Medalities for fire safety in Glin City

(Adopted at the 54th ordinary meeting of the Government of the XIV People, held on 5 May 2011, by Decree No. 215 of 7 June 2011 of the People's Government Order No. 215 of 7 June 2011)

Chapter I General

Article 1 establishes this approach in order to further strengthen fire safety efforts, implement fire-fighting responsibilities, establish a mechanism for sound incentives to effectively prevent the occurrence of fire accidents, in accordance with the laws and relevant provisions of the People's Republic of China Fire Act.

Article II applies to incentives and penalties for fire safety in the present administration.

Article 3. Municipal fire safety committees are responsible for the entire municipal fire awards.

The Regional Commission for fire safety in the district (market) is responsible for the work of firefighting awards within the current administration.

The Office of the Regional Commission for Fire Safety in the city, district (market) is responsible for the day-to-day work of fire awards.

Article IV. Fire incentives maintain a combination of mental incentives and material incentives that are dominated by mental incentives; fire punishment upholds criticism of education and administrative corrections to criticize the principle of primary education.

Chapter II

Article 5

(i) The Honours No. 100000 of the Award was awarded to the “ Fire Terminal Unit”;

(ii) The Honours No. 50000, which was rated as an advanced unit;

(iii) The Honours No. 2000 No. was awarded to the “fireworking units” and awarded the award of Honour.

Article 6

Article 7

Article 8

Article 9

Article 10 Individuals whose annual fire inspection has achieved remarkable achievements are awarded by the Municipal Government to the Honours of the “Emergency for firefighting”, awarding $100,000 and informing them.

Article 11. Staff of public security agencies, fire agencies should be awarded awards or rewards of performance:

(i) Access to national, provincial recognition;

(ii) The active fight against fires, which are highlighted;

(iii) Identify significant contributions to the causes of the fire;

(iv) Fire research or technological innovation have significant results;

(v) Stressed contributions in other areas of firefighting.

Chapter III Punishment

Article 12 Fire punishment is divided into criticism, warning, administrative disposition and administrative penalties.

In one of the following cases, the municipal fire safety committee was briefed on criticisms:

(i) Inadequate fire implementation;

(ii) No inspection of fire safety, as required;

(iii) Oversight management is not in place, leading to a heightened problem of fire.

Article 14.

(i) The four indicators are showing an upward trend;

(ii) Including fire accidents in intensive places;

(iii) Including high-level buildings and underground construction fire accidents.

Article 15. Victims of fire accidents and the deaths of three people are removed from incentives in the region, sectors and units.

Administrative accountability is exercised for the Governments of the relevant districts (communes) with responsibility for fire safety (including the development of regional commissions) or the main responsibilities of the municipal authorities in relation to the main responsibilities of the relevant sectors or subsidiaries.

Article 16 contains one of the following cases in the Fire Safety Liability Unit, which is fined by public security agencies or fire agencies, in accordance with the relevant provisions of the People's Republic of China Fire Act:

(i) A general fire accident;

(iii) Four capacity-building does not mark;

(iii) Four measures are not implemented.

Article 17 Civilian police officers and regulators have not been able to carry out prompt repairs of fires in a timely manner, with minor circumstances being criticized by public security agencies, firefighting agencies, respectively, in cases of graveness, relocating from law enforcement positions and carrying out a warning or administrative accountability to the principal heads of their units or heads of sub-offices.

Article 18

(i) Fire design documents that do not meet fire safety requirements, construction works, clearance, fire inspection, fire safety inspections, and fire safety inspections by sites;

(ii) The failure to carry out their duties under the law without undue delay in the clearance, fire inspection and fire safety inspections;

(iii) It is found that fire spoilers are not notified in a timely manner to the relevant units or to individual rehabilitation;

(iv) Designation of fire-fighting products, sales units or fire technology services for users, construction units or variations;

(v) Use firefighting equipment, equipment and facilities for matters not related to fire and emergency relief;

(vi) Other acts to be disposed of by the administration.

Chapter IV

The meaning of the following terms of this approach is:

Four indicators refer to the number of fires, the number of people killed in the fire, the number of wounded in the fire and the loss of direct property.

Four capabilities refer to the inspection of the ability to eliminate fire spoilers, the ability to combat primary fires, the organization of evacuation capacity and fire safety promotion education capacity.

Four cases refer to a bottled mine spring, a gynaecology, a trajectory pyrethroids and a trajector.

Article 20 People's Government and the People's Development Zone of Chilin High-level New Technologies, the Gain Economic Technology Development Zone, and the Northern Lakes Development Zone Commission may develop the award for firefighting in line with this approach.

Article 21, this approach is explained by the Municipal Commission for fire safety.
