Rural Family Planning Awards in the city of Well State

(Adopted at the 45th Standing Conference of the Government of the city of Wellel on 15 August 2011, No. 127 of 9 September 2011, published as from 1 January 2012)

In order to improve population and family planning interests, stabilize low fertility levels, integrate population issues, promote rural economic development and social progress, preserve rural harmony, develop this approach in line with the People's Republic of China Act on Population and Family Planning, the Southern Susang Population and Family Planning Regulations and the provisions of national and provincial policies on population and family planning.

Article 2. This approach applies to families with land tenure and family planning obligations in rural collective economic organizations with collective land ownership within the city's executive region.

Article 3 Governments of municipalities, districts (communes, districts) should establish social and family planning benefits that are not less than 50 million dollars, for families in rural family planning difficulties.

Article IV Parents of the sole-born child have been paid from the date of receipt of the “Children's paternity” to the age of 14 years, each person receives a sole-born boy's bonuses less than three years, or, in accordance with the above-mentioned criteria, a parent's bonuses.

Parental incentives for the sole-born child are paid financially by the town (the street office) and the district (markets, districts) finances receive appropriate subsidies.

The sole-born child, who received the “Children's Bonus”, was reaching the age of 60 years (on the age of 50 years for only one girl) per person, was not less than 60 per month and until the death date.

Grants are paid by district (markets, districts) according to the provincial and municipal levels.

Article 6. The death of the child alone, his or her parents have no surviving child, from the age of forty-ninth years, and his parents receive a special help of less than $10 million per month.

The sole-born child was identified as a disability and the sick and maiming levels reached more than three levels (including) and his parents received the “Children's Bonus” from the age of four to twenty years, and their parents received a special help not less than $10 billion per month, until they died.

Specialized grants are burdened by district (markets, districts) by province.

The recipients of special aid no longer receive incentives under article 5 of this scheme.

Article 7 provides incentives or special assistance beneficiaries under article 5, paragraph 6, of this scheme, and when participating in new rural cooperative medical treatment, relief shall be financed by individuals and until death.

The sole-born child's father's father's father was over 40 years and, when participating in new rural cooperative medical treatment, the relief should be financed by individuals.

The old-age insurance incentives are jointly burdened by district (communes, districts) and town (the street offices) and are shared by the Government of the People of the District (markets, districts).

Article 9 Deaths of single-children after the receipt of the “Children's paternity”, or by the identification of a sick, deprived of their reproductive capacity or the absence of a child, and each person receives a contribution not less than five years of life each year, until the start of the receipt of a special help.

The help is paid by the city and the district (markets, districts) by a ratio of four to six to the same-level population and family planning.

Article 10. The sole-born child's father's father is in line with the rural minimum living security conditions, and an additional 10 per cent is paid on the basis of local low-security standards.

In accordance with the preceding paragraph and only one girl, 20 per cent of the living guarantees are paid on the basis of local low-security standards.

Article 11, which is determined by law as a family planning operation, is in accordance with the minimum living conditions of the rural population and has increased by 10 per cent of the living guarantees on the basis of local low-security standards.

In addition to the increase in living security under the previous paragraph, family planning operations have reached more than three thirds per month, less than two hundred yen per month, three times less than one dollar per month, or no one at the level of review or re-identification of the levels incompatible with delineation or death.

Reimbursement are paid by the district (market, area) according to the province.

Article 12 is also in line with Article 10 and Article 11 of this approach, which allows for an increase of 20 per cent on the basis of local low-security standards (30 per cent of only one girl).

The urban residents who are not included in the social security of their workers may be executed in the light of the scheme, with a specific approach drawn from the Government of the People of the District (communes, areas).

The Government of the people of Article 14 (markets, districts) and the Urban Population and Family Planning Commission may establish the application of the rules in accordance with this approach.

Article 15. This approach is implemented effective 1 January 2012. The provisional scheme for the granting of incentives for families living in agriculture in the city of Wellel, effective 1 July 2005.
