Rejugation of urban planning technology provisions

(Summit No. 114 of 21 November 2011 of the Government of the People's Republic of China considered the adoption of the Ordinance No. 259 of 6 December 2011, which was issued as from 1 January 2012.

Chapter I General

Article 1 ensures the implementation of urban planning, in accordance with the laws and regulations of the People's Republic of China Rural and Urban Planning Act, the Restitutional Urban and Rural Planning Regulations and the overall urban and rural planning of the city.

Article 2, paragraph 2, applies to detailed planning in the urban, town planning areas of the city (with a detailed control planning and the construction of detailed planning, under the same heading) and the planning management of various national land-building projects in the city, town planning areas.

In this city, the town planning area has foreign land-building, and the preparation of its construction-specific detailed planning should be consistent with this provision.

Planning management of construction projects such as temporary construction, urban house default is carried out in accordance with the relevant provisions of the Government.

Article 3 establishes urban planning and implementation planning management in this city should adopt a heavy municipal celebrity system and a national high-level benchmark and be linked to the national coordinates system.

Chapter II

Article IV.

Article 5 encourages functional mixed offices in place (R) and commercial service facilities (B). The predominant nature of the number of places is of the primary nature, followed by the secondary nature.

The proportion of all types of buildings that are not clearly constructed in a controlled detailed planning area is implemented in accordance with the following provisions:

(i) No place of residence shall be used as a residential function;

(iii) Business service facilities (B) are of a major nature and are used in the communes of the communes of the commune, with no more than 40 per cent of the total area of construction.

Article 6 Stars should be integrated with the surroundings. Article 7 contains no explicit planning of the primary and secondary facilities for the control indicators in the context of the relevant professional design norms (A33), sportsland (A4), health-use (A5), transport facilities use (S), public-use facilities (U) and, subject to the actual needs of the project, their planning conditions can be reviewed in the design programme.

Article 8.

Buildings other than underground buildings are on the ground.

The construction project planning design should be based on the terrain, with a high degree of legitimacy in urban roads. Buildings that are not conceived in a way that is not justified.

Article 9. Contingency rates refer to the ratio of construction projects to the area of construction and the area of construction. The expression formula is as follows:

Contingency rate = size of the construction area.

The assessment rate is based on the following provisions:

(i) The construction of four weeks previously not covered by the field law floor should be included in the calculation of the explanatory rate;

(ii) The floor of the Ministry of Construction, which is buried in the field law, is not covered by the wall or is equal to 16 metres in depth, should be included in the calculation of the explanatory rate, which is greater than 16 metres, in addition to being used as a vehicle bank and equipment and completely separated from other functional premises, and should be included in the calculation of the discount rate;

(iii) Grounds are not included in the calculation of the flat rate.

The rules for the calculation of the area of the construction area are implemented in accordance with the rules for the calculation of the area of the construction in accordance with this provision (see appendix 2).

Article 10. Construction density means a percentage of the area of construction within a given plot and the size of the area on the ground. The expression formula is as follows:

Construction density = total size of the construction of the building area x 100 per cent.

The total area of construction is divided into two parts:

(i) There are no construction on the ground that has been buried in the field law;

(ii) The Department was constructed on the ground under the field law cover, with 16 metres from the outside wall that were not buried; it was taken into account for 16 metres in depth.

Article 11. The high level of construction control for the detailed planning and construction of project planning conditions should be in line with the provisions of this set of the High Indicator Table for Building Control ( Schedule 3).

At a time when the construction is high, the following provisions are implemented:

(i) At a time when construction controls are highly small or equal to 10 metres, the floor of the roof of the roof building is at a minimum point to the establishment of the top-level (construction) building blocks should not exceed a high level of construction control, and the construction of the roof of the slope building should not exceed a high level of construction control;

Article 12 Construction projects should be established in accordance with the provision for parking, and the number of parking should be scaled up in accordance with the functionality of the construction projects. Chapter III

Article 13 is at a level of distance between the recent point of the building of the wall, which is known as the neighbouring building block, trajectory and arsenal.

Article 14.

(iii) Construction is calculated at a high rate of 60, small or equal to 100 metres of residential buildings, with a small or equal to 40 metres, ranging from 15 to 40 metres; the bread is greater than 40 metres; and the half is calculated at 0.5 times higher.

(iv) The construction is calculated at a high altitude of 100 metres, with a small or equal to 40 metres, from 16 to 16 m; the bread is greater than 40 metres, and the half is 50 metres.

Non-resident buildings are carried out in accordance with the following criteria:

(i) Construction is calculated at a high level of 24 metres and the following non-residential buildings, with a half-way of 0.5 times higher and no less than 4 metres; and the mountain wall is 4 m.

(ii) Construction is calculated at a high rate of 24, small or equal to 60 metres of non-residential buildings, with less than 50 metres or equal to 12 metres; the bread is greater than 50, less than or equal to 60 metres; and the half is 13 m; the bread is greater than 60 metres; and the half is less than 0.5 times the calculation of a high level of 0.5 times and no less than 15 metres.

(iii) Construction is calculated at a high rate of 60, small or equal to 100 metres of non-residential buildings, with a small or equal to 50 metres, ranging from 13 m; the bread is greater than 50, or equal to 60 m; half is 15 m; the bread is greater than 60 m; and the half is 0.5 times higher.

(iv) Construction is calculated at a high altitude of 100 metres, small or equal to 150 metres of over-site non-residential buildings, with a small or equal to 50 metres, and a half-metre from 15 m; a bread greater than 50 metres, less than or equal to 60 metres, and a half-metre from 18 m; a lengage of more than 60 metres.

(v) The construction of a high-level non-residential building, which is high than 150 metres, is small or equal to 50 metres, and is 18 m; the bread is greater than 50 metres, small or 60 metres, or 21 m; the bread is greater than 60 mun.

Article 15. Interlinkages between residential buildings, non-resident buildings, residential buildings and non-resident buildings are implemented in accordance with the following provisions:

(i) By contrast, it is less than 60 or equal, and not less than the relative half of the period under article 14 of this provision.

(iii) Arrogance, in accordance with subparagraph (ii).

The following types of buildings are carried out in accordance with the following criteria:

(iv) The breadth of post-clock buildings.

(v) The combination of two buildings cannot be less than 6 metres. At the time of the calculation of intervals and releasing, the post-camped breadth was less than 15 metres, and the breadth of the building was taken into account; it was greater or equal to 15 metres, and the building block was calculated.

Chapter IV

The new theatre, lobbis, sports sites (bassies), exhibitions, exhibition centres, large chambers, large hotels, large hospitals, small schools, and a large number of movable buildings, such as the main entrance of the urban roads, leaving the minimum distance of the road control line and, in meeting the relevant national norms, should be properly increased on the basis of the table and, to the least, no less than 10 metres.

Article 25 Construction, alteration and expansion of buildings, releasing the smallest distance from the building of the ground line other than article 26 of the present article, article 27, and the road centre line, in accordance with the following criteria:

(i) The outside of the building wall and the construction of the ground-based Red Line, the gate of the road centre line, or equal to 60 times, left the distance from that part of article 14 of this provision.

Article 28, in addition to other new construction, alteration, expansion (construction) elements other than urban urban infrastructure, must not exceed the construction control line.

Chapter V Public space

Article 31 states that the area of the wind landscape, as well as urban and rural planning, is located in the vicinity of public spaces, such as the veterinary or square metres, important rivers, the construction landscape, the building altitude, the intergenerational trajectory.

Article 34 builds within the park's green area, and should comply with the following provisions:

(i) The design of the park's greened buildings should be in line with the Park design norm, accounting for the area and not greater than 3 per cent of the park's land area. Of these, land area is small or equal to 20,000 square meters of park green areas, allowing for the construction of municipal infrastructure buildings and park management buildings that cater to park green areas.

(ii) The park's green land is not suitable for urban roadbs, with a high level of construction beyond a small range of landscapes, such as Tata, tetan, slogan, etc.

(iii) Specialized parks such as animal parks, plant parks and plant parks, basin gardens, which can be determined separately, as a result of the use of functional requirements.

(iv) Urban pipeline works and their subsidiary facilities have proved necessary and can be used in green areas.

Article XV Greenization of the urban road should be carried out in conjunction with the road level and environmental conditions, with the premise of securing transport safety.

The greening line should be fully opened along the streets, with the cultivation of high-level job trees and the creation of additional space and recreational activities. The distance of trees from the route range is 0.5-1 m. There should be no restrictions on the movement of people and on the use of ponds, indolators. The same road would be useful to cultivate the unity of tree species in order to form a holistic sense.

Chapter VI

The construction, alteration and expansion of the construction control line should be based on the following criteria:

(i) The scale of the planning path is less than or equal to the 16-mile road, leaving 2 m.

(ii) The breadth of the pre-planning path is greater than 16 metres, less than or equal to 32 metres.

(iii) The breadth of the pre-planning path is greater than 32 metres, leaving 5 metres.

(iv) Besided at different levels of urban roads, with a high-ranking standard.

(v) The delineation criteria for the chain of control over the vicinity of the tunnel are:

(vii) Be located around the natural water body that plans the reservation in the area of construction, with 10 metres away from the shoreline of the natural river; and 10 metres from the off-site line of the distributing works.

(viii) There are other control requirements to be determined in accordance with specific planning.

The construction control line is the minimum requirement for releasing, with special provisions such as greenification, rivers, buildings, which are strictly required.

Article 37 Urban transport facilities, public-use facilities may be removed between road control line and construction control lines, subject to the availability of local conditions.

The construction, alteration, expansion of urban transport facilities, and the construction of public-use facilities (construction) surfaces, along with the building of the ground line, should meet security requirements.

Article 338 builds, alterations and builds on the two sides of the road, and its construction control line, the protection of green belts, according to the following criteria:

(i) On the front side of the Highway, the construction control line cannot be less than 66 metres from the Highway Centre line, which protects green belts from 50 metres. Highway crunchedol, the construction control line cannot be less than 50 metres away from the route of the pyrethroid, which is a protection green belt.

(ii) On the side of the country, the road dividend is 10 metres from the road centre line, and the construction control line is no less than 30 metres from the road centre line and a green belt for protection.

(v) The construction control line in the road tunnel is implemented in accordance with article 36, paragraph 1, paragraph 5.

In urban planning areas, the relevant planning control standards are tightened by the above-mentioned provisions and are planned.

For reasons such as slope, geological conditions, the highway distance from the construction control line is less than 10 m or is in the vicinity of the building control line, which should conduct structural safety assessments to ensure road safety.

The protection green belts can be built in accordance with the relevant provisions, along with the laying line, roads, toilets, garbage, orbits and their subsidiary infrastructures such as entrances, winds, refrigeration, inter-zonal lines, pilots.

The construction project should be designed for the Integrated Management Network and be implemented in parallel with the work of the main subjects.

In the context of new construction, alteration, expansion of construction projects, it should be equipped with water pumps combinations, fire sterilization,door fire management, various types of inspections, etc., to go beyond the road control line and not to be able to lag the brunt.

The trajectory with urban roads should be more consistent with the urban Road Centre line, which should not go beyond the road control line and be less than 5 metres, and the line should not go beyond the road control line (as shown in figure 2).

Environmentally sensitive projects such as construction of garbage, sewerage facilities, and toilets should be constructed or implemented in parallel with the project.

Article 40 builds on new construction, alterations, expansions (construction) and the current state of water, drainage, fuel pipelines (other than the corresponding line with construction) should not be less than 3 metres (with the exception of the construction), with the current power cable or its pipeline, the telecommunications cable or the net distribution of its pipeline.

A minimum level of distance between a new construction, alteration, expansion of buildings (including a positive, transport window, trajectory) and a long-range electricity line, with the requirements of the relevant legal provisions and technical norms, is controlled by the minimum distance between the diameter of the diameter of the diameter of the diameter of the diameter of the diameter of the diameter of the diameter of the diameter of the diameter of the diameter of the diameter of the diameter of the diameter of the diameter of the diameter of the diametery of 200 metres below:

Article 42, in addition to the minimum distance from the current building, should be in line with the following provisions:

(i) The top of the air-conditional municipal facility is less than the top of the current house and no less than 5 metres.

(ii) The top of the air-conditional municipal facility is higher than the current home floor, and no less than 10 metres.

Due to the fact that conditions of construction cannot be met, the views of the stakeholders should be sought.

Article 43 builds new, modified and expanded air power lines; vertical distances between current buildings should be consistent with the requirements for legal regulations and design norms and seek advice from environmental administration authorities.

In the urban planning area, the construction, alteration and expansion of the air power line, which is based on the best calculation of ar vertical conditions, should be in line with the following provisions:

(i) Ten kidnapped and no less than 9 m;

(ii) 35 kidnapped to 110 kidnapped and no less than 15 m;

(iii) 220 kV, no less than 18 m;

(iv) 500 kidnapped and no less than 21 m;

(v) More than 500 kidnapped, subject to thematic arguments.

The air power line transcends railways, orbits, routes, and hierarchies should be consulted by the relevant authorities.

Article 44 Transport routes should establish orbital traffic control protected areas, including:

(i) In 50 metres outside of the underground vehicle station and the tunnel structure;

(ii) In the area of 30 metres outside of the orbital line, the ground vehicle station and the highway stations;

(iii) Ten metres outside of the shoreline, ventilation, vehicle paragraphs, control centres, and transformers;

(iv) A dedicated bridge across the river and a downstream of 200 metres.

There shall be no new construction, alteration, expansion of works within the area of orbital traffic control. There is a need to build, and the relevant authorities should be consulted.

Article 42 establishes new construction, alteration and expansion along the railway side, which should be consistent with the following provisions:

(i) In addition to the need for railway escorts, the protection gap between the outside wall of other construction (construction) and the most-sided steel is not less than 50 metres at the height of the rail; no less than 30 metres at the border line; and no less than 15 m. Transport facilities, public-use facilities need to break the protection gap, and thematic arguments should be made and the railway authorities should be consulted.

(ii) In addition to the need for railway escorts, the following construction(s) shall seek advice from the railway authorities:

The distance between the construction of more than 24 metres of buildings, dangerous stores, high-scale constructions (e.g., cigarettes, waterta) and the most external side of steel is: High-level rail is greater than 50 metres, small or equal to 70 metres, and the dry-line rail is more than 30 metres, less than 45 metres, the route and the specialized railways are more than 15, or 25 metres;

The distance between the construction of a high of 24 metres and the construction of (brain) walls along the most external side is: High-level rail is greater than 50 metres, less than 60 metres, and the dry-line railway is more than 30 metres, small or 40 metres.

(iii) Construction across or across the status quo and planning of railways, as well as in connection with railway corridors, bridges, tunnels, high-level lopes, will require advice from railway authorities.

(iv) Transport facilities, public-use facilities are required to cross railways, be it appropriate to deal with the railway and to give priority to the use of the next approach, while taking the corresponding security protection measures. Municipal bridges must not in principle be transcendable; there is a need for closed measures.

Article 46 states that the current road is outside the planning of road control line, and that the functions of the current road are not replaced by the planned roads that have been implemented and that the construction of the project shall not take place on the current situation, and its construction (constitution) should be resigned according to the following criteria:

(i) There is no room for releasing three metres on the margins of the vehicle.

(ii) In the course of three munitions, the breadth of the man was less than three metres at the beginning of the car; the breadth was greater than or equal to 3 m; and, in accordance with the grace of the current person.

Article 48 Planning and existing large-scale bridges are based on bridges (planning bridges, according to the two-8 vehicle meters), 50 metres are prohibited from the construction area, 50-100 metres from the area of land safety protected area, 300 metres above, 150 metres from the downstream area, and water and land area subsectors as a river (including the planning of the River) or bridge.

In the restricted area, no new construction, alteration, expansion of other buildings may be required, in addition to the facilities necessary for the conservation of the bridge, and the construction of municipal infrastructure should be seen on a thematic basis: in the area of land-based safety protection, advice should be sought from the relevant administrative authorities.

The Government of the urban population has made specific provisions for the protection of the bridges, from its provisions.

Article 49, when planning and building bridges on rivers such as long and herland, must be constructed at the same time, without less than 300,000 square meters.

Article 50 can be used as a temporary ground for road construction beyond the road-based terrain line for reasons such as the slope and dismantling of roads; the implementation of the neighbouring construction projects should guarantee road facilities safety.

The establishment of the gateway shall be consistent with the following provisions:

(i) The interval between 500-800 metres of parking ports on the same side.

(ii) The exact length of the port of parking in the Gulf is not less than 30 metres, with no breadth less than 7.5 m; the effective length of the linear parking port is less than 30 metres, and its lengage cannot be less than 3.5 m.

(iii) The length of the entrance to the park shall not be less than 30 metres.

(iv) In order to arrive at a turning point for parking ports, 30 metres should be installed in the vehicle's way forward.

(v) The breadth of the regional gateway in the parking port shall not in principle be limited to the breadth of the road.

(vi) The port of public escort established near the crossroads is generally located in a cross-sectional direction, with no less than 50 metres away from the slogan.

Article 52, at the end of the public service, is likely to be relatively concentrated in conjunction with the public parking ports, with an area of 3000-4000 square meters per area.

The construction, alteration and expansion of large-scale public buildings with larger passenger traffic flow needs should be carried out within their area of construction, with a dedicated small passenger bus waiting route not less than 3 metres per passenger bush, and the length of each vehicle is less than 30 metres.

It was encouraged to connect space bridges, the ground-based orbital vehicle route to the buildings.

The net breadth of the fifty-fifth gateway shall not be less than 4 metres, and the net high is no less than 2.5 metres, and the top of the corridor shall not be less than 1.5 metres and meet the requirements established by the line. When conditions are limited, the gateway can go beyond the road control line.

It was encouraged to link the road, the orbital vehicle route to the buildings.

Article 56, when designing urban roads, should be guided by the relevant provisions for the establishment of accessibility facilities.

Article 57 sewage treatment plants, transformative power stations, garbage disposal sites, garbage transit stations should establish green belts for health protection in accordance with environmental impact evaluation requirements.

The sewage treatment plants established in a population-intensive region should be processed with greater environmental impact.

Vulnerable stations established in more intensive regions of the population should be in line with the following provisions:

(i) Ten kidnapped and distributed electricity units should be synchronized with construction projects;

(ii) 110 kVoices, 220 kafter electric power stations should be installed indoor transformative power stations, and it is appropriate to set up local, semi-territory power stations;

(iii) The range of 30 metres around 500 Voice stations is a green belt for health protection, and the protection of green belts should be planted to reduce environmental and landscape impacts.

Urban utilities, such as sewage treatment plants, transformers, garbage disposal sites, garbage transit stations, are ready to be built.

Article 58 should be synchronized with road greening, blindness and in accordance with the following provisions:

(i) The construction of a new urban road and the development of a common paradigm.

(ii) More than four vehicles, rainwater pipelines should be removed on both sides of the road.

(iii) Municipal public pipelines ( electricity, water, sewage, natural gas, rain water, road lights, communications, etc.) are available on the streets of the urban road, as shown in figure 3; and, at the time of the recuperation, they refer to figure 4.

(iv) The various urban gateways are appropriate to be removed. When trameters or bathymetry are larger, pipelines are rarely or without interfaces.

(v) The minimum level between the engineering line and its construction (construction) is not sufficient to meet the relevant provisions, and the construction measures are required to ensure safe operation and inspection requirements.

Article 59, which lays down pipelines in urban owners and subsidiaries, needs to be constructed in accordance with the scale of urban planning requirements, and in addition to temporary construction pipelines and direct planting electricity, communications cables shall not be below the quantity and scale of:

(i) Electrical cables and pipeline 6 (kit);

(ii) Communications pipeline 12k;

(iii) 100 mm gas pipelines;

(iv) Water pipeline 200 mm, drainage 400 mm.

Article 63/, when the ultilateral vehicle is moved across various places, its intrusiveness should meet the relevant technical normative requirements and would be less than 1 m.

The low-pressed power lines of the urban public light system along the city's road blocks are less than 0.4 m.

In parallel with the urban road, the trajectory line should be met with the technical provisions that minimize the subversion of pipelines and no less than 1 m.

The trajectory set up under the human trajectory should be synchronized with the pavement of the humans, which should be highly aligned with the design of the trajectory.

A variety of inspection facilities, such as wells, kits, should be highly aligned with ground design targets.

Article 61, on the road of cities, does not create additional air-line pathways, except for the demonstration of the power path of 110 kidnapped and above.

On the road of cities, there are 110 kidnapped and above levels of power, which should be based on a joint review by the relevant management.

The facilities such as the new electricity transformers, communication boxes, flammators (box) should not be used for existing urban roads.

The existing trajectory and facilities should be adapted in the context of road rehabilitation and, in accordance with this provision, require progressive regulation.

Article 62 provides an air conditioning component of transport facilities, such as bridges, high roads, high orbital transport, and should take the necessary measures to prevent noise, drama and so as to reduce the impact on neighbouring buildings.

The construction project in the vicinity of the orbital vehicle should provide conditions for the opening of the orbital vehicle and its associated access, wind tanks, refrigerant facilities.

In the preparation of detailed planning, long-range passenger stations, fire blocks, passenger terminals, airports, public trips, public parking ports, social parks (coups) should be reasonably connected to orbital vehicles.

Chapter VII Special provisions

Article 60 quaterine Urban construction designs should be relaunched to strengthen historical cultural identity in the city.

The project on the construction of the poles should be guided by the general principles of the first low post, with the low and multi-sized buildings that are attentive to the scale of the repression of the building wind.

Article 65 should be harmonized with the main features of a set of buildings, in general, with no more than two syntheses of each other, colours, which should be coordinated with the surrounding buildings and advocate for the use of lanes from both air and Yaoundé.

The construction projects should take full advantage of environmental science and technology features and encourage the use of conventionally stereotyped construction materials, without use of whites, pulses, ferrouses, and less efficient intrusive materials.

Article 46, Air ports, meteorology, radio, television launches and radio communications (including microwave communications) and new constructions, alterations, extensions (construction) in the vicinity of the monitoring facility should be highly in line with the provisions relating to the control of net air safety.

Article 67 provides for new construction, alteration, expansion of construction (construction) and shall control the intergenerational trajectory line in accordance with the relevant provisions of urban planning and meet the high requirements for construction control established under the planning conditions. There is a significant impact on the intergenerational trajectory of cities, with their high and physical weight being subject to thematic arguments.

High-level buildings should be integrated with the geospatial and surrounding environments, creating a changing intergenerational trajectory line for the most changing urban spaces; and inefficient terrain, it would not be appropriate to use the same or a high level of construction.

The internal environment of the settlements project should be open to cities. The Koang or the border planning bandwidth greater than the 16-metre roadblock project, which builds on the ground or exceeds 100 metres above the length of the roads, which should be left open to less than 30 per cent of the length of construction, and open space should be in line with the following requirements:

(i) The breadth shall not be less than 20 metres;

(ii) The construction of the ground-based divide cannot be smaller than 20 metres;

(iii) No construction shall be removed above the ground;

(iv) The high altitude should be linked to the high naturality of urban roads.

Article 69 provides for municipal infrastructures such as the transboundary bridges, trajectory stations, bridges, man-day bridges, and the Yamong-hazard shores, with thematic buildings and landscape designs to be coordinated with urban space patterns and the mountain environment, reflecting cultural content and artistic features.

Article 76 develops detailed planning within historical cultural neighbourhoods, historical cultural occupants, municipal levels, in the context of historical cultural protected areas such as material protection units, the planning of traditional landscapes, which should be consistent with the provisions relating to protection planning, and their construction of detailed planning can be tailored to the actual situation to determine specialized building density, greenfields, inter-constellation, etc., and to make specific requirements for building altitudes, sizes and landscapes, which are implemented in accordance with the law.

The streets and homes in historic cultural protected areas are suitable for a gradual and holistic approach to the preservation of the traditional patterns, metrics and landscapes of the streets, with emphasis on protection of historic-value buildings.

New construction, alteration, expansion projects are encouraged to absorb traditional buildings in general patterns, spatial measurements, morphology and environmental features, and to reassess the content of historical culture.

Article 76 Protection units, historical sites (including anti-war sites), good modern buildings and industrial heritage should be protected and used in accordance with the relevant provisions of the State and the city.

Property protection units, good modern buildings should be protected from their place of origin, with priority being given to relocations due to the need for public interest, and if unconditionally, with the consent of the relevant sector, it can be relocated differently.

The property protection units retained in the construction project and good modern buildings could not be taken into account in the project's congestion rate and in the construction density indicators.

Article 72 provides for strict protection of ecologically safe articulars and sub-unitions identified in urban and rural planning. In addition to turbulence, rural villagers' homes, major municipal infrastructure, military facilities construction activities, the construction of ecological environments and natural landscapes is severely disrupted.

Planning should be consistent with the requirements for public safety, disaster prevention and security control of key objectives.

Specific planning for disaster risk reduction should clarify the number of public safety facilities, such as shelters, emergency corridors, people's air defence alerts, firefighting stations, the scale, service diameters, and the scope of use.

The local space in emergency shelters prohibits planning and implementation of construction projects that are not relevant to emergency shelters.

Within the context of the protection set out in the major objective security control area approved by the Government of the city, the use, form and altitudes of new construction, alteration, expansion (construction) construction should be consistent with the specific planning and relevant provisions.

Article 74 is extremely vulnerable to disasters, prohibiting construction activities that are not relevant to geological disaster prevention and, in the highly vulnerable area of geological disasters, prohibiting other construction activities, in addition to carrying out the turmoilization, greenization and essential municipal works; and in the prone area of geological disasters and in low-prone areas, it should be in line with the relevant provisions of the State and the city.

Article 75 is based on original terrain, with ten years of flooding being the main flooding area. The construction of (construction) in the mainland area is prohibited; it should be justified.

Ten years of flooding and flooding were used to limit the use of areas. Constraints in areas that limit the use of the area are severely restricted to the construction of structures that affect flooding. Chapter VIII

The request for amendments to the letter of views and accompanying maps that had been made prior to the implementation of this provision could be implemented in accordance with the original technical provisions.

Appendix 1: Terminal interpretation

Building land area

In accordance with the approved detailed planning and the relevant provisions, the construction project is defined to cover the area of a closed line, which is accurate to the square meters.

Sparea

Planning for more than 200,000 cities, with sporadic reference to the place of residence that is smaller than 3000 square meters (with a mix of other geographical properties) and to non-residents that are smaller than 2000 square meters.

The planning population is more than 50,000, small or equal to 20,000 cities, with sporadic reference to the area of residence that is less than 1500 square meters (with a mix of other territorial properties) and a non-resident area of 1000 square meters.

Building control line

Urban roads control the boundaries of the street building or the construction of the goods.

Housing construction

It refers to buildings for residential use, such as accommodation, accommodation, recuperation (therapy) accommodation.

Buildings are calculated at a high level than 24 metres.

Modern buildings

It is generally true that between the mid-1990s and the twenty-first century builds, reflecting the length of time of history and building styles, with higher levels of art, and with the approval and publication of buildings by the Government of the city.

Traditional landscapes

Traditional landscapes refer to regions with comparable historical landscapes, traditional patterns, metrics and formats; clear scope, sizeable size, building land area in principle not less than 1 hectares; larger construction density, small size, high construction of buildings in principle not exceeding three levels; and the use of heavy construction styles.

Industrial heritage

Since the mid-1990s, the cultural heritage of historical, sociology, building and science, and approximate value of modern industrial construction at all stages has been left.

Security control area

Constraints are defined to protect the security of key objectives such as the party's political forces, the defence science and military units, the telecommunications hub.

Urban municipal infrastructure

Public facilities such as drainage, water supply, electricity, heating, communications, sewage treatment, waste disposal and routing facilities within urban areas.

Urban roads

The transport of vehicles, pedagogicals in urban planning areas and the availability of certain technical conditions, bridges, tunnels and their subsidiary facilities are the yardstick of the urban municipal gateline works.

High railways

The new line design rate is greater or equal to 250 km/hours, old-line adaptation design is more or equal to 200 km/hour railways.

Triangular railways

In addition to high railways, linear railways and specialized railways.

Road control line

The planned urban road route line is the line between road and other planning sites.

Port Bayport

On the side of the road trajectory, there is a dilemma between the gateway and the port of public garage where it is located.

Line-based parking ports

On the side of the road trajectory, there is no public parking port where the separation takes place.

Main subs Rivers in urban planning areas

The high-level residence building is not more than 35 per cent and less than 72 metres of the area of the building in the upper part of the office, the head office, the room, the meals and the meals, calculated in accordance with the rule in paragraph 1 of this article. In addition to the office, the residence room, the meals, and other parts other than the closed-entry cell linked to the residence, it is calculated in accordance with the rules of paragraph 1 of this article.

There are special functional requirements requiring thematic arguments.

iii. Office buildings, hotel buildings are higher than 5.1 m, small or equal to 7.3 (i.e. 5.1+2.2) m, regardless of whether they are loaded at the level, taking into account that the area of construction is calculated at the level of 2 times the size of the base; a high level greater than 7.3 m, a small or equal to 9.5 m (i.e., 7.3+2.2) or whether there is a cascaus of the floor, the size of the construction area is calculated at a level of 3 times higher.

A high number of buildings with special functional requirements, such as the gates of the construction public sector, the compound and the chambers, are calculated at a single level.

V. A net increase or equivalent to 3.6 m in the basement of the residence building and only for non-operational purposes such as greenization, public recreational activities, public corridors, are not included in the area of construction, but is included in the project's construction area.

6-10.

(i) The size of a set of buildings is small or equal to 60 square meters of homes, which are far greater than 2.4 metres, or each of the breadth of the household's life structure and the top 10 square meters, which exceeds part of the total size of the encamped construction area and do not exceed part of the area of halons of construction.

(ii) The size of a set of buildings is greater than 60 square meters of homes, which are far greater than 2.4 m, or the proportion of each household's staple structure floor to more than 17 per cent of the area covered by the household's package beyond a portion of the total size of the encamped construction area, with no excess of the portion of the total size of the construction area.

It is not in accordance with the above conditions or to establish a trajectory window within the outer wall, the floor structure, which is based on the Windows area.

The number of parking parks in the mega-cities and the construction projects in the Grand Urban Centre area has been included in the construction indicators.
