprocessarily, with a fine of more than one thousand dollars.

Article 24, in violation of article 15 of this approach, is fined by more than one thousand dollars at the district level of public security.

Article 25, in violation of article 16 of this approach, is corrected by an order of responsibility of the public security organs at the district level, and imposes a fine of more than one thousand dollars of the unit, which imposes a fine of up to two hundred heads of the unit and the direct responsible person; constitutes an offence punishable by law.

Article 26 is incompatible with the specific administrative actions of public security authorities in the management of public security image information systems, which can be applied by law for administrative review or administrative proceedings before the People's Court.

Article 27, Public security, national security authorities and other administrative departments and their staff, violates the provisions of this approach that criminalize abuse of their functions, negligence and invoking private fraud, and criminalizes by law.

The twenty-eighth approach is implemented effective 1 August 2011.
