Modalities for the management of the Yukuan Mechanics

(Adopted at the 80th ordinary meeting of the Government of the Greater Sichuan City on 3 August 2011, No. 5 of the Order of the People's Government of Sichuan on 24 August 2011, which came into force on 1 October 2011)

Article 1, in order to enhance the oversight management of the breast shops, to ensure the quality of life and to promote the healthy development of the milk industry, to develop this approach in line with the relevant laws, regulations, such as the State Department's Regulations on the Safety of the Quality of Mandust.

Article 2, this approach applies to the establishment, operation and supervision of breast shopping stations in the administrative area of Gichuan.

Article 3. The authorities of the veterinary veterinary (zone, city) are responsible for the supervision of the management of the veterans.

Other relevant sectors, such as health, are responsible for the management of the habeas corpus within their respective responsibilities.

Any unit of article IV and individuals have the right to report to the authorities of livestock veterinary veterans on the offence of purchase. The veterinary authorities at the municipal, district and municipal levels should establish a telephone to report and, in accordance with the relevant provisions, promptly investigate and address the reporting matter.

Article 5 Woulders should be run by businesses that acquire commercially registered breast products, livestock breeding, and commercial production cooperatives with the following conditions:

(i) In line with the overall planning and construction of matrimonial milk in the region established by the people of the location;

(ii) There are operating sites consistent with environmental and sanitation requirements, operating sites (offices, places) are not less than 200 square meters, and the Office of the Mining of milk should be constructed to maintain appropriate distances with the residential areas, feeding sites, distances from 50-100 m, in-house environmental integrity, unspeakable land and waste to clean up and poison in a timely manner;

(iii) The refrigeration, refrigeration, maintenance facilities that are adapted to the yields of milk; the storage of the container with the storage of fresh milk should be more than three tons and the replacement of the two-hour temperatures should be reduced to 0-4°C.

(iv) There are tests, measurements, detection of instruments and equipment that are adapted to the testing project; instruments and related test agents are required to carry out routine testing, such as sensor, acid, density, containment, etc. They include temperatures, cigarettes, sterilization, density, cement, acidification, and the rapid analysis of breast components.

(v) All practitioners are trained and have valid health certificates;

(vi) Health management and quality safety systems.

Fertilal production cooperatives apply for the start-up of matrimonial purchases and, in addition to the conditions set out above, at least 100 dairy cattle.

Article 6 requests for the opening of a fresh breast shop and shall apply to the veterinary veterinary veterinary authorities at the district level and submit the following materials:

(i) The table for the acquisition of fresh milk;

(ii) The wallchart and the surrounding environmental demonstration intent;

(iii) List of refrigeration, refrigeration, maintenance facilities and low-war transport equipment;

(iv) List of tests, measurements, detection of equipment;

(v) Confirmation of the number of cattle produced from the farmer.

(vi) A copy of the licensee's business and legal representative's status as a document of the reproduction;

(vi) Health certificates of practitioners.

(vii) Health management and quality safety and security systems.

The veterinary veterinary authorities at the district level should be reviewed in seven jobs after receipt of the request, and the issuance of a “fair purchase permit” for eligible people should be communicated in writing to the applicant.

Article 7. Amphlets shall engage in the acquisition of fresh breast milk within the scope of the acquisition of the vetting licence.

Article 8 prohibits the addition of any material in the process of buying and transporting fresh milk.

Article 9. The acquisition of fresh breast milk by the dairy shops should be tested for forced immunization of milk. The milk breeding site (mini-zone) should provide qualified evidence that meets national-mandated conditions for animal protection, and the fresh breast shop should be retained.

Article 10. The acquisition of fresh breast milk at a dairy shop should be based on existing standards or norms and on the regular test of acidity, density, containment, etc., in accordance with the national standards of the breast milk, and the completion of the records of the purchase of fresh breast milk, the screening of breast milk and the record of manure.

Article 11. The acquisition of fresh breast milk at the dairy shop should be in line with the national standards of breast milk. Incompatibility with the national standards of the breast milk, after testing by a competent quality inspectorate, sound treatment should be carried out under the supervision of the local livestock veterinary sector, and the completion of the “Acquitable caring record”.

Article 12 Freight purchases are sold to businesses producing breast products and should be completed. The buyers should enter into a purchase contract in the light of the model text of the WVA contract developed jointly by the Ministry of Agriculture, the National Chamber of Commerce and Industry, and report on the request of the veterinary People's Government.

Article 13 prohibits the acquisition of the following fresh breast shops:

(i) Be detected incompatible with health standards or without quantified milk livestock;

(ii) Premier breast milk within 7 days of milk, except for the production of breast milk products for raw materials;

(iii) The production of milk livestock during the period of time and recuperation;

(iv) The addition of other substances and other national standards that are not in line with the quality of life.

Article 14. Vehicles transporting fresh breast milk should be obtained by means of a liver of veterinary therapy at the site. Vehicles that are free of fertilization are not allowed to engage in a fresh transport.

Flight transport vehicles can only be used to deliver fresh and potable water and not to transport other items.

The use of fresh transport vehicles should be smelted in a timely manner.

Article 15. Amphlets should establish archival material such as breast milk acquisition, sale, screening records and maintain two years.

The automated purchase record should contain the name of the automotive, specific location, vacation licence number, the number of purchasers, testing projects, acquisition time and location.

The record of the sale of fresh drinking water should contain biomass, transport methods, shipping vehicles, carriers, shipping time, shipment temperatures, testing projects, testing results, testing personnel.

The automated screening record should contain the testing of personnel, the testing project, the results of the testing and the time for testing.

Article 16 shall strengthen the oversight management of veterinary stations, conduct regular screenings of the quality of life and record the monitoring of the screening and processing of results. No cost shall be charged for a fresh breast sampling check.

Article 17 The veterinary authorities should communicate in a timely manner information on the management of the quality and safety of breast milk, and the removal of breast-feeding stations for quality safety accidents, whose establishment may not apply once again for the start of a breast shop within the city's administration.

Article 18, in violation of the present approach, has one of the following acts in the veterans, with the authorities of livestock veterinary veterinary, pursuant to article sixtieth of the Regulations on the Safety of Quality of Manpower, forfeiture of proceeds derived from the law, forfeiture and related equipment, facilities, and fines of more than 10 times the amount of the purchase of fresh milk in violation of the acquisition of the law; and forfeiture licences:

(i) There is no acquisition of a fresh breast purchase licence;

Article 19, in violation of the present approach, provides that the vehicle for the transport of babies has not been obtained by means of delivery, with the exception of the provision of Article 3, paragraph 4, of the Department of State's Special Provisions for the Strengthening of the Safety of Products, such as Foods, forfeitures and transport instruments, equipment, for the purpose of confiscation of goods derived from the law, the amount of less than one million yen and fined more than 150,000 dollars.

Article 20, in violation of the provisions of this scheme, is one of the following acts in the automated shops, with the exception of Article 3, paragraph 2, of the Special Provisions of the Department of State for the Strengthening of the Safety of Products, such as Foods, forfeiture of proceeds derived from the law, products and goods used for the production of the offence, equipment, raw materials, etc., for the purchase of less than five thousand dollars, and fines for the sale of less than one million yen, and for the sale of more than ten thousand dollars for the purpose of the offence of the offence of unlawful purchase of goods;

(v) Flight transport vehicles are not in accordance with prescribed conditions or are not transported as required.

Article 21, in violation of other provisions of this approach, punishes them in accordance with the relevant laws, regulations and regulations.

Article 2

Article 23 of this approach is implemented effective 1 October 2011.
