Printing in the southern province of Lake

(Adopted at the 88th ordinary meeting of the Government of the Southern Province, on 22 July 2011, No. 256 of the Order of the Government of the Southern Province of Lake Lakes, which was issued effective 1 October 2011)

Article 1 regulates the management of the printing industry in order to promote the development of the printing industry, in accordance with the State Department's Regulations on Printing Industries Management (hereinafter referred to as the Regulations) and other relevant laws, regulations and regulations.

Article 2 engages in the printing of publications, packaging of babies and other printed materials within the administrative region of the province, which is applicable.

Printing activities include: ranking, manual format, highlights, crickets, photocopy, digital printing, post-production processing and printing and printing.

Article 3 combines the promotion of development and management in the print industry by promoting healthy development through scientific management and achieving social benefits and economic benefits.

Article IV is responsible for the development and management of the print industry in the current administrative region, in the sectors responsible for the publication of the press.

The relevant sectors such as economic and informationization, finance, science and technology, commerce, and business administration at the district level are responsible for the development and management of printing within their respective responsibilities.

Article 5

More than 6 people at the district level may formulate policies to promote the development of the print industry in accordance with local realities.

Where conditions exist, print industrial parks can be established, and more people at the district level and their sectors should provide quality and efficient services to host businesses.

Article 7

Article 8 encourages the printing and environmental printing of high-level new technologies, such as development figures.

Printing of enterprise capital is encouraged to operate with a pool of operations.

Print businesses are encouraged to participate in the accreditation of the International Quality Management System and to develop outward printing.

Article 9. Governments at all levels should create a market environment for fair competition and equal access, open printing market access standards and preferential policies, and treat all types of investment actors equally.

Civil capital was encouraged and directed into the printing industry, and civil capital was not conditional on access to the printing industry.

Foreigners are allowed to invest in the printing industry. Commercial investment in printing is governed by national regulations.

Article 10

More than the people at the district level should increase the support of cultural industries for the printing industry.

Specific funds such as technology rehabilitation funds, the integration of productive research funds have been instrumental in eligible print enterprises.

Small-scale printing enterprises enjoy the relevant preferential treatment of SMEs.

Environmentally-saving print enterprises enjoy preferential treatment for environmental-saving enterprises.

Article 11. The Government of the above-mentioned people at the district level and its departments responsible for the publication of the press should provide free legal, policy and free advisory services to facilitate the participation of printed businesses in the printing industry exhibitions.

Article 12 encourages the printing of a brand strategy for the development of new, new and creative designs with autonomous intellectual property. Printed scientific findings are included in scientific and technological results assessment and incentives.

Print enterprises with autonomous intellectual property are encouraged to declare high-new technology enterprises. High-level new technology printing enterprises, as identified by the relevant sectors, enjoy preferential policies, such as the taxation of new technology enterprises.

Article 13 encourages higher schools to establish a production-based research base with print enterprises, and encourages the printing industry associations, large-scale print enterprises to establish a talent education training base and encourage social forces to carry out print skills training.

Article 14. Participating in the printing operation shall apply to sectors responsible for the publication of the press at the district level for the acquisition of the Licence.

Article 15. The departments responsible for the publication of the press at the district level should be open and streamlined, the procedures for conducting e-services and improving efficiency in matters such as administrative licences.

Article 16 of the decision to grant administrative permission by the authorities responsible for the publication of the press should be issued to the applicant for the printing of the licence; the granting of an administrative licence decision should be informed in writing of the applicant's reasons.

Article 17: The author may engage in the printing operation after a request for a licence for business by the business administration sector, issued by the authorities responsible for the publication.

Print operators should place a noticeable place in the operation of the Licence and the licence of business.

More than 18 years of the people's government responsible for the publication of the press should be trained in the printing of legal knowledge for the printing of business personnel.

The statutory representative of the printed enterprise or the head of the production and operation shall participate in the printing legal knowledge training organized by the printing operation licensing body, in accordance with the provisions of the Department of State Press publication Administration.

Article 19 Print operators shall operate under the law and shall not print material containing the content of the law or other elements prohibited by the State's Mining Order.

Article 20 operators should establish systems for the sound accreditation, registration, maintenance of printed goods, delivery of printed materials, and the destruction of maimed goods, and regulate operations. The units and individuals entrusted with printing by the Internet or by other means, should be provided with quantifications that should be provided by law.

The operators of the printed industry should be able to obtain the test in accordance with the relevant national regulations.

Article 21 provides for annual nuclear tests for print businesses that have issued the Licence for Printing, which are responsible for the publication of the press. The annual nuclear test of the printing industry is not qualified or not participating in the annual nuclear test, and the sectoral responsibility for the publication of the press rests with the Government of more than the people at the district level.

The printing of business premises or the production of equipment have reached no licence conditions for two consecutive years, and the Government of the people responsible for the publication of the press has been adjusted to the extent of its operation.

Article 2 is an effective period of five years. The expiry of the period would require the continuation of the period of effectiveness and the application of the extension process to the licensee prior to the expiry of 30 working days. In the absence of a process of extension, the licensee shall inform it of the time it is doing within the specified period; the late failure shall be followed by the written-off procedure.

The licence is still engaged in the printing operation after the write-off.

Article 23 Printing enterprises should provide real statistical information to the local people's governments in the sectors responsible for the publication of the press, as stipulated in the relevant provisions.

Article 24 Print operators should establish a safe production management system that focuses on fire safety, implement safety production management measures and deliver safe production.

Article 25 Print operators should implement cleaner production measures, adopt new technologies, new processes, new equipment, phase out technology, processes, equipment and manage environmental pollution.

Article 26 Print operators should strengthen the quality management of printing and continuously enhance market competitiveness.

More than the people at the district level are responsible for the sector, the quality technical supervision sector, which is responsible for the publication of publications, and in accordance with their respective responsibilities, strengthens the monitoring of the quality of printed materials.
