Several provisions for promoting the transformation of the results of high-level new technologies in the Länder (amended in 2011)

Article 1 promotes the transformation of the outcomes of high-technical technologies and promotes the process of scientific and technical economic integration, in accordance with the laws, regulations, legislation and regulations such as the People's Republic of China Act for the Promotion of the Transformation of Scientific and Technological Outcomes, the Gang Province Promotion of the Transformation of Scientific and Technological Outcomes and the practical development of this provision in the context of the city of Land.

Article 2

Article 3 establishes a system for the transfer of results from high-new technologies. Since 2001, the three scientific and technical funding allocated each year by the city, the district (zone) will account for more than 1.2 per cent of the expenditure on the same-tier financial budget. More than 50 per cent of the three provisions for science and technology are to be used for the transformation of the project on the results of the new technologies.

Article 7 provides, in the first instance of the municipal science and technology administration, a high-technical enterprise identified by the provincial science and technology administration, with tax policies for high-technical enterprises, i.e. 15 per cent tax. In the process of industrialization, the identified high-technical results-transformation project has acquired key equipment, testing instruments, with single value below $100,000 and can be used either or sub-assessment for management costs.

Article 8. High-level new technology outcomes, as determined by the assessment, are involved in the transfer of intangible assets, with the value of registered capital valued at 35 per cent and the other agreed exception.

Article 11. The scientific institutions, higher education institutions, trans-ship science and technology outcomes should be rewarded by law for the achievement of the scientific and technological outcomes in the research and development of the scientific and technological outcomes and for other personnel who make an important contribution to the transformation of results. Among them, the scientific institutions or higher schools should be made available to others in a technology transfer manner, less than 20 per cent of the net proceeds obtained by technology transfer should be used for a one-time incentive; self-implementation or conversion in cooperation with others; scientific institutions or higher schools should, after successful project yields, be distributing less than 5 per cent of the annual net income for the implementation of the scientific results, or giving a one-time incentive, taking into account that proportion; and the use of the enterprise in the form of shares could be used for less than 20 per cent of the share of the benefits. The award shall not be less than 50 per cent of the total amount of incentives.

The benefits of the Subsidiary Body for Scientific and Technological Personnel engaged in the transformation of results are used to invest in higher-new technology transfer projects and to deduct tax base in the collection of personal income taxes.

Article 12

Article 13 was identified as a transfer of the results of the high-technical technologies, requiring the expropriation of the new vegetable construction fund, expropriation and construction of additional charges, and for two years of construction.

Article 14. A person's unit may grant a lump-sum benefit to him.

Article 15 promotes professional technical positions at the level of engineering technicians engaged in the development of application studies, and should make the performance of their high-technical work necessary. Performance highlights that the qualifications of the corresponding professional technical functions can be assessed in accordance with the relevant provisions, without limitations such as qualifications, qualifications and number of posts.
